GLEN FOSTER<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that the Agenda for the Regular Meeting of Council held this 13th day of October, 2020 shall be adopted as amended.<br \/>\nCarried.<\/p>\n<p>2. GLEN FOSTER<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Minutes for the Regular Meeting and Public Hearings I &#038; II, of Council for the Municipality of Swan Valley West held on September 22nd, 2020 shall be adopted as circulated.<br \/>\nCarried.<\/p>\n<p>3. BILL GADE<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that we do hereby adjourn the Regular Meeting of Council at 7:39 pm to open the following Public Hearing:<br \/>\n1. Conditional Use Application and Kennel Permit Application for DESC NE 32-34-28 W, R66850.<br \/>\nBE IT FURTHER RESOLVED that we shall reconvene the Regular Meeting of Council immediately following the adjournment of said Public Hearing.<br \/>\nCarried.<\/p>\n<p>4. GLEN FOSTER<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Regular Meeting of the Council for the Municipality<br \/>\nof Swan Valley West shall now re-open at 7:46 pm to proceed with the<br \/>\nregular business of council.<br \/>\nCarried.<\/p>\n<p>5. TYLER KUSHNIRYK<br \/>\nGLEN FOSTER<br \/>\nWHEREAS the owners of PT. NW \u00bc SEC. 29-34-27 WPM have made an<br \/>\napplication to subdivide their property, and;<br \/>\nWHEREAS the proposed yardsite is greater than the 10 acres maximum and a Variance will be required, and;<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed said application, along with the Conditional Approval Letter received from Community and Regional Planning dated September 15th, 2020 and have no objections to the aforementioned subdivision;<br \/>\nTHEREFORE BE IT RESOLVED we do hereby approve the Minor Subdivision of the aforementioned property, provided all conditions and requirements set out in said letter from the Province of Manitoba, Community and Regional Planning Branch are met.<br \/>\nCarried.<\/p>\n<p>6. MATT WILLS<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that the Swan River Fire Department Report for September, 2020 shall be received by the Council for the Municipality of Swan Valley West.<br \/>\nCarried.<\/p>\n<p>7. TYLER KUSHNIRYK<br \/>\nBILL GADE<br \/>\nWHEREAS the Durban Community Hall has submitted a request for a Beautification Grant toward the installation of limestone and edging around the building and front entrance of the Durban Hall, and;<br \/>\nWHEREAS volunteers on the Hall Board will supply the labour for this project and costs will be for material only;<br \/>\nTHEREFORE BE IT RESOLVED that a grant of $1000.00 be approved for payment, as provided for in the 2021 financial plan.<br \/>\nCarried.<\/p>\n<p>8. BILL GADE<br \/>\nDARRYL PIERREPONT<br \/>\nWHEREAS the Big Wood Community Centre has submitted a request for a Grant in the amount of $1000.00;<br \/>\nTHEREFORE BE IT RESOLVED that a grant of $1000.00 be approved by the Municipality of Swan Valley West for payment as requested.<br \/>\nCarried.<\/p>\n<p>9. MATT WILLS<br \/>\nBILL GADE<br \/>\nWHEREAS Council deems it necessary and in the best interest of the municipality to enact a Code of Conduct By Law under the provisions of Section 84.1(1) of The Municipal Act;<br \/>\nTHEREFORE BE IT RESOLVED THAT By Law Number 0083-02; being a Bylaw of the Municipality of Swan Valley West to establish and regulate a code of conduct for members of Council be hereby given first reading.<br \/>\nCarrie Blosha \u2013 yes<br \/>\nGlen Foster \u2013 yes<br \/>\nBill Gade \u2013 no<br \/>\nMatt Wills \u2013 yes<br \/>\nTyler Kushniryk \u2013 yes<br \/>\nDarryl Pierrepont \u2013 yes<br \/>\nWilliam Galloway \u2013 yes<br \/>\nIn Favour: 6<br \/>\nOpposed: 1<br \/>\nCarried.<\/p>\n<p>10. BILL GADE<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approved the following payments:<br \/>\nGeneral Cheques: #16393 to #16436 in the amount of $125,516.19<br \/>\nFor a Grand Total of $125,516.19<br \/>\nCarried.<\/p>\n<p>12. MATT WILLS<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West<br \/>\ndoes hereby approved the following payments:<br \/>\nPayroll Payments: #3323 to #3336 in the amount of $19,653.43<br \/>\nFor a Grand Total of $19,653.43<br \/>\nCarried.<\/p>\n<p>13. MATT WILLS<br \/>\nBILL GADE<br \/>\nRESOLVED that pursuant to Section 152(4) of the Municipal Act, this<br \/>\nmeeting shall be re-opened to the public.<br \/>\nCarried.<\/p>\n<p>17. CARRIE BLOSHA<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that the By Law Enforcement Officers Report for September, 2020 shall be received by the Council for the Municipality of Swan Valley West.<br \/>\nCarried.<\/p>\n<p>18. MATT WILLS<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that the following Animal Control Reports shall be received by the Council for the Municipality of Swan Valley West;<br \/>\n-Rural Animal Control Officer\u2019s Report for the month of September, 2020<br \/>\n-Urban Animal Control Officer\u2019s Report for the month of September, 2020<br \/>\nAND BE IT FURTHER RESOLVED that payment for the above services shall be approved as submitted.<br \/>\nCarried.<\/p>\n<p>19. DARRYL PIERREPONT<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that, in accordance with Clause 8.5 of By-Law No. 0002-15, the council shall extend the curfew by up to one-half hour in order to complete discussions regarding agenda items.<br \/>\nCarried.<\/p>\n<p>20.
