GLEN FOSTER<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that the Agenda for the Regular Meeting of Council held this 8th day of September, 2020 shall be adopted as amended.<br \/>\nCarried.<\/p>\n<p>2. BILL GADE<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that the Minutes for the Regular Meeting of the Council and the Public Hearing for the Municipality of Swan Valley West held on August 25th, 2020, shall be adopted as circulated.<br \/>\nCarried.<\/p>\n<p>3. TYLER KUSNIRYK<br \/>\nBILL GADE<br \/>\nRESOLVED that the BY-Law Enforcement officer Report for the month of August, 2020 shall be received by the Council for the Municipality of Swan Valley West as presented.<br \/>\nAND BE IT FURTHER RESOLVED that payment for the above services shall be approved as submitted.<br \/>\nCarried.<\/p>\n<p>4. DARRYL PIERREPONT<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the following Animal Control Reports shall be received by the Council for the Municipality of Swan Valley West;<br \/>\n-Rural Animal Control officer\u2019s Report for the month of August, 2020<br \/>\n-Urban Animal Control officer\u2019s Report for the month of August, 2020<br \/>\nAND BE IT FURTHER RESOLVED that payment for the above services shall be approved as submitted.<br \/>\nCarried.<\/p>\n<p>5. BILL GADE<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that a Public Hearing I, shall be held on September 22nd, 2020 at 7:10 pm for the purpose of receiving presentations from those who may be interested in regards to the request for a Variance Order increasing the maximum site area from 10 acres to 24.98 acres within the AG-Zone on the property known as SE 12-37-28 W and;<br \/>\nRESOLVED that Public Hearing II, shall be held on September 22nd, 2020 at 7:20 pm for the purpose of receiving presentations from those who may be interested in regards to the request for a Variance Order decreasing the minimum site area from 80 acres to 54.98 acres within the AG-Zone on the property known as SE 12-37-28 W and;<br \/>\nBE IT FURTHER RESOLVED that all necessary advertising, mailing and posting of the notice for said hearing shall be made in accordance with The Planning Act.<br \/>\nCarried.<\/p>\n<p>6. CARRIE BLOSHA<br \/>\nGLEN FOSTER<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has received an application for a Conditional Use permit and a kennel permit application on the property known as the NE \u00bc Section 32-34-28 WPM, specifically to allow for a boarding facility for pets and a grooming business within the \u201cAG\u201d Zone as allowed under Table 4-1 \u201cAG-Agriculture General Zone\u201d, Use and Bulk Table of the RM of Swan River Zoning By-Law no. 2383-04 and as well as allowed under Section 15 of the Municipal Animal Control By-Law, By-Law #2354-04 of the RM of Swan River;<br \/>\nTHEREFORE BE IT RESOLVED that a Public hearing shall be held on October 13th, 2020 at 7:15 pm for the purpose of receiving presentations from those who may be interested in regards of the above mentioned applications and;<br \/>\nBE IT FURTHER RESOLVED that all necessary advertising, mailing and posting of the notice for said hearing shall be made in accordance with The Planning Act and said By-Laws.<br \/>\nCarried.<\/p>\n<p>7. TYLER KUSHNIRYK<br \/>\nDARRYL PIERREPONT<br \/>\nWHEREAS the members of Council for the Municipality of Swan Valley West have reviewed and approve the following new policies, recommended from the Safety Committee as follows:<br \/>\n-Employee Policies E-6 \u2013 Working Alone Policy<br \/>\n-Employee Policies E-7 \u2013 Safety Gear Policy<br \/>\n&#8211; Safety Policies S-1 \u2013 Safety Inspection Policy<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby adopt the municipality of Swan Valley West Policies and shall edit, add or delete policies from time to time as may be deemed appropriate by the majority vote of council.<br \/>\nTabled.<\/p>\n<p>**Bill Galloway left the meeting at 7:35 pm<\/p>\n<p>8. GLEN FOSTER<br \/>\nDARRYL PIERREPONT<br \/>\nWHEREAS the Wade Philip Galloway Skate Park in Benito has indicated a need for gravel in Phase 2 of this project, and;<br \/>\nWHEREAS the Municipality of Swan Valley West agrees to deliver 60 yards of 1\u201d gravel, as per their request.<br \/>\nCarried.<\/p>\n<p>**Bill Galloway returned to the meeting at 7:43 pm<\/p>\n<p>9. GLEN FOSTER<br \/>\nBILL GADE<br \/>\nBE IT RESOLVED that the Council of Swan Valley West approve the hiring of Brett Stephens for the annual Fire Extinguisher Inspections in keeping with safety compliance, creating the required documentation as well as dates when the inspections have been completed, for Safety Audit purposes.<br \/>\nCarried.<\/p>\n<p>10. GLEN FOSTER<br \/>\nBILL GADE<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approved the following payments:<br \/>\nGeneral Cheques #16323 to #16358 in the amount of $134,067.59<br \/>\nFor a total of $134,067.59<br \/>\nCarried.<\/p>\n<p>11. DARRYL PIERREPONT<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approved the following payments:<br \/>\nPayroll Payments #3279 to #3295 in the amount of $33,065.39<br \/>\nFor a total of $33,065.39<br \/>\nCarried.<\/p>\n<p>12. TYLER KUSHNIRYK<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approved the following payments:<br \/>\nIndemnities for August in the amount of $9,134.25<br \/>\nFor a total of $9,134.25<br \/>\nCarried.<\/p>\n<p>13. DARRYL PIERREPONT<br \/>\nBILL GADE<br \/>\nRESOLVED that the Council of Swan Valley West does hereby agree to have Swan-The Pas Refrigeration &#038; Air Conditioning, supply and install a radiant tube heater in the Benito Water Treatment Plant for the quoted price of $4,500 plus tax.<br \/>\nCarried.<\/p>\n<p>***Councillor Glen Foster left the meeting at 8:08 pm for the discussion of the Kenville Rink, and returned at 8:10 pm.<\/p>\n<p>14. BILL GADE<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED WHEREAS the Covid-19 situation continues to evolve, be it resolved that the meetings of Swan Valley West be re-opened to the Public Gallery and in person delegations subject to a limit of 6 members of the public in attendance and that masks be recommended to be worn by members of the public.<br \/>\nCarried.<\/p>\n<p>15. GLEN FOSTER<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that we do hereby accept the following verbal reports regarding Council Committees and Communications;<br \/>\n&#8211; T. Kushniryk: Rise Meeting by Zoom introduction of New EDO<br \/>\n&#8211; C. Blosha: No Report<br \/>\n&#8211; M. Wills: No Report<br \/>\n&#8211; D. Pierrepont: No Report<br \/>\n&#8211; B. Gade: Water meters, Budget numbers<br \/>\n&#8211; G. Foster: No Report<br \/>\n&#8211; Reeve, Galloway: RISE Meeting, AGM ACL<br \/>\n&#8211; ACAO, J. Webb: Utilities, Bridges, Roads, Employees<br \/>\nCarried.<\/p>\n<p>16. GLEN FOSTER<br \/>\nBILL GADE<br \/>\nRESOLVED that pursuant to Section 152(4) of the Municipal Act, this meeting shall be re-opened to the public.<br \/>\nCarried.<\/p>\n<p>18. TYLER KUSHNIRYK<br \/>\nBILL GADE<br \/>\nRESOLVED that, in accordance with Clause 8.5 of By-Law No. 0002-15, the council shall extend the curfew by up to one-half hour in order to complete discussions regarding remaining issues.<br \/>\nCarried.<\/p>\n<p>19.
