GLEN FOSTER<br \/>\nBILL GADE<br \/>\nRESOLVED that the Agenda for the Regular Meeting of Council held this 26th day of May, 2020 shall be adopted as amended.<br \/>\nCarried.<\/p>\n<p>2. CARRIE BLOSHA<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that the Minutes for the Regular Meeting of the Council for the Municipality of Swan Valley West held on May 12th, 2020 as well as Special Meetings held on May 14th, and May 19th, 2020 shall be adopted as circulated.<br \/>\nCarried.<\/p>\n<p>3. CARRIE BLOSHA<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that a Public Hearing shall be held on June 23rd, 2020 at 7:30 pm for the purpose of receiving presentations from those who may be interested in regards to the request for a Variance Order to reduce the minimum site area from 80 acres to 35.21 acres within the AG-Zone on the property known as SW 2-38-27 W and;<br \/>\nBE IT FURTHER RESOLVED that all necessary advertising, mailing and posting of the notice for said hearing shall be made in accordance with The Planning Act.<br \/>\nCarried.<\/p>\n<p>4. MATT WILLS<br \/>\nDARRYL PIERREPONT<br \/>\nWHEREAS a Delegation from Manitoba Infrastructure attended the council meeting on February 25th, 2020 and discussed to construct a new bridge over Lady Hubble Creek N of NE 7-37-28;<br \/>\nTHEREFORE BE IT RESOLVED the Council for the Municipality of Swan Valley West does support this project.<br \/>\nCarried.<\/p>\n<p>5. MATT WILLS<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby accept the proposed 2020 budget for the North West Regional Library.<br \/>\nCarried.<\/p>\n<p>6. MATT WILLS<br \/>\nDARRYL PIERREPONT<br \/>\nWHEREAS a request has been received from the Town of Swan River regarding their annual Canada Day Fireworks,<br \/>\nBE IT FURTHER RESOLVED that a grant in the amount of $500.00 shall be paid to the Town of Swan River to assist with the costs of the Fireworks for Canada Day.<br \/>\nCarried.<\/p>\n<p>7. CARRIE BLOSHA<br \/>\nMATT WILLS<br \/>\nRESOLVED that the 2020 Riverside Cemetery Grant be approved for payment, as provided for in the 2020 Financial Budget.<br \/>\nCarried.<\/p>\n<p>8. GLEN FOSTER<br \/>\nMATT WILLS<br \/>\nRESOLVED that that following Animal Control Reports shall be received by the Council for the Municipality of Swan Valley West;<br \/>\n&#8211; Rural Animal Control Officer\u2019s Report for the month of March, 2020<br \/>\n&#8211; Rural Animal Control Officer\u2019s Report for the month of April, 2020<br \/>\nAND BE IT FURTHER RESOLVED that payment for the above services shall be approved as submitted.<br \/>\nCarried.<\/p>\n<p>9. GLEN FOSTER<br \/>\nMATT WILLS<br \/>\nRESOLVED that that following Animal Control Reports shall be received by the Council for the Municipality of Swan Valley West;<br \/>\n&#8211; Urban Animal Control Officer\u2019s Report for the month of March, 2020<br \/>\n&#8211; Urban Animal Control Officer\u2019s Report for the month of April, 2020<br \/>\nAND BE IT FURTHER RESOLVED that payment for the above services shall be approved as submitted.<br \/>\nCarried.<\/p>\n<p>10. DARRYL PIERREPONT<br \/>\nMATT WILLS<br \/>\nWHEREAS the Municipality of Swan Valley West had a vacant clerical position;<br \/>\nAND WHEREAS the position, salary, benefits and probationary period will be in accordance with the Collective Agreement between the \t\t    International Union of Operating Engineers Local 987 and the Municipality of Swan Valley West;<br \/>\nTHEREFORE BE IT RESOLVED THAT Council authorize the hiring of Debra Love for the full time municipal clerk position.<br \/>\nCarried.<\/p>\n<p>11. BILL GADE<br \/>\nCARRIE BLOSHA<br \/>\nBE IT RESOLVED THAT Council approve the 2020 membership Fee for the Valley in the Mountains at a cost of $1500.00<br \/>\nCarried.<\/p>\n<p>12. BILL GADE<br \/>\nCARRIE BLOSHA<br \/>\nWHEREAS Dust Control is a problem this year due to Extreme Dry Conditions;<br \/>\nTHEREFORE BE IT RESOLVED that the Municipality of Swan Valley West add an additional $5000.00 towards the Dust Control Program.  Residents located on heavily used sections of road may be able to get cost share funding for dust control in front of their residents for the year 2020.<br \/>\nCarried.<\/p>\n<p>13. MATT WILLS<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approved the following payments:<br \/>\nGeneral Cheques #16075 to #16101   in the amount of    $211,048.86<br \/>\nFor a total of     $211,048.86<br \/>\nCarried.<\/p>\n<p>14. DARRYL PIERREPONT<br \/>\nMATT WILLS<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approved the following payments:<br \/>\nPayroll Cheques #3116 to #3129    in the amount of    $17,157.53<br \/>\nFor a total of     $17,157.53<br \/>\nCarried.<\/p>\n<p>15. BILL GADE<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Municipality of Swan Valley West accept the quote from JR Cousins for Engineering Services for the design of an expansion at the Benito Waste Disposal Grounds.<br \/>\nCarried.<\/p>\n<p>16. CARRIE BLOSHA<br \/>\nBILL GADE<br \/>\nRESOLVED that Municipality of Swan Valley West does hereby approve the purchase of 2 additional radios as required by the Benito Fire Department.<br \/>\nCarried.<\/p>\n<p>18. MATT WILLS<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that pursuant to Section 152(3) of the Municipal Act, the Council as a whole shall go into camera and close the meeting to continue discussions regarding:<br \/>\n  9.2   Airport Commission (moved to in camera)<br \/>\n13.1  Hiring a By-Law Enforcement Officer<br \/>\n13.2  Building Inspector Report \/ Enforcement<\/p>\n<p>*Tyler Kushniryk arrived at 9:15 p.m.<\/p>\n<p>13.3  Staffing<br \/>\n13.4  Rural Water Agreement \u2013 Tabled<\/p>\n<p>*Bill left the meeting due to a Conflict of Interest at 10:00 p.m. and returned to the meeting at 10:10 p.m.<\/p>\n<p>13.5  Ombudsman Report<\/p>\n<p>*Bill returned to the meeting at 10:10 p.m.<\/p>\n<p>Carried.<\/p>\n<p>19. GLEN FOSTER<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that pursuant to Section 152(4) of the Municipal Act, this meeting shall be re-opened to the public.<br \/>\nCarried.<\/p>\n<p>20. CARRIE BLOSHA<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that, in accordance with Clause 8.5 of By-Law No. 0002-15, the council shall extend the curfew by up to one-half hour in order to complete discussions regarding agenda items.<br \/>\nCarried.<\/p>\n<p>21. CARRIE BLOSHA<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West do hereby agree to hire Roger Bouvier for the position of Interim Acting CAO and;<br \/>\nBE IT FURTHER RESOLVED that the starting date of employment shall be starting on June 1st, 2020, as mutually agreed.<br \/>\nCarried.<\/p>\n<p>22.
