DARRYL PIERREPONT (Via phone)<br \/>\n  CARRIE BLOSHA (Via phone)<br \/>\nRESOLVED that the minutes of the Regular Meeting of the Council for the Municipality of Swan Valley West held on March 10th, 2020 shall be approved as presented.<br \/>\nCarried.<\/p>\n<p>3. MATT WILLS  (Via phone)<br \/>\n  TYLER KUSHNIRYK  (Via phone)<br \/>\nRESOLVED that in accordance with Sections 300 and 326 of the Municipal Act, the changes to the 2019 Assessment Roll for the Municipality of Swan Valley West shall be accepted by the Council and applied to that portion of the 2019 taxes as described on the reports received from the Province of Manitoba \u2013 Assessment Services, Swan River, dated February 6, 2020 copies of which are attached hereto.<br \/>\nCarried.<\/p>\n<p>4. MATT WILLS  (Via phone)<br \/>\n CARRIE BLOSHA   (Via phone)<br \/>\nRESOLVED that the Council accept the quotation received from Pier Solution for Bridge Inspections and Load Capacity Assessment in the amount of $4,850.00 per bridge; said quote being the lowest of two received.<br \/>\nCarried.<\/p>\n<p>5. GLEN FOSTER   (Via phone)<br \/>\n  DARRYL PIERREPONT   (Via phone)<br \/>\nRESOLVED that Council accept the Gravel Crushing Tender as submitted by Cook Bros. Cartage Ltd. per its Bid dated March 2nd, 2020.<br \/>\nCarried.<\/p>\n<p>6. CARRIE BLOSHA   (Via phone)<br \/>\n  MATT WILLS   (Via phone)<br \/>\nRESOLVED THAT Council approve financial support for the Swan Valley Crisis Centre for 2020 in the amount of $400.00 ($400.00 from Swan Valley West, and $40.00 from the LUD Committee).  ($ amount will be the same as 2019)<br \/>\nCarried.<\/p>\n<p>7. MATT WILLS   (Via phone)<br \/>\nGLEN FOSTER   (Via phone)<br \/>\nWHEREAS Council has not been successful in filling the position of Chief Administrative Officer through conventional advertising sources;<br \/>\nTHEREFORE BE IT RESOLVED THAT Council approve the hiring of Scout Talent; a Recruitment and Headhunting firm to assist in locating a CAO for the municipality at a cost of $8,120.35 plus applicable taxes.<br \/>\nCarried.<\/p>\n<p>8. MATT WILLS  (Via phone)<br \/>\n  GLEN FOSTER   (Via phone)<br \/>\nWHEREAS Provincial Road Number 275 (PR 275) within the boundaries of the Municipality of Swan Valley West is deteriorating to a level which is having negative impacts of the users of the road;<br \/>\nAND WHEREAS these negative impacts on the residents, business owners, and visitors to the municipality continue to increase;<br \/>\nTHEREFORE BE IT RESOLVED THAT the Council of the Municipality of Swan Valley West respectfully request the Honourable Ron Schuler, Minister of Infrastructure to prioritize the upgrading of PR 275 and have it included in the Department\u2019s Highway Upgrade Program for 2020\/2021.<br \/>\nCarried.<\/p>\n<p>9. MATT WILLS   (Via phone)<br \/>\n  TYLER KUSHNIRYK   (Via phone)<br \/>\nWHEREAS the Number 2 Water Supply Well that provides water to the LUD of Benito Water Treatment Plant has failed;<br \/>\nAND WHEREAS it is deemed expedient and in the best interest of the residents of Benito to replace the well;<br \/>\nAND WHEREAS the costs of the project will be budgeted for within the LUD of Benito\u2019s Utility Fund;<br \/>\nTHEREFORE BE IT RESOLVED THAT Council approve M&#038;M Drilling Rivers Ltd. to replace the failed well with a new well finished to Manitoba Waterwell Specifications at a cost of $16,250.00 plus applicable taxes.<br \/>\nCarried.<\/p>\n<p>10. TYLER KUSHNIRK   (Via phone)<br \/>\n  CARRIE BLOSHA   (Via phone)<br \/>\nWHEREAS the Benito Water Treatment Plant requires an Engineering Assessment to be carried out to be compliant with Provincial Drinking Water Regulations;<br \/>\nAND WHEREAS the Municipality of Swan Valley West does not have the engineering resources to conduct the Assessment;<br \/>\nTHEREFORE BE IT RESOLVED THAT the Council of Swan Valley West do hereby request the Manitoba Water Services Board to carry out the Assessment on behalf of the Municipality;<br \/>\nAND FURTHER BE IT RESOLVED THAT Council request the Manitoba Water Services Board to enter into a 50\/50 cost sharing agreement with the Municipality to have the works completed.<br \/>\nCarried.<\/p>\n<p>11. MATT WILLS  (Via phone)<br \/>\nGLEN FOSTER  (Via phone)<br \/>\nWHEREAS the Council of the Municipality of Swan Valley West is concerned about the spread and continued public impact of the COVID-19 virus;<br \/>\nAND WHEREAS Council believes it to be in the best interest of the public to limit or prohibit their attendance at meetings of Council during this time of medical crisis;<br \/>\nTHEREFORE BE IT RESOLVED THAT Council hereby:<br \/>\n1.  Effective immediately will not accept any delegations until further notice;<br \/>\n2. Effective immediately will not allow public attendance at Council Meetings until further notice;<br \/>\n3. Authorize staff to provide for videotaping of the Council Meetings; said taping to be made available for public viewing on YouTube and Access Television;<br \/>\n4. Authorize staff to provide for a Public Audio Stream.<br \/>\nCarried.<\/p>\n<p>14. Kushniryk \u2013 RISE Mtg, Library Board, Transportation Mtg<br \/>\n-C. Blosha \u2013 LUD Mtg, Safety Mtg<br \/>\n-M. Wills \u2013 inspected grader issue, Transportation Mtg<br \/>\n-D. Pierrepont \u2013 Transport Mtg, gravel tender openings<br \/>\n-B. Gade \u2013 As per attached report<br \/>\n&#8211; G. Foster \u2013 Transportation Mtg, Rec Board<br \/>\n-Reeve, Galloway \u2013 Transportation Mtg, Westman Communications Mtg.<br \/>\n-CAO, Ken Jenkins \u2013 Referred to Councillor Gade\u2019s report about unsafe structures.  Council directed the CAO to follow up with a report and action that could be taken to resolve the issues.<br \/>\nCarried.<\/p>\n<p>15. Recycling &#8211; Obtain Clarification for Billing<br \/>\n2. Travel Hauling Tender &#8211; Resolution to be presented on April 14th.<br \/>\n3. Dust Control Quote &#8211; Resolution to be presented on April 14th.<br \/>\n4. Staffing &#8211; Direction was given to advertise the Office Clerk position<br \/>\n5. Financing &#8211; Council will review December 31,2019 Financial Statements<br \/>\n6. Sale of Surplus Municipal Vehicle: <\/p>\n<p>Deputy Reeve Blosha and Councillor Foster left the Conference Call at 9:40 p.m. <\/p>\n<p>Moved by Matt\/Seconded by Tyler<br \/>\nBE IT RESOLVED THAT the surplus truck be sold to Erin Schullman for Three Thousand, Two Hundred and Fifty Dollars ($3,250.00) plus applicable taxes.<br \/>\nCarried<\/p>\n<p>Deputy Reeve Blosha and Councillor Foster returned to the Conference Call Meeting.<\/p>\n<p>7. Purchase of a Municipal Vehicle &#8211; Reeve Galloway was authorized to<br \/>\npursue the purchase of a tandem truck through auction at a cost not to exceed fifty-one thousand dollars ($51,000) not including the buyer\u2019s fee. Reeve Galloway will report to Council at the April 14th Regular Meeting of Council. <\/p>\n<p>17.
