GLEN FOSTER<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Agenda for the Regular Meeting of Council held this 11th day of February, 2020 shall be adopted as amended.<br \/>\nCarried.<\/p>\n<p>2. DARRYL PIERREPONT<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the minutes for the Regular Council Meeting and Public Hearing held on January 14th, 2020 and January 28th, 2020 shall be adopted as presented.<br \/>\nCarried.<\/p>\n<p>3. MATT WILLS<br \/>\nBILL GADE<br \/>\nRESOLVED that we do hereby adjourn the Regular Meeting of Council at 7:07 p.m. to open the following Public Hearing:<br \/>\n1.  Variance Application for NW \u00bc of Section 11-36-27 W<br \/>\nBE IT FURTHER RESOLVED that we shall reconvene the Regular Meeting of Council immediately following the adjournment of said Public Hearing.<br \/>\nCarried.<\/p>\n<p>4. TYLER KUSHNIRYK<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Regular Meeting of the Council for the Municipality of Swan Valley West shall now re-open at 7:12 p.m. to proceed with the regular business of Council.<br \/>\nCarried.<\/p>\n<p>5. BILL GADE<br \/>\nMATT WILLS<br \/>\nRESOLVED that a Public Hearing shall be held on February 25th, 2020 at 7:30 pm for the purpose of receiving presentations from those who may be interested as related to the Request for a Variation Order increasing the maximum site area from 10 acres to 12.45 acres within the AG-Zone on the property known as the SW \u00bc of Section 5-37-29 W and;<br \/>\nBE IT FURTHER RESOLVED that all necessary advertising, mailing and posting of the notice for said hearing shall be made in accordance with The Planning Act.<br \/>\nCarried.<\/p>\n<p>6. TYLER KUSHNIRYK<br \/>\nMATT WILLS<br \/>\nRESOLVED that a Public Hearing shall be held on February 25th, 2020 at 7:40 p.m. for the purpose of receiving presentations from those who may be interested.  This is in regards to the request for a Conditional Use to allow a grain bin as an accessory building to a primary building within the GD-Zone on the property known as 652 4th Street West, Kenville and;<br \/>\nBE IT FURTHER RESOLVED that all necessary advertising, mailing and posting of the notice for said hearing shall be made in accordance with The Planning Act.<br \/>\nCarried.<\/p>\n<p>7. MATT WILLS<br \/>\nBILL GADE<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West shall accept the Minor Amendment to By Law #0073-18 as approved by the Minister of Municipal Relations to correct the rezoning as noted below;<br \/>\nThe Rural Municipality of Swan River Zoning By-Law No. 2383-04 is hereby amended in order that the area shown on Appendix \u201cA\u201d attached, outlined in a heart line zoned \u201cAG\u201d Agricultural Zone is hereby re-zoned to \u201cRR5\u201d Residential Rural Zone.<br \/>\n**to read**<br \/>\nThe Rural Municipality of Swan River Zoning By-Law No. 2383-04 is hereby amended in order that the area shown on Appendix \u201cA\u201d attached, outlined in a heavy line zoned \u201cAG\u201d Agricultural Zone is hereby re-zoned to \u201cRR2\u201d Residential Rural Zone.<br \/>\nCarried.<\/p>\n<p>8. TYLER KUSHNIRYK<br \/>\nDARRYL PIERREPONT<br \/>\nWHEREAS Subsection 369(1) of the Municipal Act provides as follows;<br \/>\n369(1) A Municipality may cancel or adjourn an auction of a particular property at any time before it begins if<br \/>\n       b) the property owner enters into an agreement with the municipality for payment of the arrears and costs<br \/>\nTHEREFORE BE IT RESOLVED that, upon request, we do hereby authorize the Chief Administrative Officer to provide such an agreement in the prescribed form as attached hereto to property owners in a tax sale position and;<br \/>\nBE IT FURTHER RESOLVED that the Reeve and CAO shall be authorized to sign such an agreement on behalf of the municipality.<br \/>\nCarried.<\/p>\n<p>9. GLEN FOSTER<br \/>\nBILL GADE<br \/>\nRESOLVED that the following Animal Control Reports shall be received by the Council for the Municipality of Swan Valley West;<br \/>\n-Rural Animal Control Officer\u2019s Report for the month of January, 2020<br \/>\n-Urban Animal Control Officer\u2019s Report for the month of January, 2020<br \/>\nAND BE IT FURTHER RESOLVED that payment for the above services shall be approved as submitted.<br \/>\nCarried.<\/p>\n<p>10. MATT WILLS<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that Council for the Municipality of Swan Valley West approve a citizen request for the use of the Thunderhill tower for installation of a receiver for Internet Service.<br \/>\nDefeated.<\/p>\n<p>18. DARRYL PIERREPONT<br \/>\nTYLER KUSHNIRYK<br \/>\nWHEREAS Council for the Municipality of Swan Valley West has discussed the opportunity to video tape regular council meetings, and;<br \/>\nWHEREAS Council has received a quote for said videotaping services;<br \/>\nTHEREFORE BE IT RESOLVED that the Council of the Municipality of Swan Valley West shall accept the quote from Mountain Dweller Media for videotaping with a start date as mutually agreed.<br \/>\nTabled.<\/p>\n<p>19.  GLEN FOSTER<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that Council for the Municipality of Swan Valley West does hereby approve the attendance of the following persons at the Manitoba Weed Supervisors Association Information Session in Carberry, MB to be held on March 18th, 2020;<br \/>\n-Bill Gade<br \/>\nBE IT FURTHER RESOLVED that all applicable expenses shall be paid in accordance with current municipal policies and by-laws.<br \/>\nCarried.<\/p>\n<p>20. TYLER KUSHNIRYK<br \/>\nMATT WILLS<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West does hereby agree that the recruitment of Medical Professionals is vital to the future of the Swan Valley and it\u2019s residents and;<br \/>\nWHEREAS, despite Provincial responsibilities for the provision of health care, there is a need to continue making contributions towards the recruitment of Doctors and other Medical Professionals in order to provide proper healthcare to local residents;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West does hereby agree to the following:<br \/>\n&#8211; A \u2018per capita\u2019 levy of up to $16 for the next 3 years (2020, 2021, &#038; 2022)<br \/>\n&#8211; A portion of the municipal levy to be used for payment of a part time employee to devote his \/ her time to recruit doctors and other medical professionals for the Swan Valley.<br \/>\nBE IT FURTHER RESOLVED that we do hereby agree to move forward with the development of a job description, a budget proposal, and the hiring of an individual to work on recruiting Medical Professionals for the Swan Valley as a continuation of the program originally established by Swan Valley RISE and the Medical Services Committee.<br \/>\nTabled.<\/p>\n<p>21. BILL GADE<br \/>\nMATT WILLS<br \/>\nRESOLVED that Council approves the second payment of the 2019 levy payment to the Swan Valley Regional Initiative for a Strong Economy (RISE) in the amount of $23,756.63.<br \/>\nTabled.<\/p>\n<p>22. TYLER KUSHNIRYK<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West shall hold a Public Meeting on February 27th, 2020 at 7:00 p.m. in the Council Chambers at 216 Main Street West, Swan River, MB, and February 26th, 2020 at 7:00 p.m. in the Chambers at 126 Main Street, Benito, MB for the purpose of hearing receiving comments regarding the continuation of the recycle program.<br \/>\nCarried.<\/p>\n<p>30. DARRYL PIERREPONT<br \/>\nMATT WILLS<br \/>\nWHEREAS the six month contract for the provision of pick-up and handling of recycle product between the Municipality of Swan Valley West and SV Solutions is nearing an end and the Municipality wishes to continue services until public meetings are complete and more information has been gathered as to the feasibility of this service;<br \/>\nBE IT RESOLVED the contract shall be extended month by month with SV Solutions until a decision has been made by council whether to continue the service;<br \/>\nBE IT FURTHER RESOLVED that the Reeve and the Interim-Acting CAO be authorized to sign the agreement on behalf of the Municipality of Swan Valley West.<br \/>\nCarried.<\/p>\n<p>31. BILL GADE<br \/>\nMATT WILLS<br \/>\nRESOLVED that, in accordance with Clause 8.5 of By-Law No. 0002-15, the council shall extend the curfew by up to one-half hour in order to complete discussions regarding LUD.<br \/>\nCarried.<\/p>\n<p>32.
