GLEN FOSTER<br \/>\nBILL GADE<br \/>\nRESOLVED that written notice of absence has been received from Deputy Reeve, Carrie Blosha regarding her inability to attend the Regular Meeting of Council held on this 28th day of January, 2020, and the same shall be accepted by the members of Council for the Municipality of Swan Valley West.<br \/>\nCarried.<\/p>\n<p>2. TYLER KUSHNIRYK<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that the Agenda for the Regular Meeting of Council held this 28th day of January, 2020 shall be adopted as amended.<br \/>\nCarried.<\/p>\n<p>3. MATT WILLS<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that the Minutes for the Special Meeting of the Council for the Municipality of Swan Valley West held on December 19th, 2019 shall be adopted as circulated.<br \/>\nCarried.<\/p>\n<p>4. TYLER KUSHNIRYK<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that the Rural and Urban Public Works Reports shall be received by the Council for the Municipality of Swan Valley West as submitted.<br \/>\nCarried.<\/p>\n<p>5. BILL GADE<br \/>\nGLEN FOSTER<br \/>\nWHEREAS the owners of PT. NW \u00bc SEC. 1-37-29 WPM have made an application to subdivide their property, and;<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed said application, along with the letter received from Community and Regional Planning dated January 14th, 2020 and have no objections to the aforementioned subdivision;<br \/>\nTHEREFORE BE IT RESOLVED we do hereby approve the Minor Subdivision of the aforementioned property, provided all conditions and requirements set out in said letter from the Province of Manitoba, Community and Regional Planning Branch are met.<br \/>\nCarried.<\/p>\n<p>6. MATT WILLS<br \/>\nTYLER KUSHNIRYK<br \/>\nWHEREAS Council for the Municipality of Swan Valley West feels it important to support volunteer organizations of the Swan Valley, who provide services and support to ratepayers, and;<br \/>\nWHEREAS the following organizations are making application for grant funding and require a letter of support;<br \/>\nTHEREFORE BE IT RESOLVED that the Municipality of Swan Valley West will provide a letter of support for the application to the following organization;<br \/>\n1.   Swan Valley Museum.<br \/>\nCarried.<\/p>\n<p>7. BILL GADE<br \/>\nMATT WILLS<br \/>\nWHEREAS Section 139(1) of the Municipal Act states that \u201cA Council may not reconsider or reverse a decision within one year after it is made unless:<br \/>\na)  At the same meeting at which the decision is made, all members who voted are present ; or<br \/>\nb) A member gives written notice to the council, from at least one regular meeting to the next regular meeting, of a proposal to review and reverse the decision.<br \/>\nAND WHEREAS Councillor Bill Gade has submitted written notice to<br \/>\nCouncil as per Section 139(1) of the Municipal Act regarding Resolution<br \/>\nNo. 18 dated December 3rd, 2019;<br \/>\nNOW THEREFORE BE IT RESOLVED that the Council of the Municipality of Swan Valley West shall reconsider said resolution and determine a cause of action to resolve the tendering issue.<br \/>\nKushniryk \u2013 No<br \/>\nGade \u2013 Yes<br \/>\nPierrepont \u2013 No<br \/>\nFoster \u2013 No<br \/>\nWills \u2013 No<br \/>\nGalloway &#8211; No<br \/>\nCarried.<\/p>\n<p>8. TYLER KUSHNIRYK<br \/>\nDARRYL PIERREPONT<br \/>\nWHEREAS an Urban Public Works employee has expressed intention to further their education for their position with the municipality, and;<br \/>\nWHEREAS a recommendation has been submitted to Council by the Benito LUD Committee in support of this intention;<br \/>\nTHEREFORE BE IT RESOLVED that the Municipality of Swan Valley West agrees to pay for costs associated with the coursework as per municipal policy and union contract.<br \/>\nCarried.<\/p>\n<p>9. GLEN FOSTER<br \/>\nMATT WILLS<br \/>\nRESOLVED that there should be no cell phones at the Council Table of the Municipality of Swan Valley West during regular or special meetings.<br \/>\nCarried.<\/p>\n<p>10. DARRYL PIERREPONT<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the following payments:<br \/>\nGeneral Cheques #015814 in the amount of $28,175.39<br \/>\nGeneral Cheques #015815 to #015837 in the amount of $87,624.42<br \/>\nFor a Total of          $115,799.81<br \/>\nCarried.<\/p>\n<p>11. BILL GADE<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the following payments:<br \/>\nJanuary 15th, 2020<br \/>\n \tPayroll Cheques #015805 to #015813<br \/>\n \tPayroll Cheques #2955 to #2957 in the amount of       $16,894.37<br \/>\nDecember 31st, 2019<br \/>\n \tPayroll Cheques #2917 to #2943 and #2954<br \/>\n \t\tIn the amount of                                                    $29,806.55<br \/>\n \tPayroll Cheques #2958 to #2970<br \/>\n \t\tIn the amount of                                                       $3399.56<br \/>\nFor a Total of              $50,100.58<br \/>\nCarried.<\/p>\n<p>12. TYLER KUSNIRYK<br \/>\nBILL GADE<br \/>\nRESOLVED that the Municipality of Swan Valley West will pay Swan Valley Recycle Centre shared net expenses cost for January to June 2019 in the amount of $3768.04.<br \/>\nCarried.<\/p>\n<p>13. TYLER KUSHNIRYK<br \/>\nMATT WILLS<br \/>\nWHEREAS Council is aware that nuisance beaver continues to be a problem in the rural municipality for landowners, and;<br \/>\nWHEREAS the Municipality continues to hire Trappers to remove problem beaver;<br \/>\nTHEREFORE BE IT RESOLVED that Council for the Municipality of Swan Valley West shall approve the application for cost share funding through the Provincial Farmland Beaver Program to help off-set costs in continuing this practice.<br \/>\nCarried.<\/p>\n<p>14. DARRYL PIERREPONT<br \/>\nMATT WILLS<br \/>\nRESOLVED that Council of Swan Valley West hereby approves payment of Shared Services to the Town of Swan River for remainder of 2019.<br \/>\nCarried.<\/p>\n<p>15. TYLER KUSHNIRYK<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that we do hereby accept the following verbal reports regarding Council Committees and Communications;<br \/>\nT. Kushniryk:  RISE\/G5, Transportation Meeting<br \/>\nC. Blosha:  Absent<br \/>\nM. Wills:  RISE,  Watershed Meeting<br \/>\nD. Pierrepont:  RISE, Transportation Meeting, Medical Services meeting, COP Presentation (22 signed up), and a ratepayer concern<br \/>\nB. Gade:  RISE\/G5<br \/>\nG. Foster:  Transportation, CAO, Watershed Meeting<br \/>\nReeve, Galloway:  RISE Committee, RISE\/G5, Transportation Meeting, Interview Committee<br \/>\nCarried.<\/p>\n<p>16. GLEN FOSTER<br \/>\nBILL GADE<br \/>\nRESOLVED that pursuant to Section 152(3) of the Municipal Act, the Council as a whole shall go into camera and close the meeting to continue discussions regard:<br \/>\n12.1  Employee matters<br \/>\n12.2  Investigation under authority of Municipal By-Law<br \/>\nCarried.<\/p>\n<p>17.  TYLER KUSHNIRYK<br \/>\nMATT WILLS<br \/>\nRESOLVED that pursuant to Section 152(4) of the Municipal Act, this meeting shall be re-opened to the public.<br \/>\nCarried.<\/p>\n<p>18. GLEN FOSTER<br \/>\nBILL GADE<br \/>\nWHEREAS Council believes it is in the best interest of the municipality to provide additional Chief Administrative Officer duties to the R.M. while the position of a permanent CAO remains vacant;<br \/>\nAND WHEREAS it is deemed necessary to engage the services of an additional part time CAO to provide those services; which shall include but not be limited to assisting Council in filling certain vacant staff positions within the municipality;<br \/>\nTHEREFORE BE IT RESOLVED THAT Council enter into a Contract; attached to this resolution as \u201cSchedule A\u201d with Ken Jenkins;<br \/>\nAND FURTHER LET IT BE RESOLVED THAT the Reeve be authorized to sign the contract on behalf of the Municipality.<br \/>\nCarried.<\/p>\n<p>19.
