GLEN FOSTER<br \/>\nBILL GADE<br \/>\nRESOLVED that written notice of absence has been received from Deputy Reeve, Carrie Blosha, regarding her inability to attend the Regular Meeting of Council held on this 26th day of March, 2019, and the same shall be accepted by the members of Council for the municipality of Swan Valley West<br \/>\nCarried.<\/p>\n<p>2. TYLER KUSHNIRYK<br \/>\nBILL GADE<br \/>\nRESOLVED that the Agenda for the Regular Meeting of Council held this 26th day of March, 2019 shall be adopted as amended.<br \/>\nCarried.<\/p>\n<p>3. DARRYL PIERREPONT<br \/>\nMATTHEW WILLS<br \/>\nRESOLVED that minutes from the Regular Council Meeting held on March 12th, 2019 and Committee Meeting held March 18th, 2019 shall be approved as presented.<br \/>\nCarried.<\/p>\n<p>4. TYLER KUSHNIRYK<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that the Rural Public Works Report for March 26th, 2019 submitted by the Rural Public Works Foreman shall be received by the Council for the Municipality of Swan Valley West.<br \/>\nCarried.<\/p>\n<p>5. GLEN FOSTER<br \/>\nMATTHEW WILLS<br \/>\nRESOLVED that this Regular Meeting of Council shall now adjourn at 7:15 pm to proceed with the Public Hearings regarding the  Variation Applications on the properties known as NE 20-36-27wpm and<br \/>\nSE 2-37-27wpm, and will reconvene immediately following the adjournment of said Public Hearings.<br \/>\nCarried.<\/p>\n<p>6. MATT WILLS<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that the Regular Meeting of the Council for the Municipality of Swan Valley West shall now reconvene at 7:48 pm to proceed with the regular business of council.<br \/>\nCarried.<\/p>\n<p>7. BILL GADE<br \/>\nDARRYL PIERREPONT<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West shall accept the Swan Valley Planning District, 2019 Budget, as presented.<br \/>\nCarried.<\/p>\n<p>8. GLEN FOSTER<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that the following Grant be approved for payment, and provided for in the 2019 Financial Plan:<br \/>\n \tSwan Valley High School Rodeo     $1,000.00<br \/>\nCarried.<\/p>\n<p>9. MATTHEW WILLS<br \/>\nTYLER KUSHNIRYK<br \/>\nWHEREAS the owners of PT. S \u00bc SEC. 2-39-27 WPM have made an application to subdivide their property, and;<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed said application, along with the letter received from Community and Regional Planning dated March 20th, 2019 and have no objections to the aforementioned subdivision;<br \/>\nTHEREFORE BE IT RESOLVED we do hereby approve the Subdivision of the aforementioned property, provided all conditions and requirements set out in said letter from the Province of Manitoba, Community and Regional Planning Branch are met.<br \/>\nCarried.<\/p>\n<p>10. BILL GADE<br \/>\nMATTHEW WILLS<br \/>\nWHEREAS the owners of PT N.W. \u00bc SEC. 17-34-28 WPM have made an  application to subdivide this property; and<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed said application, along with the letter received from Community and Regional Planning dated March 20th, 2019 and have no objections to the aforementioned subdivision;<br \/>\nTHEREFORE BE IT RESOLVED we do hereby approve the subdivision of the aforementioned property, provided all conditions and requirements set out in said letter from the Province of Manitoba, Community and Regional Planning Branch are met.<br \/>\nCarried.<\/p>\n<p>11. BILL GADE<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that a Public Hearing shall be held on May 14th, 2019 at 7:15 pm for the purpose of receiving presentations from those who may be interested as related to the Road Closure By-Law No. 0075-18 and;<br \/>\nBE IT FUTHER RESOLVED that all necessary advertising, mailing and posting of the notice for said hearing shall be made in accordance with The Municipal Act.<br \/>\nCarried.<\/p>\n<p>12. BILL GADE<br \/>\nMATTHEW WILLS<br \/>\nWHEREAS the Municipality of Swan Valley West has received notice that missing Survey Outline Monuments will be restored on Part Township 34, Range 27 WPM for survey in SW \u00bc 29-34-27W, and;<br \/>\nWHEREAS according to the guidelines of the Monument Restoration program, restoration of more than 6 monuments require pre-approval from the Property Registry and the Municipality of Swan Valley West to proceed with the survey;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West shall approve proceeding with this Monument Restoration project and that the Interim-Acting CAO shall be authorized to sign the required documentation.<br \/>\nCarried.<\/p>\n<p>13. GLEN FOSTER<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the following payments:<br \/>\n\tGeneral Cheques #15165 to #15185 in the amount of     $47,503.43<br \/>\n   \tPayroll Cheques #2517 to #2532 in the amount of        $18,261.67<br \/>\n \tFor a Grand Total of                                                              $65,765.10<br \/>\nCarried.<\/p>\n<p>14. DARRYL PIERREPONT<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West shall accept the North West Regional Library, proposed 2019 Budget, as presented;<br \/>\nCarried.<\/p>\n<p>15. GLEN FOSTER<br \/>\nBILL GADE<br \/>\nRESOLVED that we do hereby accept the following verbal reports regarding Council Committees and Communications;<br \/>\nT. Kushniryk:  R.I.S.E.<br \/>\nM. Wills:  H.R. Meeting<br \/>\nB. Gade:  R.I.S.E., Flin Flon Trade Show<br \/>\nG. Foster:  Watershed-prioritize projects<br \/>\nReeve, Galloway:  Watershed-prioritize projects<br \/>\nCarried.<\/p>\n<p>16. BILL GADE<br \/>\nMATTHEW WILLS<br \/>\nRESOLVED that pursuant to Section 152(3) of the Municipal Act, the Council as a whole shall go into camera and close the meeting to continue discussions regarding Employee matters and contracts.<br \/>\nCarried.<\/p>\n<p>17. DARRYL PIERREPONT<br \/>\nTYLER KUSHNIRYK<br \/>\nRESOLVED that pursuant to Section 152(4) of the Municipal Act, this meeting shall be re-opened to the public.<br \/>\nCarried.<\/p>\n<p>18. GLEN FOSTER<br \/>\nMATTHEW WILLS<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby agree to purchase Magnesium Chloride from Fort Distribution for 2019 Dust Control at $0.34\/litre, (price to include supply and application.), and;<br \/>\nBE IT FURTHER RESOLVED that the cost for Private Dust Control Application for the 2019 season shall be as follows;<br \/>\n$460.00 per application of 500 ft. X 16 ft.<br \/>\nCarried.<\/p>\n<p>19. TYLER KUSHNIRYK<br \/>\nDARRYL PIERREPONT<br \/>\nWHEREAS Daryl Strilaeff tendered his written resignation on March 13th, 2019;<br \/>\nTHEREFORE BE IT RESOLVED that the members of Council for the Municipality of Swan Valley West do hereby accept Mr. Strilaeff\u2019s resignation, with regrets.<br \/>\nCarried.<\/p>\n<p>20. BILL GADE<br \/>\nMATTHEW WILLS<br \/>\nWHEREAS Patty Posnikoff tendered her written resignation on March 20th, 2019;<br \/>\nTHEREFORE BE IT RESOLVED that the members of Council for the Municipality of Swan Valley West do hereby accept Mrs. Posnikoff\u2019s resignation, with regrets, and;<br \/>\nBE IT FURTHER RESOLVED agree to pay out her accumulated overtime as attached.<br \/>\nCarried.<\/p>\n<p>21. MATTHEW WILLS<br \/>\nBILL GADE<br \/>\nWHEREAS the Council has received written Employee Requests for Leave dated March 19th, 25th, and March 26th, 2019;<br \/>\nTHEREFORE BE IT RESOLVED that the aforementioned requests shall be approved as received.<br \/>\nCarried.<\/p>\n<p>22. TYLER KUSNIRYK<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that, in accordance with Clause 8.5 of By-Law No. 0002-15, the council shall extend the curfew by up to one-half hour<br \/>\nCarried.<\/p>\n<p>23. BILL GADE<br \/>\nTYLER KUSHNIRYK<br \/>\nWHEREAS the Council has received request dated March 26th, 2019 from an employee to be advanced one level in the municipal employee pay scale, and;<br \/>\nWHEREAS the employee has met the required criteria to advance from Level 3 to Level 4 as per union agreement.<br \/>\nTHEREFORE BE IT RESOLVED that the aforementioned request shall be approved as received.<br \/>\nCarried.<\/p>\n<p>24. BILL GADE<br \/>\nMATTHEW WILLS<br \/>\nRESOLVED the Council for the Municipality of Swan Valley West does hereby agree to hire Tyler Parks for the position of Urban Utility Maintenance, and;<br \/>\nBE IT FURTHER RESOLVED that the terms and conditions of said employment shall be outlined on the Job Offer dated March 26, 2019 and that the employee shall be placed at the start level of pay based on the Union agreement currently in place.<br \/>\nCarried.<\/p>\n<p>25. MATTHEW WILLS<br \/>\nBILL GADE<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby accept the quote for drafting, design and structural engineering for a 60\u2019 X 104\u2019 X 18\u2019 shop as submitted by Accurate Dimensions Drafting &#038; Design of Swan River, Manitoba.<br \/>\nCarried.<\/p>\n<p>26.
