\nRESOLVED that minutes from the Regular Council Meeting held on January 22nd, 2019 and the Special meeting of Council held on January 25th, 2019 shall be approved as presented.

\nWHEREAS the Municipality is aware that nuisance beaver continue to be a problem in the rural municipality of landowners, and;
\nWHEREAS the Municipality continues to hire Trappers to remove problem beaver;
\nTHEREFORE BE IT RESOLVED that Council for the Municipality of Swan Valley West shall approve the application for cost share funding through the Provincial Farmland Beaver program to help off-set costs in continuing this practice.

\nWHEREAS Council for the Municipality of Swan Valley West has received a request for comments or concerns from Crown Lands regarding Crown Land General permit no. 63088 for the assignment of Pt. LS 9 or NE 19-35-29 WPM, and;
\nWHEREAS Council has no concerns with the Assignment of Pt. LS 9 or NE 19-35-29 WPM on General permit no. 63088
\nTHEREFORE BE IT RESOLVED that Council does hereby approve said request.

\nRESOLVED that the Swan River Fire Department Response Report for the month of January, 2019 shall be received by the Council for the Municipality of Swan Valley West.

\nWHEREAS Section 163 of The Municipal Act provides that \u201ca council may adopt an interim operating budget to have effect only until the council adopts the operating budget for the fiscal year\u201d;
\nTHEREFORE BE IT RESOLVED that the Interim Operating Budget for the municipality, including all Rural, Urban and At Large Expenditures, shall be hereby adopted for the year 2019 as follows:

\nRESOLVED that the Weed Inspector, for the Municipality of Swan Valley West shall be authorized to attend the 2019 Municipal Weed Issues Meeting on Wednesday, March 13th, 2019 in Carberry, MB, and that all applicable expenses shall be paid as per municipality policy.

12. MATTHEW WILLS

\nWHEREAS the owners of PT N.E. \u00bc SEC. 20-36-27 WPM have made application to subdivide this property, and;
\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed said application, along with the letter received from Community and Regional Planning dated February 6th, 2019 and have no objections to the aforementioned subdivision;
\nTHEREFORE BE IT RESOLVED we do hereby approve the subdivision of the aforementioned property, provided all conditions set out in said letter from the Province of Manitoba, Community and Regional Planning Branch are met.

\nWHEREAS Subsection 369(1) of the Municipal Act provides as follows:
\n369(1) A municipality may cancel or adjourn an auction of a particular property at any time before it begins if
\n(b) the property owner enters into an agreement with the municipality for payment of the arrears and costs.
\nTHEREFORE BE IT RESOLVED that, upon request, we do hereby authorize the Chief Administrative Officer to provide such an agreement in the prescribed form as attached hereto to property owners in a tax sale position and;
\nBE IT FURTHER RESOLVED that the Reeve and CAO shall be authorized to sign such an agreement on behalf of the municipality.

\nRESOLVED the Council for the Municipality of Swan Valley West does hereby agree to accept the recommendation of the HR committee and shall hire Kasey Chartrand for the position of Finance Officer.

\nRESOLVED that the signing authorities for the Municipality of Swan Valley West shall be amended, with all cheques, debt instruments, transfers or legal documents to be signed by:

\nRESOLVED that the following Animal Control Report shall be received by the Council for the Municipality of Swan Valley West:

\nAND BE IT FURTHER RESOLVED that payment for the above services shall be approved as submitted.

\nWHEREAS the Council for the Municipality of Swan Valley West has been notified that the final payment of the 2018 levy owing to the Swan Lake Watershed Conservation District is now due;
\nTHEREFORE BE IT RESOLVED we do hereby agree to make payment of the remaining $9,803.80 to the Conservation District.

\nRESOLVED that a letter shall be issued to the Swan Meadows Condo Association in support of their grant application for funding towards the Sidewalk Rubber Paving, Tire Re-Cycling Project being undertaken at the Condo Complex.

\nWHEREAS Council approved the attendance of council members interested in attending the AMM Councillor Seminar and workshop Once Elected, What is Expected?;

\nTHEREFORE BE IT RESOLVED that registration and all applicable expenses shall be paid to the Reeve as per municipality policy.
