228w\" sizes=\"auto, (max-width: 236px) 100vw, 236px\" \/>Minutes of the Regular Meeting of Council of the Rural Municipality of Mountain held Wednesday, December 5th, 2018 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.<br \/>\n<\/br><\/br><\/p>\n<p>Members Present:<br \/>\nReeve:  Robert Hanson<br \/>\nCouncillors:  \t1 \u2013 Wilmer Malcolm<br \/>\n \t            \t2 &#8211;  Stephen Nadolney<br \/>\n\t                \t3 \u2013<br \/>\n 4 \u2013 Connie Forbes<br \/>\n5 \u2013 Arnie Pedersen<br \/>\n  6 \u2013 <\/p>\n<p>CAO Paige Larocque was present and acted as secretary.<br \/>\nFinance Officer Kim Paterson was also present.<br \/>\n  \tThe meeting was called to order at 10:10 A.M. by Reeve Robert Hanson, \tquorum being present.<\/p>\n<p>  Forbes<br \/>\nNadolney<br \/>\nBE IT RESOLVED THAT the Agenda for the December 5th, 2018 Regular Meeting of Council be adopted as amended.<br \/>\n                                                                                                                                            CARRIED.<\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\n\tBE IT RESOLVED THAT the Minutes of the regular meeting of Council held November 21st, 2018 be adopted as presented, all requirements having been complied with.<br \/>\n                                                                                                                                              CARRIED.<\/p>\n<p>Nadolney<br \/>\nPedersen<br \/>\n\tBE IT RESOLVED THAT By-Law No. 09\/18, being a By-Law to govern certain aspects of drains and drainage on public or private property within the R.M. of Mountain, be given third and final reading; passed, signed and sealed.<br \/>\nHanson &#8211; For<br \/>\n                    Malcolm &#8211; For<br \/>\n                    Nadolney &#8211; For<br \/>\n                    Forbes &#8211; For<br \/>\nPedersen &#8211; For<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nPedersen<br \/>\n\t\tBE IT RESOLVED THAT By-Law No. 10\/18, being a By-Law to provide for the \t\texemption of certain lands from taxation for municipal purposes, be given first \t\treading.<br \/>\n                                                                                                                                              CARRIED.<\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\n\t\tBE IT RESOLVED THAT By-Law No. 10\/18, being a By-Law to provide for the \t\texemption of certain lands from taxation for municipal purposes, be given second \t\treading.<br \/>\n               \t\t\t\t\t\t\t\t\t       CARRIED.<\/p>\n<p>Forbes<br \/>\nPedersen<br \/>\n\t  BE IT RESOLVED THAT By-Law No. 11\/18, being a By-Law to provide for the \t\tcompensation for members of Council, be given first reading.<br \/>\n               \t\t\t\t\t\t\t\t\t       CARRIED.<\/p>\n<p>Pedersen<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT By-Law No. 11\/18, being a By-Law to provide for the compensation for members of Council, be given second reading.<br \/>\n                                                                                                                                              CARRIED.<\/p>\n<p>Forbes<br \/>\nPedersen<br \/>\nBE IT RESOLVED THAT By-Law No. 12\/18, being the building by-law for the R.M. of Mountain, be given first reading.<br \/>\n                                                                                                                                              CARRIED.<\/p>\n<p>Pedersen<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby adopt the Municipal Tendering and Procurement Policy as per Schedule \u2018A\u2019 attached hereto.<br \/>\n\t\t\t\t\t\t\t\t\t\t\t       CARRIED.<\/p>\n<p>Forbes<br \/>\nPedersen<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize the purchase authorities as per Schedule \u2018A\u2019 attached hereto.<br \/>\n\t\t\t\t\t\t\t\t\t\t\t       CARRIED.<\/p>\n<p>Forbes<br \/>\nPedersen<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept and approve the Financial Statement for November 30, 2018, as presented.<br \/>\n\t\t\t\t\t\t\t\t\t\t\t       CARRIED.<\/p>\n<p>Malcolm<br \/>\nPedersen<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the transfer from reserve funds for the Cowan Bridge as follows:<br \/>\n\t\tBridge Reserve  &#8211;  $210,986.24<br \/>\n\t\tGas Tax Reserve &#8211; $   20,900.00<br \/>\n\t\t\t\t      $231,886.24<br \/>\n\t\t\t\t\t\t\t\t\t\t\t       CARRIED.<\/p>\n<p>Malcolm<br \/>\nPedersen<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the audit engagement letter from Sensus;<br \/>\nAND THAT Chief Administrative Officer be authorized to sign on behalf of the Municipality.<br \/>\n\t\t\t\t\t\t\t\t\t\t\t       CARRIED.<\/p>\n<p>Pedersen<br \/>\nMalcolm<br \/>\n\tBE IT RESOLVED THAT the unpaid utility accounts, presented in Schedule \u2018A\u2019 attached hereto, be added to the real property tax account of each account holder.<br \/>\n\t\t\t\t\t\t\t\t\t\t\t       CARRIED.<\/p>\n<p>Pedersen<br \/>\nMalcolm<br \/>\n\tBE IT RESOLVED THAT the unpaid Accounts Receivable accounts, presented in Schedule \u2018A\u2019 attached hereto, be added to the real property tax account of each account holder.<br \/>\n\t\t\t\t\t\t\t\t\t\t\t       CARRIED.<\/p>\n<p>Malcolm<br \/>\nPedersen<br \/>\n\tBE IT RESOLVED THAT the unpaid Accounts Receivable invoice Nos. 20180038 and 20180015 be hereby written off as uncollectable.<br \/>\n\t\t\t\t\t\t\t\t\t\t\t       CARRIED.<\/p>\n<p>Malcolm<br \/>\nPedersen<br \/>\n\tWHEREAS Fire Department Purchasing Policy states that all purchases of the Fire \tDepartment must be authorized by Council in advance;<br \/>\n\tTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain \tapprove the purchase requests as per Schedule \u2018A\u2019 attached hereto.<br \/>\n\t\t\t\t\t\t\t\t\t\t\t       CARRIED.<\/p>\n<p>Malcolm<br \/>\nPedersen<br \/>\n\tRESOLVED THAT Cheque Nos. 20181423 to 20181478 be approved for payment \tin the amount of $188,902.29, \tincluding Council Indemnities in the amount of \t$5,331.64,  as per By-Law 03\/16 and Direct Deposit Payroll in the amount of \t$4,506.38 attached hereto as Schedule \u2018A\u2019;<br \/>\n\tAND FURTHER IT BE RESOLVED THAT the direct payment amount of $6,602.92 \tfor Receiver General for November 2018 be hereby approved.<br \/>\n\t\t\t\t\t\t\t\t\t\t\t     CARRIED.<\/p>\n<p>Forbes<br \/>\nMalcolm<br \/>\n\tBE IT RESOLVED THAT Council of the Rural Municipality of Mountain meet as a committee to discuss personnel.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Pedersen<br \/>\nForbes<br \/>\n\tBE IT RESOLVED THAT the meeting of the committee of the whole be adjourned, and that the regular meeting of Council of the Rural Municipality of Mountain be re-opened to the public.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Pedersen<br \/>\nForbes<br \/>\n\tBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the wage schedule as outlined in Schedule \u2018A\u2019 attached hereto, effective January 1st, 2019.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Forbes<br \/>\nNadolney<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve work orders #127\/18 to #129\/18 attached hereto.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Malcolm<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the Software Licence Agreement with All-Net.ca as per Schedule \u2018A\u2019 attached hereto;<br \/>\nAND THAT the Reeve and Chief Administrative Officer be authorized to sign on behalf of the Municipality.<br \/>\nCARRIED.  <\/p>\n<p>Malcolm<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby appoint Connie Forbes to the Swan Valley Municipalities committee to discuss a joint animal control effort.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>           Malcolm<br \/>\nPedersen<br \/>\n\tBE IT RESOLVED THAT Council of the Rural Municipality of Mountain meet as a committee to discuss legal matters.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\n\tBE IT RESOLVED THAT the meeting of the committee of the whole be adjourned, and that the regular meeting of Council of the Rural Municipality of Mountain be re-opened to the public.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby enter into an agreement with Neptune for N-Sight Software Support Services as attached;<br \/>\nAND THAT the Chief Administrative Officer be authorized to sign on behalf of the Municipality.<br \/>\nCARRIED. <\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\n\tWHEREAS it is deemed expedient and in the best interest of the municipality to \tobtain title to the certain LGD-Vested Crown-Administered parcels to facilitate \tthe sale of said land;<br \/>\n\tTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of \tMountain hereby request CLPA transfer title of the following parcels back to the \tR.M. of Mountain;<br \/>\n  SE 14-32-21W [Roll# 32400.000]<br \/>\n\tAND THAT the R.M of Mountain request CLPA to remove this parcels from the \tjoint agriculture agreement and lease listing so that the R.M. can facilitate a lease \tagreement;<br \/>\n\tAND THAT the Chief Administrative Officer and Reeve be authorized to sign on \tbehalf of the Municipality.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Forbes<br \/>\nNadolney<br \/>\nBE IT RESOLVED THAT the Regular Meeting of Council of the Rural Municipality of Mountain be adjourned to meet again on December 21st, 2018.<\/p>\n<p>\tMeeting adjourned at 3:15 P.M.<br \/>\n\t\t\t                        \t\t
