Minutes of the Regular Meeting of Council of the Rural Municipality of Mountain held Wednesday, October 10th, 2018 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.

CAO Paige Larocque was present and acted as secretary.
\nFinance Officer Kim Paterson was also present.<\/p>\n
The meeting was called to order at 10:00 A.M. by Reeve Marvin Kovachik, quorum \tbeing present.<\/p>\n

\nBE IT RESOLVED THAT the Agenda for the October 10th, 2018 Regular Meeting of Council be adopted as presented.

\nBE IT RESOLVED THAT the Minutes of the regular meeting of Council held September 26th, 2018 be adopted as presented, all requirements having been complied with.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby \taccept and approve the Financial Statement for September, 2018, as presented.

\nWHEREAS Fire Department Purchasing Policy states that all purchases of the Fire \tDepartment must be authorized by Council in advance;
\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain \tapprove the purchase requests as per Schedule \u2018A\u2019 attached hereto.

Councillor Forbes declared an interest in Res. No. 403\/18 and left the meeting.<\/p>\n

\nRESOLVED THAT Cheque Nos. 20181168 to 20181233 be approved for payment \tin the amount of $97,072.93, including Council Indemnities in the amount of $5,785.24 as per By-Law 03\/16 and Direct Deposit Payroll in the amount of $4,482.22 as attached hereto as Schedule \u2018A\u2019;
\nAND FURTHER BE IT RESOLVED THAT the direct payment amount of \t$5,315.24 for Receiver General for September 2018 be hereby approved.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the attendance of the Building Inspector for the following Building and Fire Code seminars:
\nOctober 2\/3rd, 2018 Brandon, MB;
\nOctober 24\/25th, 2018 Winnipeg, MB;
\nAND THAT expenses be allowed for same.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the 911 Services Agreement with the City of Brandon as per Schedule \u2018A\u2019 attached hereto;
\nAND THAT Reeve and CAO be authorized to sign on behalf of the Municipality.

\nWHEREAS the Rural Municipality of Mountain has obtained funding through the Small Communities Fund for the upgrades to the Birch River Water Treatment Plant [SCF Project #5203];
\nAND WHEREAS due to delays in delivery of certain required products we will be unable to complete the project before the December 31st, 2018 deadline;
\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby request the Manitoba Strategic Infrastructure Secretariat to extend our grant deadline to December 31, 2019.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the 2018\/2019 snow removal contractors as per Schedule \u2018A\u2019 attached hereto.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept Request for Proposals for a surplus asset advertised by the RM of Mountain and award the bids as follows:

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the offer to purchase the following LGD Vested\/Crown Administered parcels of land from Pine River Ranches for the reserve bid totaling $24,839.95;
\nNW 24-34-20W [R0ll #169600.000];
\nAND THAT all terms and conditions be as per Crown Land\/LGD Vested Land Purchase Offer agreement and policy attached hereto as Schedule \u2018A\u2019;
\nAND THAT the Reeve and CAO be authorized to sign on behalf of the Municipality.

\nSE 10-35-20W [Roll #223800.000]; and
\nSW 18-33-20W [Roll #108200.000]
\nAND THAT all terms and conditions be as per Crown Land\/LGD Vested Land Purchase Offer agreement and policy attached hereto as Schedule \u2018A\u2019;
\nAND THAT the Reeve and CAO be authorized to sign on behalf of the Municipality.
