\"\"Minutes of the regular council meeting of the Rural Municipality of Mountain held Wednesday, February 28th, 2018 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.<\/p>\n

Administrative Clerk, Paige Larocque & Finance Officer, Kim Paterson were present and acted as secretary.<\/p>\n

The meeting was called to order at 10:00 A.M. by Reeve Marvin Kovachik, quorum being present.<\/p>\n

\nBE IT RESOLVED THAT the Agenda for the February 28th, 2018 Regular Meeting of Council be adopted as presented.

\n BE IT RESOLVED THAT the Minutes of the regular meeting of Council held February 14th, 2018 be adopted as presented, all requirements having been complied with.

\nBE RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept and approve the Unaudited Financial Statement for the Year Ended December 31st, 2017 as presented.

\nWHEREAS Fire Department Purchasing Policy states that all purchases of the Fire Department must be authorized by Council in advance;
\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain approve the purchase requests as per Schedule \u2018A\u2019 attached hereto.

\nRESOLVED THAT Cheque Nos. 20180191 to 20180234 amounting to $38,685.70, including Direct Deposit Payroll in the amount of $5,375.67, attached hereto as Schedule \u201cA\u201d, be approved for payment.

\nWHEREAS Section 152(3) of The Municipal Act and Section 8.8 of the By-Law No. 01\/16 authorize Council to close a meeting to the public to discuss certain matters;
\nAND WHEREAS Section 15.13 of By-Law #01\/16, The Procedures By-Law of The Rural Municipality of Mountain, instructs a member to;
\n \u201c\u2026keep in confidence a matter that is discussed at a meeting closed
\n to the public under subsection 152(3) of The Act until the matter is
\n discussed at a council meeting conducted in public.\u201d<\/p>\n

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain meet as a committee to discuss personnel.

\nAND THAT expenses be allowed for same.

\nWHEREAS Section 105(1)(b) of The Municipal Act states: \u201cIf a vacancy occurs in the 12 months before the next general election and the remaining members
\n (i) are a majority of the number of members comprising the council, and
\n (ii) decide not to hold a by-election;
\nAND WHEREAS the LUD of Birch River currently has a vacancy;
\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby decide not to hold a by-election for the LUD of Birch River.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept Request for Proposal for the 2018 Mountain South Gravelling program as per Schedule \u2018A\u2019 attached hereto and award the contract to Dyck Construction.

\nWHEREAS the SW 26-43-26W is a LGD Vested\/Crown Administered parcel with no current lease;
\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby grant the request from Gerald Kryzanowski to harvest timber off the SW 26-43-26W;
\nAND THAT dues be paid to the Municipality at a rate of $1.89 per tonne.
