  Stephen Nadolney<br \/>\n\t                \t3 \u2013 Nestor Rizok<br \/>\n 4 \u2013 Connie Forbes<br \/>\n 5 \u2013 Jesse Larocque<br \/>\n                        6 \u2013 Brad Wyatt<\/p>\n<p>Administrative Clerk, Paige Larocque &#038; Finance Officer, Kim Paterson were present and acted as secretary.<\/p>\n<p>The meeting was called to order at 10:00 A.M. by Reeve Marvin Kovachik, quorum being present.<\/p>\n<p>Nadolney<br \/>\nRizok<br \/>\nBE IT RESOLVED THAT the Agenda for the January 24th, 2018 Regular Meeting of Council be adopted as amended.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nLarocque<br \/>\n        BE IT RESOLVED THAT the Minutes of the regular meeting of Council held January 10, 2018 be adopted as presented, all requirements having been complied with.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve Committee Appointments as per Schedule \u201cA\u201d attached hereto.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nRizok<br \/>\nBE IT RESOLVED THAT By-Law No. 08\/17, being the By-Law to establish a solid  waste management system within the Rural Municipality of Mountain, be given third and final reading; For<br \/>\n                    Forbes &#8211; For<br \/>\n                    Larocque  &#8211; For<br \/>\n                    Wyatt   &#8211; For<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT By-Law No. 01-18, being a By-Law to provide for water rates within the LUD of Birch River, be given first reading.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT By-Law No. 01-18, being a By-Law to provide for water rates within the LUD of Birch River, be given second reading.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT By-Law No. 02-18, being a By-Law to provide for water rates within the LUD of Mafeking, be given first reading.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nWyatt<br \/>\nBE IT RESOLVED THAT By-Law No. 02-18, being a By-Law to provide for water rates within the LUD of Mafeking, be given second reading.<br \/>\nCARRIED.<\/p>\n<p>Wyatt<br \/>\nRizok<br \/>\nWHEREAS the residence located on the NW 2-39-26W is in contravention of By-Law 01\/15, Section 5.2.<br \/>\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby charge the registered owners of NW 2-39-26W under By-Law 01\/15 in the amount of $100.00.<br \/>\nCARRIED.<\/p>\n<p>Forbes<br \/>\nRizok<br \/>\nWHEREAS Section 152(3) of The Municipal Act and Section 8.8 of the By-Law No. 01\/16 authorize Council to close a meeting to the public to discuss certain matters;<br \/>\nAND WHEREAS Section 15.13 of By-Law #01\/16, The Procedures By-Law of The Rural Municipality of Mountain, instructs a member to;<br \/>\n        \u201c\u2026keep in confidence a matter that is discussed at a meeting closed<br \/>\n        to  the public under subsection 152(3) of The Act until the matter is<br \/>\n        discussed at a council meeting conducted in public.\u201d<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain meet as a committee to discuss personnel.<br \/>\nCARRIED.  <\/p>\n<p>     Rizok<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT the meeting of the committee of the whole be adjourned, and that the regular meeting of Council of the Rural Municipality of Mountain be re-opened to the public.<br \/>\nCARRIED.  <\/p>\n<p>Wyatt<br \/>\nRizok<br \/>\nWHEREAS Council of the Rural Municipality of Mountain approved payment of 2017 Invoice #2541 and #2535 from Dyck Construction Ltd. in 2018.<br \/>\nAND WHEREAS surplus funds from Ward projects were transferred to the Road Maintenance Reserve Fund at December 31, 2017.<br \/>\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby transfer funds from the Road Maintenance Reserve Fund in the amount of $12,099.86 to cover the 2017 expense.<br \/>\nCARRIED. <\/p>\n<p>Forbes<br \/>\nWyatt<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain approve 2018 membership in SV RISE as attached hereto in Schedule \u2018A\u2019, and authorize payment for the same.<br \/>\nCARRIED. <\/p>\n<p>Councillor Forbes declared an interest for Res. No. 34\/18 and left the meeting.<\/p>\n<p>Rizok<br \/>\nMalcolm<br \/>\nRESOLVED THAT Cheque Nos. 20180081 to 20180131 amounting to $76,006.78, including Direct Deposit Payroll in the amount of $4,534.88, attached hereto as Schedule \u201cA\u201d, be approved for payment.<br \/>\nCARRIED.  <\/p>\n<p>Councillor Forbes returned to the meeting.<\/p>\n<p>Forbes<br \/>\nWyatt<br \/>\nBE IT RESOLVED THAT the unpaid Accounts Receivable accounts, presented in Schedule \u2018A\u2019 attached hereto, be added to the real property tax account of each account holder.<br \/>\nCARRIED.<\/p>\n<p>BROKE FOR LUNCH<br \/>\nSCHEDULED RECESS @ 1:00 P.M.<br \/>\nRECONVIENED @ 2:00 P.M.<\/p>\n<p>Malcolm<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the quote to demolish the Birch River Elevator as per Schedule \u2018A\u2019 attached hereto.<br \/>\nCARRIED.<\/p>\n<p>Reeve Kovachik left the meeting and Deputy Reeve Forbes assumed the chair.<\/p>\n<p>Nadolney<br \/>\nMalcolm<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve work order #06\/18 attached hereto.<br \/>\nCARRIED.<\/p>\n<p>Malcolm<br \/>\nNadolney<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the quotation from Fort Distributors for 2018 Dust Control Program as per Schedule \u201cA\u201d attached hereto.<br \/>\nCARRIED.<\/p>\n<p> Nadolney<br \/>\nMalcolm<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the quotation from Wilmer Isaac for 2018 Mowing as per Schedule \u201cA\u201d attached hereto.<br \/>\nCARRIED.<\/p>\n<p>Malcolm<br \/>\nNadolney<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the execution of a Development Agreement with Bison Conservation Ranch for an undeveloped road allowance, terms and conditions attached hereto in Schedule \u201cA\u201d;<br \/>\nAND THAT the Reeve and CAO be authorized to sign on behalf of the Municipality.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nRizok<br \/>\nBE IT RESOLVED THAT Council of the  Rural Municipality of Mountain hereby accept the quote from Manitoba Hydro to install (1) streetlight at the Mafeking Transfer Station as per Schedule \u2018A\u2019\u2019 attached hereto;<br \/>\nAND THAT the Reeve and Chief Administrative Officer are hereby authorized to sign in behalf of the municipality.<br \/>\nDEFEATED.                                                                   <\/p>\n<p>Malcolm<br \/>\nLarocque<br \/>\nWHEREAS Section 8.6 of By-Law No. 01\/16 allows Council to extend the time of adjournment after curfew by one half hour;<br \/>\nTHEREFORE BE IT RESOLVED THAT the Regular Meeting of Council of the Rural Municipality of Mountain be extended to 5:00 p.m.<br \/>\nCARRIED.<\/p>\n<p>Wyatt<br \/>\nRizok<br \/>\nBE IT RESOLVED THAT the Rural Municipality of Mountain hereby donate $50.00 to the Bellsite\u2019s Annual Poker Derby being held February 25th, 2018.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nRizok<br \/>\nBE IT RESOLVED THAT the Regular Meeting of Council of the Rural Municipality of Mountain be adjourned to meet again on February 14th, 2018.<\/p>\n<p>\tMeeting adjourned at 4:50 p.m.<br \/>\nCARRIED.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Minutes of the Regular Council Meeting of the Rural Municipality of Mountain held Wednesday, January 24th, 2018 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.
