GLEN FOSTER<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Agenda for the Regular Meeting of Council held this 9th day of January 2018 shall be adopted as presented.<br \/>\nCarried:<\/p>\n<p>2.  TERRY NEELY<br \/>\nBRIAN BURICK<br \/>\nRESOLVED that the Minutes for the Regular Meeting of the Council for the Municipality of Swan Valley West held on December 12th, 2017 shall be adopted as circulated.<br \/>\nCarried:<\/p>\n<p>3. DAVID MINISH<br \/>\nTERRY NEELY<br \/>\nRESOLVED that the Urban Public Works Report for the month of December 2017 shall be received as submitted by the Urban Assistant Foreman.<br \/>\nCarried:<\/p>\n<p>4. GLEN FOSTER<br \/>\nCARRIE BLOSHA<br \/>\nWHEREAS a 5-year Plan has been prepared by the Municipality of Swan Valley West for the Benito Utility Project commencing in early spring 2018;<br \/>\nTHEREFORE BE IT RESOLVED that this Core Infrastructure Renewal Plan be forwarded to The Manitoba Water Services Board for their approval.<br \/>\nCarried:<\/p>\n<p>5. BRIAN BURICK<br \/>\nIRWIN STEEN<br \/>\nRESOLVED that By-Law No. 0070-18, being a By-Law of the Municipality of Swan Valley West to provide for the Prevention and Control of fires within the Municipality, shall be read a first time this 9th day of January 2018.<br \/>\nCarried:<\/p>\n<p>6. IRWIN STEEN<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that By-Law No. 0070-18, being a By-Law of the Municipality of Swan Valley West to provide for the Prevention and Control of fires within the Municipality, shall be read a second time this 9th day of January 2018.<br \/>\nCarried:<\/p>\n<p>7. IRWIN STEEN<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that the Building Inspectors report for the period July to December 2017 be accepted as received.<br \/>\nCarried:<\/p>\n<p>8. TERRY NEELY<br \/>\nDAVID MINISH<br \/>\nRESOLVED that, in accordance with Subsection 365(2) of The Municipal Act, the Council for the Municipality of Swan Valley West does hereby declare the year 2017 as the designated year, and require all taxes in arrears for the year 2016 and prior, including any and all interest, to be sold at the Tax Sale Auction to be held on October 12th, 2018 at 10:00 a.m. in the Council Chambers at 216 Main Street West, Swan River, Manitoba; and<br \/>\nBE IT FURTHER RESOLVED that Taxervice shall be hired to manage the Tax Sale for the Municipality during the Fiscal Year 2018.<br \/>\nCarried:<\/p>\n<p>9. DAVID MINISH<br \/>\nTERRY NEELY<br \/>\nRESOLVED that the request from a landowner to obtain information from the aerial mapping projects completed near Sec. 20-34-27W, be approved.<br \/>\nCarried:<\/p>\n<p>10. BRIAN BURICK<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Minutes for the Regular Meeting of the Benito LUD Committee held on December 19th, 2017 shall be accepted as circulated.\t\tCarried:<\/p>\n<p>11. CARRIE BLOSHA<br \/>\nIRWIN STEEN<br \/>\nWHEREAS the owner of SE \u00bc of 6-37-27W has made an application for subdivision on his property;<br \/>\nTHEREFORE BE IT RESOLVED that the Municipality of Swan Valley West does hereby approve the subdivision of 95.22 acres to create a rural residential yard site on the aforesaid property.<br \/>\nCarried:<\/p>\n<p>12. BRIAN BURICK<br \/>\nGLEN FOSTER<br \/>\nWHEREAS Council has received an application to subdivide a 17.8-acre parcel on the NW \u00bc Sec.11-38-27W in the Agriculture\/Rural Area, with an existing yard site;<br \/>\nAND WHEREAS the By-Law provides for the location of a non-farm dwelling as a permitted use, with a maximum site area of 10 acres;<br \/>\nTHEREFORE BE IT RESOLVED that a Variance be obtained allowing a non-farm dwelling with a site area greater than 10 acres in the Agricultural\/General Zone.<br \/>\nCarried:<\/p>\n<p>13. IRWIN STEEN<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that the Swan River Fire Department Response Report for the month of December 2017 shall be received by the Council for the Municipality of Swan Valley West.<br \/>\nCarried:<\/p>\n<p>14. TERRY NEELY<br \/>\nIRWIN STEEN<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the application for Licence to Construct Water Control Works on the SE \u00bc of 10-36-29 WPM;<br \/>\nTHEREFORE BE IT RESOLVED that the Public Works Foreman shall be authorized to obtain any necessary approval from local landowners and sign said application on behalf of the Municipality.<br \/>\nCarried:<\/p>\n<p>15. IRWIN STEEN<br \/>\nBRIAN BURICK<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the following payments:<br \/>\nDecember General Ck. #14005 to #14045 in the amount of             $527,645.53<br \/>\nDecember Payroll Ck. #1766 to #1806 &#038; #1824 in the amount of     $37,484.97<br \/>\nJuly-Dec. Firemen Payroll Ck. #1807 to #1823 in the amount of          $6,642.95<br \/>\nDecember Council Indemnity Ck. #1825 to #1834 in the amount of   $8,011.95<br \/>\nFor a Grand Total of\t         \t $579,785.40<br \/>\nCarried:<\/p>\n<p>17. IRWIN STEEN<br \/>\nBRIAN BURICK<br \/>\nWHEREAS The Municipal Act states that a Senior Election Official must be appointed when a resignation is received;<br \/>\nTHEREFORE BE IT RESOLVED that the Interim-Acting CAO be authorized to advertise this position as required.<br \/>\nCarried:<\/p>\n<p>19. TERRY NEELY<br \/>\nDAVID MINISH<br \/>\nRESOLVED that Council does hereby accept the verbal reports regarding Council Committees and Communications as presented by the Members of Council.<br \/>\nCarried:<\/p>\n<p>20. IRWIN STEEN<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that pursuant to Section 152(3) of The Municipal Act, the Council as a whole shall go in-camera and close the meeting to the public to discuss employee related matters.<br \/>\nCarried:<\/p>\n<p>21. TERRY NEELY<br \/>\nGLEN FOSTER<br \/>\nRESOLVED that pursuant to Section 152(4) of The Municipal Act, this meeting shall be re-opened to the public to proceed with the regular business of Council.<br \/>\nCarried:<\/p>\n<p>22. DAVID MINISH<br \/>\nIRWIN STEEN<br \/>\nRESOLVED that the Municipality of Swan Valley West advertise for the position of Finance Clerk.<br \/>\nCarried:<\/p>\n<p>23. CARRIE BLOSHA<br \/>\nBRIAN BURICK<br \/>\nRESOLVED that the Council of the Municipality of Swan Valley West agrees to the 2017 overtime and unused vacation time, as per the employee requests, as attached.<br \/>\nCarried:<\/p>\n<p>24.
