  Stephen Nadolney<br \/>\n\t                \t3 \u2013 Nestor Rizok<br \/>\n 4 \u2013 Connie Forbes<br \/>\n    5 \u2013 Jesse Larocque<br \/>\n                           6 \u2013 Brad Wyatt<\/p>\n<p>CAO Robin Wiebe was present and acted as secretary.<\/p>\n<p>The meeting was called to order at 10:10 A.M. by Reeve Marvin Kovachik, quorum being present.<\/p>\n<p>Nadolney<br \/>\nWyatt<br \/>\nBE IT RESOLVED THAT the Agenda for the December 28th, 2017 Regular Meeting of Council be adopted as amended.<br \/>\n                                                                                                                                           CARRIED.<\/p>\n<p>Wyatt<br \/>\nNadolney<br \/>\nBE IT RESOLVED THAT the Minutes of the Animal Control Hearing held December 13th, 2017 be adopted as presented, all requirements having been complied with.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Wyatt<br \/>\nNadolney<br \/>\nBE IT RESOLVED THAT the Minutes of the regular meeting of Council held December 13th, 2017 be adopted as presented, all requirements having been complied with.<br \/>\n                                                                                                                                              CARRIED.<\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\nWHEREAS The Emergency Measures Act requires communities to have Emergency Preparedness programs;<br \/>\nAND WHEREAS the Municipal Emergency Coordinator has presented an updated Emergency Preparedness Plan for approval;<br \/>\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the Emergency Preparedness Plan as presented;<br \/>\nAND THAT the Emergency Plan be submitted to Emergency Measures Organization for approval.<br \/>\n                                                                                                                                              CARRIED.<\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT By-Law No. 08\/17, being the By-Law to establish a solid waste management system within the Rural Municipality of Mountain, be introduced and given first reading.<br \/>\n                                                                                                                                           CARRIED.<\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\nTHEREFORE BE IT RESOLVED THAT the unpaid utility accounts, presented in Schedule \u2018A\u2019 attached hereto, be added to the real property tax account of each account holder.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Malcolm<br \/>\nLarocque<br \/>\nWHEREAS Section 152(3) of The Municipal Act authorizes Council to close a meeting to the public to discuss certain matters;<br \/>\nAND WHEREAS Section 15.13 of By-Law #01\/11, The Procedures By-Law of The Rural Municipality of Mountain, instructs a member to;<br \/>\n                 \u201c\u2026keep in confidence a matter that is discussed at a meeting closed<br \/>\n                   to  the public under subsection 152(3) of The Act until the matter is<br \/>\n                   discussed at a council meeting conducted in public.\u201d<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain meet as a committee to discuss legal matters.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Nadolney<br \/>\nWyatt<br \/>\nBE IT RESOLVED THAT the meeting of the committee of the whole be adjourned, and that the regular meeting of Council of the Rural Municipality of Mountain be re-opened to the public.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\nCouncillor Nadolney presented a Notice of Motion to reconsider Res. No. 350\/17 at the next regular council meeting.<br \/>\nWHEREAS Fire Department Purchasing Policy states that all purchases of the Fire Department must be authorized by Council in advance;<br \/>\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain approve the purchase requests as per Schedule \u2018A\u2019 attached hereto.<br \/>\n                                                                                                                                           CARRIED.  <\/p>\n<p>Councillor Forbes Declared an interest for Res. No. 466\/17 and left the meeting<\/p>\n<p>Malcolm<br \/>\nLarocque<br \/>\nRESOLVED THAT Cheque Nos. 20171570 to 20171634 be approved for payment in the amount of $57,369.72, including 6,359.19 for Council Indemnities, as per By-Law 03\/16, and Direct Deposit Payroll in the amount of 7,242.09 as attached hereto as Schedule A.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Councillor Forbes returned to the meeting<\/p>\n<p>Forbes<br \/>\nMalcolm<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the transfers to Reserves as attached hereto in Schedule \u2018A\u2019.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Malcolm<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT  the Rural Municipality of Mountain hereby adopt the following 2018 Interim Operating Budget as per Section 163 of the Municipal Act to allow for expenditures:<\/p>\n<p>GENERAL OPERATING<br \/>\n\t\tGeneral Government\t\t\t          250,000.00<br \/>\n\t\tProtective\t\t\t\t\t\t40,000.00<br \/>\n\t\tTransportation\t\t\t\t           150,000.00<br \/>\n\t\tEnvironmental Health\t\t\t\t40,000.00<br \/>\n\t\tPublic Health &#038; Welfare\t\t\t\t10,000.00<br \/>\n\t\tEconomic Development\t\t\t\t10,000.00<br \/>\n\t\tRecreation &#038; Culture\t\t\t\t10,000.00<br \/>\n\t\tFiscal\t\t\t\t\t\t\t50,000.00<\/p>\n<p>\t\tTotal:\t\t\t\t\t        560,000.00<\/p>\n<p>UTILITY OPERATING<\/p>\n<p>\tBIRCH RIVER<br \/>\n\t\tOperating\t\t\t\t\t50,000.00<br \/>\n\t\tCapital\t\t\t\t\t\tNIL<\/p>\n<p>\tMAFEKING<br \/>\n\t\tOperating\t\t\t\t\t30,000.00<br \/>\n\t\tCapital\t\t\t\t\t\tNIL<br \/>\n\t\t                                               CARRIED. <\/p>\n<p>              Forbes<br \/>\nLarocque<br \/>\nWHEREAS Council of the Rural Municipality of Mountain held a public hearing December 28th, 2017 regarding Breach of By-Law 02\/06 Animal Control for M. Burmaster;<br \/>\nAND WHEREAS<br \/>\nthere was no representations\/no objections;<br \/>\nTHEREFORE BE IT RESOLVED THAT<br \/>\nCouncil vary the charges as follows:<br \/>\npay 2018 licences by January 21, 2018 otherwise fine $50.00 plus<br \/>\n      licences will be enforced.<br \/>\n                                                                                                                                            CARRIED.  <\/p>\n<p>Malcolm<br \/>\nLarocque<br \/>\nWHEREAS Council of the Rural Municipality of Mountain held a public hearing December 28th, 2017 regarding Breach of By-Law 02\/06 Animal Control for G. Marks;<br \/>\nAND WHEREAS<br \/>\nthere was no representations\/no objections;<br \/>\nTHEREFORE BE IT RESOLVED THAT<br \/>\nCouncil vary the charges as follows:<br \/>\nfine be waived conditional to not possessing dogs for 5 years<br \/>\n                                                                                                                                           CARRIED.  <\/p>\n<p>Forbes<br \/>\nWyatt<br \/>\nBE IT RESOLVED THAT Municipal Emergency Coordinator Stephen Nadolney of the Rural Municipality of Mountain hereby be authorized to attend the 2018 Municipal Emergency Workshop in Dauphin, MB on January 23rd, 2018;<br \/>\nAND THAT expenses be allowed for same.<br \/>\n                                                                                                                                            CARRIED.<\/p>\n<p>Forbes<br \/>\nWyatt<br \/>\nWHEREAS Manitoba Hydro requires a resolution of council for quotations concerning new streetlights;<br \/>\nAND WHEREAS the Ward 6 Councillor would like to install a new streetlight near the Mafeking Waste Transfer Station;<br \/>\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain apply to Manitoba Hydro for a quotation for a streetlight as per Schedule \u2018A\u2019 attached hereto.<br \/>\n                                                                                                                                            CARRIED.<\/p>\n<p>Larocque<br \/>\nNadolney<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby enter into a Lease Agreement with Bison Conservation Ranch Ltd. for the following parcels, Terms and Conditions as attached hereto in Schedule \u2018A\u2019;<br \/>\nNE 8-33-20W [Roll #103800.000] 160 Acres;<br \/>\nNW 8-33-20W [Roll #103900.000] 160 Acres;<br \/>\nSE 8-33-20W [Roll #104000.000] 160 Acres;<br \/>\nSW 8-33-20W [Roll #104100.000] 160 Acres;<br \/>\nNW 16-33-20W [Roll #107200.000] 160 Acres;<br \/>\nNW 8-33-21W [Roll #119100.000] 160 Acres;<br \/>\nSW 8-33-21W [Roll #119300.000] 160 Acres:<br \/>\nNW 14-34-20W [Roll #165200.000] 160 Acres;<br \/>\nSW 14-34-20W [Roll #165400.000] 160 Acres;<br \/>\nNW 33-34-20W [Roll #173300.000] 101 Acres;<br \/>\nNW 33-34-20W [Roll #173350.000] 10 Acres;<br \/>\nNW 8-34-22W [Roll #192300.000] 160 Acres;<br \/>\nAND THAT the CAO and Reeve be authorized to sign on behalf of the municipality.<br \/>\n                                                                                                                        CARRIED.<\/p>\n<p>Forbes<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the recommendation for Backup Birch River WDG Attendant \u2013 L. Debruin as attached in Schedule \u2018A\u2019 hereto.<br \/>\n                                                                                                                                        CARRIED.<\/p>\n<p>Larocque<br \/>\nMalcolm<br \/>\nWHEREAS Section 8.6 of By-Law No. 01\/16 allows Council to extend the time of adjournment after curfew by one half hour;<br \/>\nTHEREFORE BE IT RESOLVED THAT the Regular Meeting of Council of the Rural Municipality of Mountain be extended to 5:00 pm.<br \/>\n                                                                                                                                         CARRIED.<\/p>\n<p>     Forbes<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the wage schedule as outlined in Schedule \u2018A\u2019 attached hereto, effective January 1st, 2018.<br \/>\n                                                                                                                         CARRIED.<\/p>\n<p>\tForbes<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT the Regular Meeting of Council of the Rural Municipality of Mountain be adjourned to meet again on January 10th, 2018.<br \/>\n\tMeeting adjourned at 4:42 p.m.<br \/>\n\t\t\t                        \t\t                                      CARRIED.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Minutes of the Regular Council Meeting of the Rural Municipality of Mountain held Thursday December 28th, in the R.M. of Mountain Council Chambers in Birch River, Manitoba.
