{"id":31680,"date":"2017-12-23T07:49:21","date_gmt":"2017-12-23T13:49:21","guid":{"rendered":"http:\/\/swanriver.valleybiz.ca\/news\/?p=31680"},"modified":"2017-12-22T23:55:16","modified_gmt":"2017-12-23T05:55:16","slug":"town-of-swan-river-minutes-november-7-2017","status":"publish","type":"post","link":"https:\/\/swanriver.valleybiz.ca\/news\/2017\/12\/23\/town-of-swan-river-minutes-november-7-2017\/","title":{"rendered":"Town of Swan River Minutes &#8211; November 7, 2017"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/swanriver.valleybiz.ca\/news\/wp-content\/uploads\/2011\/04\/Town-of-Swan-River1.jpg\" alt=\"\" title=\"Town of Swan River\" width=\"236\" height=\"144\" class=\"alignleft size-full wp-image-1057\" srcset=\"https:\/\/swanriver.valleybiz.ca\/news\/wp-content\/uploads\/2011\/04\/Town-of-Swan-River1.jpg 236w, https:\/\/swanriver.valleybiz.ca\/news\/wp-content\/uploads\/2011\/04\/Town-of-Swan-River1-100x61.jpg 100w\" sizes=\"auto, (max-width: 236px) 100vw, 236px\" \/>The Council of the Town of Swan River met on Tuesday, November 7th, 2017 at\u00a07:30 pm in the Town Council Chambers with\u00a0Mayor\u00a0McKenzie presiding and Councillors Friesen, Whyte,\u00a0Jacobson, Moriaux and Delaurier present.\u00a0 Councillor Sakal was absent with permission.\u00a0\u00a0<\/p>\n<p>1 Call to order<\/p>\n<p>2 Adoption of Agenda<\/p>\n<p>Resolution No:\u00a02017.515<br \/>\nMoved By:\u00a0David Moriaux<br \/>\nSeconded By:\u00a0Jason Delaurier<br \/>\nRESOLVED that the Agenda for the November 7th, 2017 regular meeting of Council be received.<br \/>\nCARRIED<\/p>\n<p>3 Adoption of Minutes<\/p>\n<p>Resolution No:\u00a02017.516<br \/>\nMoved By:\u00a0David Moriaux<br \/>\nSeconded By:\u00a0Jason Delaurier<br \/>\nRESOLVED that the minutes of the October 17th, 2017 regular meeting of Council be adopted as received.<br \/>\nCARRIED<\/p>\n<p>4 Delegations and Hearings<\/p>\n<p>4.1 Delegation:  Jack Dyck, Donna Martin, Kim Kuruliak, Warren Houle &#8211; SVETP and Work Crew program<\/p>\n<p>Kim Kuruliak, Team Leader for the Swan Valley Employment and Training Project advised that SVETP\u00a0can provide a wide range of services to individuals seeking employment.\u00a0 The SVETP team works together to provide the following services: resume and cover letter development, job search assistance, training and application forms, interview preparation, educational information, skills development and career exploration.\u00a0 Clients can utilize a large Job Board when they arrive to the office, where they will see all local jobs that have been advertised in the local newspaper, online, or by employers calling in.\u00a0 All clients have access to a telephone, computer and faxing services for employment or educational purposes.\u00a0 On average, SVETP can have between 5 \u2013 20 individuals come in and out of the office daily to access our resources and services.\u00a0 SVETP offers a two week Job Readiness Program (JRP) quarterly throughout the year.<br \/>\n\u00a0<br \/>\nSVETP is expected to provide services to 200 new clients during this contract year, as well as allowing us to carry forward up to 20 clients from the previous contact year; ultimately providing employment assistance to 220 clients in total.\u00a0 As of October 31, 2017, SVETP is pleased to inform that the team has provided services to a total of 111 individuals (103 new &#038; 8 carry overs), which 51.5% of the contract obligations.\u00a0 The goal for the remainder of this year\u2019s contract is to continue to provide support to our active clients as well as welcome any new clients and get them started on the path to successful employment opportunities.<\/p>\n<p>Warren Houle, Recreation Department Work Crew Program Supervisor, advised that he provides mentoring, on the job training and job search assistance for the work crew members.\u00a0 The crew works in different areas of the Town but mostly in the parks and at the arena. He advised Council that access to a truck all year round would greatly benefit the program.\u00a0\u00a0<\/p>\n<p>4.2 Delegation: Amanda Chartrand, Restorative Justice Week<\/p>\n<p>Resolution No:\u00a02017.517<br \/>\nMoved By:\u00a0David Moriaux<br \/>\nSeconded By:\u00a0Jason Delaurier<br \/>\nWHEREAS\u00a0in the face of crime or conflict, restorative justice offers a philosophy and approach that views these matters principally as harm done to people and relationships; and,<br \/>\nAND WHEREAS\u00a0restorative justice is a non-adversarial, non-retributive approach to justice that emphasizes healing in victims, accountability of offenders, and the involvement of citizens in creating healthier, safer communities; and,<br \/>\nAND WHEREAS\u00a0this year&#8217;s theme for Restorative Justice Week is &#8220;Inspiring Innovation&#8221;; it is an opportunity to learn about restorative justice, as well as educate and celebrate along with other communities across the country during the week.<br \/>\nTHEREFORE BE IT RESOLVED that the week of November 19 &#8211; 26, 2017 be proclaimed as\u00a0\u201cRestorative Justice Week\u201d\u00a0in the Town of Swan River.<br \/>\nCARRIED<\/p>\n<p>4.3 Delegation: Letter from Brent Parachoniak to be presented by Carl Robblee<br \/>\nCarl Robblee presented a letter to Council on behalf of Brent Parachoniak regarding\u00a0 road access to the property located at 509\/511 Kelsey Trail.<\/p>\n<p>4.4 Delegation: Fall Leaves and Preventative Maintenance in Legion Park &#8211;
