IRWIN STEEN<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Agenda for the Regular Meeting of Council held this 24th day of October 2017 shall be adopted as circulated.<br \/>\nCarried.<\/p>\n<p>2. TERRY NEELY<br \/>\nIRWIN STEEN<br \/>\nRESOLVED that the Minutes for the Regular Meeting of the Council for the Municipality of Swan Valley West held on October 10th, 2017 and the Special Meeting held on October 16th, 2017 shall be adopted as circulated.<br \/>\nCarried.<\/p>\n<p>3. TERRY NEELY<br \/>\nDAVID MINISH<br \/>\nRESOLVED that By-Law No. 0069-17, being a By-Law of the Municipality of Swan Valley West \u201cto establish a ward system for the purpose of electing Municipal Officials\u201d shall be read a second time this 24th day of October 2017.<br \/>\nCarried.<\/p>\n<p>4. BRIAN BURICK<br \/>\nCARRIE BLOSHA<br \/>\nWHEREAS, Subsection 87(1) of The Municipal Act provides that the municipalities may elect councillors by the ward system;<br \/>\nAND WHEREAS, the Council of the Municipality of Swan Valley West intends to give third reading to a By-Law establishing a ward system for the purpose of holding a municipal election;<br \/>\nTHEREFORE BE IT RESOLVED that the Public Hearing will be held in the Municipal Council Chambers on the 15th day of November 2017 at 7:00 pm.<br \/>\nCarried.<\/p>\n<p>5. DAVID MINISH<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Council does hereby approve the list of transfers attached hereto as Schedule \u201cA\u201d as provided for in the 2017 Financial Plan and under the terms and conditions of the respective Reserve By-Laws.<br \/>\nCarried.<\/p>\n<p>6. CARRIE BLOSHA<br \/>\nIRWIN STEEN<br \/>\nWHEREAS, the Municipality\u2019s 2017 Budget allows for Transfers for Capital Fire Equipment costs in the amount of $6,000 ($3,000 from the Rural Emergency Equipment Reserve and $3,000 from the Urban General Reserve) and $2,000 for Fire Expenses ($1,000 from each Reserve) and the Fire Chief has purchased new equipment exceeding the amount budgeted for Capital Fire Equipment.<br \/>\nBE IT RESOLVED that the Municipality approves the attached invoices and authorizes the transfer of $5,913.77 from each of the Reserve accounts listed above to the General Fund for the Capital fire Equipment Costs, and $1,000 from each Reserve as per Budget for Fire Department expenses.<br \/>\nCarried.<\/p>\n<p>7. CARRIE BLOSHA<br \/>\nIRWIN STEEN<br \/>\nWHEREAS the Swan Lake Watershed Conservation District lent the Municipality of Swan Valley West the rip-rap making unit and it was returned damaged, the SLWDC requests that the Municipality pay half the cost of repairs;<br \/>\nTHEREFORE BE IT RESOLVED that the Municipality agrees to pay the requested amount of $1,627.20.<br \/>\nCarried.<\/p>\n<p>8. DAVID MINISH<br \/>\nTERRY NEELY<br \/>\nWHEREAS the Municipality has been working towards updating the Municipal Radio system to make accessible for all employees of the Municipality, and Darryl Hill has been overlooking the upgrading and installing of said equipment.  Darryl recognized a deficiency in the frequencies for the repeaters and has asked for them to be changed to be more accommodating of our current equipment.<br \/>\nTHEREFORE BE IT RESOLVED that Darryl Hill be authorized to act on behalf of the Municipality for the purpose of radio licencing with Spectrum Management officer of Spectrum Management Operations Branch Innovation, Science and Economic Development Canada\/Government of Canada.<br \/>\nTHEREFORE BE IT FURTHER RESOLVED that Mr. Hill provide an estimated cost of said upgrades.<br \/>\nCarried.<\/p>\n<p>9. GLEN FOSTER<br \/>\nTERRY NEELY<br \/>\nWHEREAS Section 252(2) of The Municipal Act states that the amount of costs set for the services and supplies owing the Municipality can be collected in the same manner as a tax may be collected or enforced under this Act;<br \/>\nTHEREFORE BE IT RESOLVED that the attached invoice owing to the Municipality of Swan Valley West as of today\u2019s date shall be moved to the tax roll for the appropriate property and a notice shall be sent to the property owners reporting the amount moved to the tax roll and the current outstanding balance as a result of this application of amount owing to the Municipality.<br \/>\nCarried.<\/p>\n<p>10. TERRY NEELY<br \/>\nBRIAN BURICK<br \/>\nWHEREAS the Municipality of Swan Valley West is now the legal owner of the property roll #178000, legal description the SLY 264 feet of the ELY 495 feet of the SE \u00bc of Section 28-36-29 WPM, and are entitled to take possession and exclude others from entering the property.  In the event the property is occupied, a notice to vacate needs to be issued.  In the event personal belongings are located on the property, notice should be given to the former owners requesting they remove their belongings.  When notice is complete, locks should be changed.  TAXervice offers this service and will complete the process for the Municipality.<br \/>\nTHEREFORE BE IT RESOLVED that TAXervice be appointed to carry out these services for the Municipality and the Finance Officer be authorized to sign the contact on behalf of the Municipality.<br \/>\nCarried.<\/p>\n<p>11. IRWIN STEEN<br \/>\nBRIAN BURICK<br \/>\nRESOLVED that the Minutes for the Regular Meeting of the Benito LUD Committee held on October 17th, 2017 shall be accepted as circulated.<br \/>\nCarried.<\/p>\n<p>12.\tTERRY NEELY<br \/>\nDAVID MINISH<br \/>\nWHEREAS the owners of NW \u00bc of 30-33-29 WPM have made application to subdivide their property;<br \/>\nTHEREFORE BE IT RESOLVED that the Municipality of Swan Valley West does hereby approve the subdivision of 2.2 acres to create a rural residential yardsite on the aforesaid property.<br \/>\nCarried.<\/p>\n<p>13. IRWIN STEEN<br \/>\nTERRY NEEDLY<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the application for Licence to Construct Water Control Works on Road #171W along the SE \u00bc of 9-34-29 WPM;<br \/>\nAND BE IT FURTHER RESOLVED that the Public Works Foreman shall be authorized to obtain any necessary approval from local landowners and sign said application on behalf of the Municipality.<br \/>\nCarried.<\/p>\n<p>14. BRIAN BURICK<br \/>\nIRWIN STEEN<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the application for Licence to Construct Water Control Works on Road #171W along the SW \u00bc and SE \u00bc of 10-34-29 WPM;<br \/>\nAND BE IT FURTHER RESOLVED that the Public Works Foreman shall be authorized to obtain any necessary approval from local landowners and sign said application on behalf of the Municipality.<br \/>\nCarried.<\/p>\n<p>15. BRIAN BURICK<br \/>\nIRWIN STEEN<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the application for Licence to Construct Water Control Works on Road #171W along the SE \u00bc of 16-34-29 WPM;<br \/>\nAND BE IT FURTHER RESOLVED that the Public Works Foreman shall be authorized to obtain any necessary approval from local landowners and sign said application on behalf of the Municipality.<br \/>\nCarried.<\/p>\n<p>16. TERRY NEELY<br \/>\nBRIAN BURICK<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the application for Licence to Construct Water Control Works west of Road #157, goes one-half mile south of Road #210, along east side of NE 35-35-27W;<br \/>\nAND BE IT FURTHER RESOLVED that the Public Works Foreman shall be authorized to obtain any necessary approval from local landowners and sign said application on behalf of the Municipality.<br \/>\nCarried.<\/p>\n<p>17. CARRIE BLOSHA<br \/>\nIRWIN STEEN<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the application for Licence to Construct Water Control Works on Road #157 &#038; Road #158 along the NE \u00bc 35-35-27 WPM and SE \u00bc of 2-35-27 WPM;<br \/>\nAND BE IT FURTHER RESOLVED that the Public Works Foreman shall be authorized to obtain any necessary approval from local landowners and sign said application on behalf of the Municipality.<br \/>\nCarried.<\/p>\n<p>18. CARRIE BLOSHA<br \/>\nTERRY NEELY<br \/>\nWHEREAS the owner of NE &#038; SE 32-32-29 and SW 33-32-29 applied for a Licence to Construct Water Control Works and will not be proceeding with the three (3) applications;<br \/>\nTHEREFORE BE IT RESOLVED that Council request the Water Resource Officer to cancel the applications.<br \/>\nCarried.<\/p>\n<p>19. TERRY NEELY<br \/>\nDAVID MINISH<br \/>\nWHEREAS registrations for the Annual Association of Manitoba Municipalities have been made for all Council Members and the Interim-Acting CAO, and one Council Member is now unable to attend;<br \/>\nTHEREFORE BE IT RESOLVED that Cheryle Zbirun be authorized to attend.<br \/>\nCarried.<\/p>\n<p>20.
