GLEN FOSTER<br \/>\nTERRY NEELY<br \/>\nRESOLVED that the Agenda for the Regular Meeting of Council held this 26th day of September 2017, shall be adopted as circulated.<br \/>\nCarried:<\/p>\n<p>2. TERRY NEELY<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Minutes for the Regular Meeting of the Council for the Municipality of Swan Valley West held on September 12th, 2017 and the Special Meeting held on September 14th, 2017 shall be adopted as circulated.<br \/>\nCarried:<\/p>\n<p>3. DAVID MINISH<br \/>\nBRIAN BURICK<br \/>\nRESOLVED that in accordance with Sections 300 and 326 of The Municipal Act, the changes to the 2017 Assessment Roll for the Municipality of Swan Valley West shall be accepted by the Council and applied to that portion of the 2017 taxes as described on the reports received from the Province of Manitoba \u2013 Assessment Services, Swan River Office dated July 31st, 2017, copies of which are attached hereto.<br \/>\nCarried:<\/p>\n<p>4. BRIAN BURICK<br \/>\nCARRIE BLOSHA<br \/>\nWHEREAS the hours of operation for the Benito Satellite Office are Tuesday to Thursday of each week; and<br \/>\nWHEREAS the last day for paying 2017 property taxes without penalty is Friday, September 29th, 2017;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West shall agree to adjust the hours of operation for the Benito Satellite Office to include Friday, September 29th, 2017.<br \/>\nCarried:<\/p>\n<p>5. CARRIE BLOSHA<br \/>\nDAVID MINISH<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the attendance of the following persons at the MMAA \u201cMunicipal Leadership \u2013 Marquis Event\u201d with David Irvine in Winnipeg, Mb. to be held on November 3rd, 2017;  Angela Mullin &#038; Cheryle Zbirun;<br \/>\nBE IT FURTHER RESOLVED that all applicable expenses shall be paid in accordance with current Municipal policies and by-laws.<br \/>\nCarried:<\/p>\n<p>6. GLEN FOSTER<br \/>\nIRWIN STEEN<br \/>\nRESOLVED that By-Law No. 0068-17, being a By-Law of the Municipality of Swan Valley West to open a Municipal Road, shall be read a second time this 26th day of September, 2017.<br \/>\nCarried:<\/p>\n<p>7. BRIAN BURICK<br \/>\nTERRY NEELY<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the following payments:<br \/>\nGeneral Cheques #13743 to #13788 in the amount of $205,357.47<br \/>\nPayroll Cheques #1638 to #1656 in the amount of       $  24,741.52<br \/>\nFor a Grand Total of       $ 230,098.99<br \/>\nCarried:<\/p>\n<p>9. DAVID MINISH<br \/>\nBRIAN BURICK<br \/>\nWHEREAS the Municipality of Swan Valley West has issued a Municipal burn ban to coincide with the burn ban implemented by the Province of Manitoba; and<br \/>\nWHEREAS the province-wide burn ban has been lifted and relief from hot dry conditions have been observed within the Municipality;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West does hereby agree to lift the Municipal burn ban effective immediately and allow burning with Municipal Burning Permits to be reinstated.<br \/>\nCarried:<\/p>\n<p>10. GLEN FOSTER<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Minutes for the Regular Meeting of the Benito LUD Committee held on September 19th, 2017 shall be accepted as circulated.<br \/>\nCarried:<\/p>\n<p>11. IRWIN STEEN<br \/>\nGLEN FOSTER<br \/>\nWHEREAS Public Works Staff for the LUD of Benito require a truck for the purpose of removing refuse;<br \/>\nAND WHEREAS it has become cost prohibitive to repair the truck now owned by the LUD;<br \/>\nTHEREFORE BE IT RESOLVED that Council for the Municipality of Swan Valley West do hereby agree to accept the recommendation of the LUD Committee to begin the process of finding a suitable truck for the above purpose.<br \/>\nCarried:<\/p>\n<p>12. DAVID MINISH<br \/>\nTERRY NEELY<br \/>\nWHEREAS the attached quote has been received by the Municipality for supply of signage for the Durban and Benito Landfill Sites;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West do hereby agree to accept the quote submitted by \u201cSign Here\u201d and approve purchase of said signs.<br \/>\nCarried:<\/p>\n<p>13. GLEN FOSTER<br \/>\nIRWIN STEEN<br \/>\nWHEREAS quotes have been requested for the removal and purchase of metal from the Durban Landfill Site;<br \/>\nAND WHEREAS Council has reviewed the quotes received by the Municipality;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West do hereby agree to accept the quote submitted by Gerrard Metal Processors Ltd. for said removal, and that the Reeve and Interim-Acting CAO shall be authorized to sign any related agreement on behalf of the Municipality.<br \/>\nCarried:<\/p>\n<p>14. BRIAN BURICK<br \/>\nGLEN FOSTER<br \/>\nWHEREAS the attached quotes have been received by the Municipality for supply of culverts;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West do hereby agree to accept the quote submitted by Armtec and approve purchase of said culverts.<br \/>\nCarried:<\/p>\n<p>15. IRWIN STEEN<br \/>\nBRIAN BURICK<br \/>\nWHEREAS the attached quotes have been received by the Municipality for supply of Trail Cameras;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West do hereby agree to accept the quote submitted by Canadian Tire and approve purchase of said Trail Cameras.<br \/>\nCarried:<\/p>\n<p>16. IRWIN STEEN<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that we do hereby adjourn the Regular Meeting of Council at 8:00 p.m. to open the Public Hearing regarding the Variation Application concerning the property known as Lots 7\/8, Plan 1759, Pt. of SW 17-34-29 WPM;<br \/>\nBE IT FURTHER RESOLVED that we shall reconvene the Regular Meeting of Council immediately following the adjournment of said Public Hearing.<br \/>\nCarried:<\/p>\n<p>17. BRIAN BURICK<br \/>\nIRWIN STEEN<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West shall hereby call to order the Public Hearing regarding the Variation Application on the property known as Lots 7\/8, Plan 1759, this 26th day of September, 2017 at 8:03 p.m.<br \/>\nCarried:<\/p>\n<p>18. TERRY NEELY<br \/>\nGLEN FOSTER<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has received an application for a Zoning Variance on the property known as Lots 7\/8, Plan 1759, Pt. SW \u00bc Section 17-34-29 WPM, specifically to vary the minimum required side yard setback distance for an accessory Building in a Residential Zone as per Table 6-2 of Zoning By-Law #10\/04 of the former Village of Benito, from twenty (20) feet to ten (10) feet;<br \/>\nAND WHEREAS Notice of the Public Hearing was posted and delivered to adjacent landowners in accordance with Part 6 of The Planning Act and the Municipality has not received any objections with respect to said variance;<br \/>\nTHEREFORE BE IT RESOLVED that Council of the Municipality of Swan Valley West does hereby approve the aforementioned variance as per the Application dated August 25th, 2017, and shall issue Variation Order No. 2017-05;<br \/>\nAND BE IT FURTHER RESOLVED that the Reeve and Interim-Acting CAO shall be authorized to sign said Order on behalf of the Municipality.<br \/>\nCarried:<\/p>\n<p>19. GLEN FOSTER<br \/>\nIRWIN STEEN<br \/>\nRESOLVED that this Public Hearing shall now adjourn at 8:09 p.m.<br \/>\nCarried:<\/p>\n<p>20. TERRY NEELY<br \/>\nDAVID MINISH<br \/>\nRESOLVED that the Regular Meeting of the Council for the Municipality of Swan Valley West shall now reconvene at 8:10 p.m. to proceed with the regular business of Council.<br \/>\nCarried:<\/p>\n<p>21. BRIAN BURICK<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that pursuant to Section 152(3) of The Municipal Act, the Council as a whole shall go into camera and close the meeting to the public to discuss enforcement of a By-Law.<br \/>\nCarried:<\/p>\n<p>22. GLEN FOSTER<br \/>\nDAVID MINISH<br \/>\nRESOLVED that pursuant to Section 152(4) of The Municipal Act, this meeting shall be re-opened to the public.<br \/>\nCarried:<\/p>\n<p>23. TERRY NEELY<br \/>\nBRIAN BURICK<br \/>\nRESOLVED that we do hereby accept the verbal reports regarding Council Committees and Communications as presented by Members of Council.<br \/>\nCarried:<\/p>\n<p>24. TERRY NEELY<br \/>\nDAVID MINISH<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West do hereby agree to accept the quote submitted by Stirling Enterprises for repair of asphalt to Willowrun Drive and Westwind Road and that the Reeve and Interim-Acting CAO shall be authorized to sign any related agreement on behalf of the Municipality.<br \/>\nCarried:<\/p>\n<p>25.
