\"\"<\/a>A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday June 28, 2011 in the Village Council Chambers.

\nMayor Meadows called the meeting to order at 7:00 pm<\/p>\n

\nSCHNEIDER
\nRESOLVED that the minutes of the Regular Meeting of Council held on June 14, 2011 be adopted as presented.
\nCarried.<\/p>\n

2.
\nSCOUTEN
\nOFFENBERGER
\nRESOLVED that the agenda for the meeting held on June 28, 2011 be adopted as amended.
\nCarried.<\/p>\n

\nWHEREAS the Village of Benito has developed a workplace Safety and Health Manual as required by Manitoba Regulation 217\/2006; and
\nWHEREAS it is necessary for the employees of the Village of Benito to be provided with the information in the Act and to be trained in safe work procedures in accordance with the Act;
\nTHEREFORE BE IT RESOLVED that the Workplace Safety & Health Employee Handbook which as been developed to provide the necessary information to Council and employees be hereby approved for use.

\nWHEREAS the Compacting truck engine replacement has been completed as required;
\nBE IT RESOLVED that the Village of Benito authorize payment of the invoice totaling $7028.32.

\nRESOLVED that the Village of Benito approve the proposed subdivision of Parcel 1, Plan 1734 N.W. \u00bc Sec 17-34-29W in the Village of Benito without conditions.

\nRESOLVED that the Village of Benito purchase a Fixed Pallet Fork as per Schedule \u201cA\u201d attached.
\nCarried.<\/p>\n

\nWHEREAS the patients transported from the Swan Valley Health Facilities via ambulance have some of the longest distances to travel in the Province of Manitoba; and
\nWHEREAS these same patients are suffering undue hardship because of the rough ride experienced in those ambulances;
\nTHEREFORE BE IT RESOLVED that the Village of Benito request that the Parkland Regional Health Authority and Manitoba Health replace the existing ambulances serving the Swan Valley Health Facilities with an ambulance built with long distance patient comfort a primary concern.
\nCarried.<\/p>\n

\nWHEREAS there has been extensive costs incurred in the Village of Benito due to Spring Flooding and the high level of ground water which is affecting the Village sewer infrastructure; and
\nWHEREAS the current year budget included funding for a roof replacement on the Maintenance Shop and for a lagoon treatment program;
\nTHEREFORE BE IT RESOLVED that Council of the Village of Benito does hereby cancel the aforementioned projects for the current year and redirect those funds to cover the unanticipated costs associated with the excessive water levels.

\nRESOLVED that the transfer of $25,000.00 from the Village of Benito General Reserve Fund and $7000.00 from the Machinery Replacement Reserve Fund to the Village of Benito General Operating Fund be approved as per budget recap.

\nRESOLVED that the Benito First Responders Wage Summary attached hereto as Schedule \u201cA\u201d be accepted and approved for payment as presented.

\nRESOLVED that the Benito Fire Department Wages Summary attached hereto as Schedule \u201cA\u201d be accepted and approved for payment as presented.

\nRESOLVED that the Chief Administrative Officer be authorized to apply to the Public Utilities Board requesting approval for a deficit in the Village of Benito Utility Operating Fund for the year 2011;
\nBE IT FURTHER RESOLVED that the aforesaid deficit be recovered by a transfer from the Utility Reserve Fund.

\nWHEREAS Manitoba municipalities are struggling to meet a growing list of challenges and responsibilities such as health care, affordable housing and infrastructure; and
\nWHEREAS the most pressing is the growing backlog of infrastructure in need of repair and replacement, including potholed streets and roads, faulty sewer and water mains and poorly maintained public facilities such as playgrounds and community centers; and
\nWHEREAS Manitoba\u2019s municipal infrastructure deficit has been estimated at more that $11 billion or $10,000 per resident which is beyond the capacity of municipal governments and local property taxpayers; and
\nWHEREAS this infrastructure deficit has serious consequences for the quality of life of our residents and the economic well-being of our community and province;
\nTHEREFORE BE IT RESOLVED that the Village of Benito call on all parties in the October 4 provincial election to put communities first and commit to reallocating a portion of the tax revenue the Manitoba Government collects in our communities to repairing and upgrading our infrastructure.

\nRESOLVED that we do now open tenders for the installation of a Water line on Fourth Avenue:

\nWHEREAS the tender received for the installation of a water line from the water treatment plant along Fourth Avenue in the Village of Benito does not include all requirements of the Notice of Tender;
\nTHERFORE BE IT RESOLVED that the Village of Benito re-invite tenders for the aforementioned project.
\nCarried.<\/p>\n

\nWHEREAS the Employee overtime reports have been received and reviewed by Council;
\nBE IT RESOLVED that the said reports be approved for payment as presented.
