Chambers in Birch River, Manitoba.<br \/>\n<\/br><br \/>\n<\/br><\/p>\n<p>Members Present:<br \/>\nReeve: Marvin Kovachik<br \/>\nCouncillors:<br \/>\n1 \u2013  Wilmer Malcolm<br \/>\n \t            \t2 &#8211;   Stephen Nadolney<br \/>\n\t                \t3 \u2013  Nestor Rizok<br \/>\n 4 \u2013 Connie Forbes<br \/>\n 5 \u2013 Jesse Larocque<br \/>\n                  6 \u2013 Brad Wyatt<\/p>\n<p>CAO Robin Wiebe was present and acted as secretary.<\/p>\n<p>The meeting was called to order at 10:02 A.M. by Reeve Marvin Kovachik, quorum being present.<\/p>\n<p>Nadolney<br \/>\nRizok<br \/>\nBE IT RESOLVED THAT the Agenda for the May 24th, 2017 Regular Meeting of Council be adopted as amended.<br \/>\nCARRIED. <\/p>\n<p>Nadolney<br \/>\nRizok<br \/>\nBE IT RESOLVED THAT the Minutes of the Regular Meeting of Council held May 10th, 2017 be adopted as presented, all requirements having been complied with.<br \/>\nCARRIED. <\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT By-Law No. 06\/17, being a By-Law to approve the tax credit component of the Residential Development Program, be introduced and given first reading.<br \/>\nCARRIED.<\/p>\n<p>Councillor Forbes declared an interest and left the meeting for Resolution No. 184\/17<\/p>\n<p>Councillor Forbes returned to the meeting<\/p>\n<p>RECESS<\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain renew the Certificate of Insurance with Western Financial Group with the additions and disposals [if any] listed in Schedule \u2018A\u2019 attached hereto;<br \/>\nAND THAT the CAO be authorized to sign on behalf of the Municipality.<br \/>\nCARRIED. <\/p>\n<p>Nadolney<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby make application to the Municipal Road Improvement Program for the maximum annual grant available for the following projects, in order of priority:<br \/>\nRoad Rebuild #234N<br \/>\nRoad Rebuild #145<br \/>\nRoad Rebuild #189<br \/>\nAND THAT the CAO be authorized to sign on behalf of the Municipality.<br \/>\nCARRIED. <\/p>\n<p>Nadolney<br \/>\nMalcolm<br \/>\nWHEREAS Fire Department Purchasing Policy states that all purchases of the Fire Department must be authorized by Council in advance;<br \/>\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain approve the purchase requests as per Schedule \u2018A\u2019 attached hereto.<br \/>\nCARRIED. <\/p>\n<p>Nadolney<br \/>\nMalcolm<br \/>\nRESOLVED THAT Cheque Nos. 20170575 to 20170624 amounting to $25,043.76,   including Direct Deposit Payroll in the amount of $7,581.88,  attached hereto as Schedule \u201cA\u201d, be approved for payment.<br \/>\nCARRIED. <\/p>\n<p>LUNCH<\/p>\n<p>Malcolm<br \/>\nRizok<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve work orders #047\/17 to #055\/17 attached hereto.<br \/>\nCARRIED.<\/p>\n<p>Forbes<br \/>\nMalcolm<br \/>\nWHEREAS Council of the Rural Municipality of Mountain held a Public Hearing on May 24th, 2017 to hear the Zoning Variation Application #VAR01-2017 [Kolodichuk] for the property legally described as Lot 4\/5, Block 2, Plan 121, Pine River;<br \/>\nAND WHEREAS  there were no objections, or all objections were heard and considered;<br \/>\nTHEREFORE BE IT RESOLVED THAT the Zoning Variation Order #VAR01-2017 be approved as per Schedule \u2018A\u2019 attached hereto.<br \/>\nCARRIED.<\/p>\n<p>Malcolm<br \/>\nForbes<br \/>\nWHEREAS Property Assessment [and therefore municipal tax revenue] are based on Land Use and Market Value;<br \/>\nAND WHEREAS poor drainage and localized flooding take arable acres out of production, degrading Land Use, Market Value, and therefore Property Assessment and municipal revenue;<br \/>\nAND WHEREAS poor drainage and localized flooding can be attributed, in large part, to:<br \/>\nProvincial and Federal introduction of Beaver to MANITOBA at the locations and times as attached in Schedule \u2018A\u2019 hereto;<br \/>\nLargely unchecked and explosive population growth of this Beaver population, especially on lands beyond municipal jurisdiction, creating surface water management problems well beyond the point of origin and onto adjacent productive lands;<br \/>\nUnderfunded and neglected Provincial Drain system in need of maintenance and restoration;<br \/>\nAnnual cuts, elimination or threatened elimination to Problem Wildlife Management Programs targeting problem wildlife and drainage issues;<br \/>\nMulti-jurisdictional challenges requiring coordination beyond the scope of municipalities [Crown Lands, Wildlife Management, Agriculture, Provincial Drains and Natural Waterways, Conservation Districts, Department of Fisheries and Oceans\u2026];<br \/>\nTHEREFORE BE IT RESOLVED THAT the Association of Manitoba Municipalities (AMM) lobby the Province of Manitoba to jointly create a sustainable Surface Water Management Strategy with municipalities that:<br \/>\n\u2018Reduces Red Tape\u2019 and allocates resources efficiently by consolidating and coordinating efforts of various Federal and Provincial departments and agencies, Conservation Districts, and municipalities;<br \/>\nIdentifies priorities and best practices while targeting resources to address those priorities in a systematic, multi-year implementation plan utilizing existing watershed management.<br \/>\nCARRIED.<\/p>\n<p>Larocque<br \/>\nWyatt<br \/>\nBE IT RESOLVED THAT  the Municipal Emergency Coordinator of the Rural Municipality of Mountain hereby be authorized to attend the Severe Summer Weather Preparedness Seminar in Dauphin, MB on June 14, 2017;<br \/>\nAND THAT expenses be allowed for same.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby be authorized to attend the PMH Stakeholder Meeting in Swan River, MB on June 15th, 2017;<br \/>\nAND THAT expenses be allowed for same.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT Council [and CAO] of the Rural Municipality of Mountain hereby be authorized to attend the Fire Protection Workshop for Elected Officials &#038; CAO\u2019s in Brandon, MB on June 22nd, 2017;<br \/>\nAND THAT expenses be allowed for same.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nRizok<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the Application(s) for Licence(s) to Construct Water Control Works as attached hereto in Schedule \u2018A\u2019.<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nLarocque<br \/>\nWHEREAS The Highway Traffic Act authorizes a traffic authority to restrict the allowable weight of vehicles that use part or all of a highway or structure forming part of it [86(1)(c)], with or without conditions;<br \/>\nAND WHEREAS the restriction is for one year or less [86(3)(a)];<br \/>\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby order weight restrictions on municipal roads as follows:<br \/>\nEffective April 5th, 2017 ending May 24th, 2017<br \/>\nCARRIED.<\/p>\n<p>Nadolney<br \/>\nLarocque<br \/>\n WHEREAS Designated Officers of the Municipality found the property legally described as Lots 8-10, Plan 1046, Birch River to be unsafe and detrimental to public safety;<br \/>\nAND WHEREAS an Order to Demolish and remove the structure was issued to the owners with a May 23rd, 2017 deadline to receive appeals;<br \/>\nAND WHEREAS no appeal has been received and multiple attempts have been made to contact the owners to make arrangements;<br \/>\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain, having reviewed the Order:<br \/>\nConfirm the Demolition Order<br \/>\nAND FURTHER BE IT RESOLVED THAT the municipality undertake the works described in the ORDER and add costs to the tax roll as outlined in Section 12, By-Law No. 09\/01.<br \/>\nCARRIED.<\/p>\n<p>Larocque<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the Request for Quotation from Nordevco for Bacti Domus application (lagoon sludge removal) as per Schedule \u2018A\u2019 attached hereto.<br \/>\nCARRIED.<\/p>\n<p>Larocque<br \/>\nWyatt<br \/>\nWHEREAS Section 152(3) of The Municipal Act and Section 8.8 By-Law No. 01\/16 authorize Council to close a meeting to the public to discuss certain matters;<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain meet as a committee to discuss personnel.<br \/>\nCARRIED.<\/p>\n<p>Larocque<br \/>\nRizok<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain accept the recommendation to hire Amanda Hart for the Green Team position at Pine River, to commence when mutually agreed upon, terms and conditions as outlined in the Green Team Program.<br \/>\nCARRIED.<\/p>\n<p>Rizok<br \/>\nForbes<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain welcome back the employee on maternity leave, and accept the request to return to the position Part-Time as outlined in Schedule \u2018A\u201d attached hereto.<br \/>\nCARRIED.<\/p>\n<p>Wyatt<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hire the Administrative Assistant \u2013 Full-Time Term Position as Permanent Full-Time at current Terms &#038; Conditions.<br \/>\nCARRIED.<\/p>\n<p>Wyatt<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT the meeting of the committee of the whole be adjourned, and that the regular meeting of Council of the Rural Municipality of Mountain be re-opened to the public.<br \/>\nCARRIED.<\/p>\n<p>Forbes<br \/>\nLarocque<br \/>\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize the request of Swan Valley Chamber of Commerce for sponsorship of Thompson Trade Show in the amount of $250.00.<br \/>\nCARRIED.<\/p>\n<p>Forbes<br \/>\nRizok<br \/>\nBE IT RESOLVED THAT the Regular Meeting of Council of the Rural Municipality of Mountain be
