January 16th, 2017 shall be adopted as circulated.<br \/>\nCarried: <\/p>\n<p>3.\tBRIAN BURICK<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that By-Law No. 0061-17, being a by-law of the Municipality of Swan Valley West to amend By-Law No. 2435-14 of the former Rural Municipality of Swan River to provide for the expenditure and borrowing of funds for construction of municipal bridge infrastructure, shall be introduced and read a first time this 24th day of January, 2017.<br \/>\nCarried:<\/p>\n<p>4.\tTERRY NEELY<br \/>\n\tDAVID MINISH<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby agree to apply for a Pesticide Use Permit and authorize the management staff to complete and sign said application on behalf of the municipality and;<br \/>\nBE IT FURTHER RESOLVED that the required public notification shall proceed as required under the Environment Act.<br \/>\nCarried: <\/p>\n<p>5.\tBRIAN BURICK<br \/>\n\tGLEN FOSTER<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tagree to retain the services of Ferriss Law for provision of legal services and do hereby \tapprove payment of the 2017 retainer as set out in their statement of account dated \tJanuary 9th, 2017.<br \/>\nCarried:<\/p>\n<p>6.\tTERRY NEELY<br \/>\n\tDAVID MINISH<br \/>\nRESOLVED that the annual incremental wage increases for 2017 shall be approved by \tcouncil as outlined in the employment agreements entered into at the time of hiring.<br \/>\nCarried:\t<\/p>\n<p>7.\tSTAN POTTEN<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that attendance of all members of the Council for the Municipality of Swan Valley West at the G-5 Meeting to be held in Cowan, MB on February 6th, 2017 and all applicable expenses shall be paid in accordance with current Municipal Policies &#038; By-Laws.<br \/>\nCarried:<\/p>\n<p>8.\tCARRIE BLOSHA<br \/>\n\tTERRY NEEELY<br \/>\nRESOLVED that By-Law No. 0060-17, being by-law of the Municipality of Swan Valley West to amend By-Law No.0042-15 establishing the positions of Designated Officers for the municipality, shall be introduced and read a first time this 24th day of January, 2017.<br \/>\nCarried:<\/p>\n<p>9.\tCARRIE BLOSHA<br \/>\n\tGLEN FOSTER<br \/>\nRESOLVED that By-Law No. 0060-17, being by-law of the Municipality of Swan Valley \tWest to amend By-Law No.0042-15 establishing the positions of Designated Officers \tfor the municipality, shall be read a second time this 24th day of January, 2017.<br \/>\nCarried:<\/p>\n<p>10.\tTERRY NEELY<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that the Council for Municipality of Swan Valley West does hereby \tapprove the addition of the Superintendent of Public Works, Kevin Genoway as a \tsecondary cardholder and authorizes the CAO to prepare and execute the necessary \tdocuments in order to add Mr. Genoway as an authorized holder of the municipal \tcredit card, to be used under the terms and conditions of the current municipal \tprocurement policy.<br \/>\nCarried:<\/p>\n<p>11.\tBRIAN BURICK<br \/>\n\tTERRY NEELY<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has received and reviewed the contents of the Municipal Landfill Site Management Policy;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to make changes to the draft policy as discussed and shall be reviewed and considered for approval at the first February Council Meeting.<br \/>\nCarried:\t<\/p>\n<p>12.\tSTAN POTTEN<br \/>\n\tGLEN FOSTER<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has received and reviewed the contents of the Municipal Policy regarding the Declaration of a Community Event and agree to the contents as presented;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to adopt the aforementioned policy as received.<br \/>\nCarried:<\/p>\n<p>13.\tSTAN POTTEN<br \/>\n\tDAVID MINISH<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has received and reviewed the contents of the Municipal Policy regarding Procedures for Access to Information and agree with the contents of the policy as presented;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to adopt said policy as amended.<br \/>\nCarried: <\/p>\n<p>14.\tGLEN FOSTER<br \/>\n\tBRIAN BURICK<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed the Application for License to Construct Water Control Works on the property known as the NW1\/4 36-34-28W and have no objections to the proposed water retention project as outlined on the notes submitted with the application;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby approve said project and do hereby authorize the CAO to submit written approval to the Province of Manitoba on behalf of the municipality.<br \/>\nCarried:<\/p>\n<p>15.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nWHEREAS this year is Canada\u2019s 150th Anniversary and the Council for the Municipality wishes to support projects that specifically relate to the special celebration;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to get a Budget of $900.00 total for said grants and shall place a limit of $150.00 for each grant requested.<br \/>\nCarried:<\/p>\n<p>***Council Member Carrie Blosha withdrew from the meeting at 8:42 p.m.***<\/p>\n<p>***With reference to the January 24th, 2017 Agenda, Item #5.11, Resolution #15 \tregarding the request for a grant from the Benito School Garden Club. Carrie Blosha, a \tmember of council for the Municipality of Swan Valley West, disclosed a personal \tinterest in the matter before council.***<\/p>\n<p>16.\tTERRY NEELY<br \/>\n\tDAVID MINISH<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has received a letter from the Benito School \u201cEarth rangers\u201d Gardening Club requesting financial support for their Canada 150 Garden Project;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby approve payment of a grant in the amount of $150.00 for their \u201cCanada Flag\u201d Garden Project.<br \/>\nCarried:<\/p>\n<p>***Council Member Carrie Blosha returned to the meeting at 8:53 p.m.***<\/p>\n<p>17.\tGLEN FOSTER<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West, in accordance with Part 6 of the Planning Act, shall hold a Public Hearing on Monday, February 13th, 2017 at 7:30 pm in the Council Chambers at 216 Main Street West, Swan River, MB. for the purpose of hearing receiving comments regarding the Conditional Use Application and Variation Application received regarding the property known as the NE \u00bc of Section 6-36-27WPM.<br \/>\nCarried:\t<\/p>\n<p>18.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed all tenders submitted for the 2017 Gravel Hauling Tender;<br \/>\nTHEREFORE IT BE RESOLVED that we do hereby accept the tender submitted by Campbell Construction Inc. and shall send written notification to all applicants accordingly.<br \/>\nCarried:<\/p>\n<p>19.\tTERRY NEELY<br \/>\n\tDAVID MINISH<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed all tenders submitted for the 2017 Gravel Crushing Tender;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby accept the tender submitted by Cook Bros.
