\/>\nCarried: <\/p>\n<p>3.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that the Minutes for the following list of meetings of the Council for the Municipality of Swan Valley West shall be adopted as circulated;<br \/>\n&#8211; Regular Meetings held on November 8th, 2016 and November 29th, 2016<br \/>\n&#8211; Special Meeting held on November 14th, 2016<br \/>\n&#8211; Two Public Hearings held on November 29th, 2016<br \/>\nCarried:<\/p>\n<p>4.\tTERRY NEELY<br \/>\n\tBRIAN BURICK<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West recognizes that a portion of Road #163W between Road #197N and Road #198N crosses onto private land on the NE \u00bc of Section 35-33-28W and;<br \/>\nWHEREAS it is necessary and in the best interest of the municipality and the landowner to have the proper steps taken to purchase the land on which this portion of municipal road lies and have it properly registered, removing the appropriate number of acres from the owner\u2019s assessed land;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby authorize the Superintendent of Public Works and the Chief Administrative Officer to take the necessary steps to survey the area in question, secure a proper Road Plan, and draft a purchase agreement for the council and the landowner to review.<br \/>\nCarried: <\/p>\n<p>5.\tGLEN FOSTER<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED that we do hereby agree to table a decision regarding agenda item number \t5.4 until the second regular meeting in December in order to allow all members of \tcouncil to be present for discussion and a decision on the appointments for the 2017 \tFiscal Year.<br \/>\nCarried:<\/p>\n<p>6.\tBRIAN BURICK<br \/>\n\tSTAN POTTEN<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West have reviewed and are in agreement with the terms and conditions of the proposed Boundary Road Agreement between the Municipality of Minitonas-Bowsman and the Municipality of Swan Valley West<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to enter into the aforementioned agreement and do hereby authorize the Reeve and CAO to sign said agreement on behalf of the municipality.<br \/>\nCarried:\t<\/p>\n<p>7.\tGLEN FOSTER<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby receive the Swan River Fire Department Response Report for the month of November, 2016.<br \/>\nCarried:<\/p>\n<p>8.\tSTAN POTTEN<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED that we do hereby accept the recommendation of the Superintendent of public Works to hire a Casual Public Works Labourer for work required in both the Urban and Rural Areas as may be required, and;<br \/>\nBE IT FURTHER RESOLVED that the position shall be advertised with a deadline for application to be set for January 6th, 2017.<br \/>\nCarried:<\/p>\n<p>9.\tBRIAN BURICK<br \/>\n\tTERRY NEELY<br \/>\nWHEREAS recent vandalism has caused concern for the safety of municipal staff and;<br \/>\nWHEREAS it is the responsibility of the municipal council and management to ensure \tthe safety of all members of staff while at work;<br \/>\nTHEREFORE BE IT RESOLVED that Council for the Municipality of Swan Valley West \tdoes hereby amend the Winter Hours of Operation at the Benito Landfill Site effective \timmediately;<br \/>\nBE IT FURTHER RESOLVED that the new schedule shall be hereby adopted and \tcirculated by advertising in the Star &#038; Times, on ValleyBiz, on the Municipal Website, \tposted in all appropriate locations within the municipality and distributed to those \twho attend the landfill sites in the near future.<br \/>\nCarried:<\/p>\n<p>**Councillor Minish arrived at the meeting at 7:30 pm.**<\/p>\n<p>10.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that a decision on item No.5.9 shall be tabled until the second regular \tmeeting of December in order to obtain another quote.<br \/>\nCarried:<\/p>\n<p>11.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has met with members of the Swan Valley Historical Museum Board, had their questions answered and have received their most recent Audited Financial Statement;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby approve payment of the 2016 Grant in the amount of $6000.00 to the Swan Valley Historical Museum.<br \/>\nCarried:\t<\/p>\n<p>12.\tTERRY NEELY<br \/>\n\tDAVID MINISH<br \/>\nRESOLVED that, in accordance with Subsection 365(2) of the Municipal Act, the Council for the Municipality of Swan Valley West does hereby declare the year 2016 as the designated year, and require all taxes in arrears for the year 2015 and prior, including any and all interest, to be sold at the Tax Sale Auction to be held on October 12th, 2017 at 10:00 a.m. in the Council Chambers at 216 Main Street West, Swan River, MB. and;<br \/>\nBE IT FURTHER RESOLVED that Taxervice shall be hired to manage the Tax Sale for the municipality during the Fiscal Year 2017 and Scott Tibble shall be appointed as the Auctioneer for the aforementioned Tax Sale.<br \/>\nCarried:<\/p>\n<p>13.\tBRIAN BURICK<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED that a decision on agenda item number 5.12 shall be tabled until the second regular meeting in December.<br \/>\nCarried: <\/p>\n<p>14.\tTERRY NEELY<br \/>\n\tDAVID MINISH<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West shall hereby \tapprove the payout of Overtime as requested, and under the terms of the \temployment contract and;<br \/>\nBE IT FURTHER RESOLVED that the remaining hours of accumulated overtime shall be \tcarried over into the first three months of 2017, with the agreement that any unused \thours remaining as of March 31st, 2017 shall expire and that no payment in lieu of \tthose unused hours shall be made.<br \/>\nCarried:<\/p>\n<p>15.\tGLEN FOSTER<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED the Rural Animal Control Report for the month of November, 2016 shall be received, and that payment for said services shall be approved as submitted.<br the Council for Municipality of Swan Valley West does hereby approve the following payments:<br \/>\nGeneral Cheques #12938 to #12947 in the amount of $ 334,989.94<br \/>\nGeneral Cheques #12948 to #12983 in the amount of $ 306,655.46<br \/>\nGeneral Cheques #12984 to #12996 in the amount of $ 194,655.56<br \/>\nPayroll Cheques #1136 to #1148 in the amount of           $19,372.61<br \/>\nPayroll Cheques #1149 to #1154 in the amount of             $ 5,095.35<br \/>\nCouncil Indemnity Cheques #1155 to #1164 in the amount of $ 11,238.26<br \/>\nFor a Grand Total of $ 872,007.18<br \/>\n of the Benito LUD Committee to \tundertake a review of 2016 and begin preparations for 2017, and;<br \/>\nBE IT FURTHER RESOLVED that there shall be a review of Municipal Policies and By-\tLaw at this same meeting in order to begin the process of making updates and \trevisions as required for consideration by members of council in January, 2017.<br \/>\nCarried:<\/p>\n<p>19.\tDAVID MINISH<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that the members of council do hereby agree that the media spokesperson \tshall be responsible to prepare the \u2018Municipal Corner Articles\u201d for submission to the \tStar and Times as part of the duties as media spokesperson, and;<br \/>\nBE IT FURTHER RESOLVED that the articles shall be sent to the members of council for \treview and any comments \/ suggestions that members of council wish to offer \tprovided those comments be made well ahead of the deadline for submission of the \tarticles.<br \/>\nCarried:<\/p>\n<p>20.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that any unfinished business from this evening\u2019s meeting shall be completed on Dec 15, 2016 at 7:00 p.m. along with the presentation of the 2015 Audited
