Box Holders.<br \/>\nCarried: <\/p>\n<p>14.\tBRIAN BURICK<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West approves the \tattendance of the CAO and the Finance Clerk at the 2017 Financial Workshop to be \theld in Portage la Prairie, MB on January 19th, 2017 and that all applicable expenses \tshall be approved as outlines in the current municipal for Municipal Right-of-Way submitted by MTS with regards to the property known as the SW1\/4 of Section 27-36-29wpm, plan No. 9136640 for replacement of the existing cable as planned for July, 2017.<br \/>\nCarried:\t<\/p>\n<p>**Council member Glen Foster withdrew from the meeting at 8:26 p.m.**<\/p>\n<p>**With reference to November 29th, 2016 Agenda, Item # 5.11, Resolution #18 \tregarding Gravel Tenders for Crushing &#038; Hauling in 2017, Glen Foster a member of council disclosed a personal interest in the matter before council.**<\/p>\n<p>**Council Member Glen Foster returned to the meeting at 8:38 p.m. to discuss Gravel Hauling.**<\/p>\n<p>**Council member Glen Foster withdrew from the meeting at 8:58 p.m. during the reading of the resolution**<\/p>\n<p>18.\tDAVID MINISH<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tagree to advertise the 2017 Gravel Crushing Tender and the 2017 Gravel Hauling \tTender as circulated and shall set a deadline of Noon on December 30th, 2016 for the submission of tenders, with the successful contracts to be awarded at the<br \/>\nJanuary 10th, 2017 Regular Meeting of Council.<br \/>\nCarried:<\/p>\n<p>**Council Member Glen Foster returned to the meeting at 9:00 p.m. after the voting on Resolution No.18.**<\/p>\n<p>19.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nWHEREAS the Municipality of Swan Valley West wishes to apply for two (2) summer \tlabourers to work primarily in the Urban Area and one (1) summer labourer to work \tprimarily in the Rural Area;<br \/>\nTHEREFORE BE IT RESOLVED that the Council does hereby agree to the submission of \tan application for a total of three (3) positions under the Green Team Program for the \t2017 summer season.<br \/>\nCarried:<\/p>\n<p>20.\tGLEN FOSTER<br \/>\n\tDAVID MINISH<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed By-Law No.0011-15 regarding the remuneration of Members of Council and feel that more time is required for consideration of proposed changes to said by-law;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to table any changes for further discussion at the second meeting in December, 2016 Regular Meeting of Council.<br \/>\nCarried:<\/p>\n<p>21.\tDAVID MINISH<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED that, regarding the Property known as Roll #22400.000, the Council for the \tMunicipality of Swan Valley West does hereby agree to accept the 2017 Assessment \ton the property and shall set a meeting with the landowner to discuss the survey and \tpurchase of the lands included in the area taken by the existing road situated within \tthe boundaries of the property in question.<br \/>\nCarried:<\/p>\n<p>22.\tSTAN POTTEN<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that, the Council for the Municipality of Swan Valley West does hereby \tapprove the request for carry-over of unused banked time dated November 28th, \t2016.<br \/>\nCarried:<\/p>\n<p>23.\tGLEN FOSTER<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED that, the Council for the Municipality of Swan Valley West does hereby \tagree to send a donation in the amount of $50.00 to Alzheimer Society of Manitoba in \tmemory of Earl Fullerton in recognition of his past contributions to the Rural \tMunicipality of Swan River.<br \/>\nCarried:<\/p>\n<p>24.\tBRIAN BURICK<br \/>\n\tCARRIE BLOSHA<br \/>\nWHEREAS it has been determined that an excess amount of $33,616.94 was \twithdrawn from the Federal Gas Tax Reserve, resulting in Federal funding of more \tthan 50% of the total project costs for the Potten Drive Paving Project;<br \/>\nTHEREFORE BE IT RESOLVED that, the Council does hereby agree to Table the decision \tregarding repayment of $33,616.94 to the Federal Gas Tax Reserve until year end \t2016.<br \/>\nCarried:<\/p>\n<p>25.\tCARRIE BLOSHA<br \/>\n\tGLEN FOSTER<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tagree to transfer $2200.00, which represents the proceeds from the sale of two \tproperties in the Benito LUD, from the Municipality\u2019s General Chequing Account to \tthe Urban General Reserve for the future use.<br \/>\nCarried:<\/p>\n<p>26.\tTERRY NEELY<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tagree to reserve the duplicated transfer of $4330.67, and shall return said funds to \tthe Urban Machinery Reserve from the General Chequing Account.<br \/>\nCarried:<\/p>\n<p>27.\tBRIAN BURICK<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \treceive the Bank Reconciliation for the period ending October 31st, 2016 and the \tFinancial Statement of the period ending Swan \tRiver;<br \/>\n\t&#8211; Landfill<br \/>\n\t&#8211; Fire Protection<br \/>\n\t&#8211; Cemetery &#038; Recreation<br \/>\nAND WHEREAS they approve the terms and conditions set out in the above noted \tagreements;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to accept the aforementioned \tagreements as presented and do hereby authorize the Reeve and CAO to sign said \tagreements on behalf of the municipality, and;<br \/>\nBE IT FURTHER RESOLVED that a date and time shall be set aside for a public signing of \tthe above agreements by representative from both municipalities as to the Superintendent of Public Works \tand the CAO to proceed with the search for one or more certified utility operators to \tfill in as required to ensure compliance with Provincial Regulations regarding the \toperation of the Benito Utility, and;<br \/>\nWHEREAS a suitable operator was contacted and expressed an interest in providing \tcontract services to the municipality and agreed to make himself available when \trequired;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby approve the appointment of Stanley \tGiles as an independent contractor and shall provide payment of said
