\n\tRESOLVED THAT the Agenda be adopted as amended.

\n\tRESOLVED THAT Garry Bartel shall be appointed as Finance Chair for this council meeting.

\n\tRESOLVED THAT the minutes of the Regular Meeting of Council held on November 1st, 2016 shall be adopted as circulated.
\n\tCarried.<\/p>\n
Councillor Densen declared a Conflict of Interest and left the meeting at 7:20 p.m.<\/p>\n

\n\tRESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 2620 to 2735 inclusive, amounting to $1,773,706.89.
\n\tCarried.<\/p>\n
Councillor Densen returned to the meeting at 7:34 p.m.<\/p>\n
5.\tS. Walmsley \u2013 L. Hutman
\n\tRESOLVED THAT the Financial Statements for the month ending October 31st, 2016 shall be approved as presented.
\n\tCarried.<\/p>\n
6.\tL. Mychalchuk \u2013 S. Walmsley
\nRESOLVED THAT Doctor Recruitment and Retention is very important to the residents of the Municipality of Minitonas-Bowsman and the surrounding area; and
\nWHEREAS the Council for the Municipality of Minitonas-Bowsman feels that there is a shortage of doctors and other medical professionals in the Valley; and
\nWHEREAS a Doctor Recruitment and Retention program was created a number of years ago by past Swan River Valley Councils.
\nTHEREFORE BE IT RESOLVED THAT Council does hereby agree to contribute on a \u2018per capita\u2019 basis for the next 3 years for Doctor Recruitment and Retention Program to continue.
\nBE IT FURTHER RESOLVED THAT Council does hereby agree to have a portion of the levy be used for payment of a part time employee to devote his\/her time to recruiting doctors and other medical professionals to the Valley.

\n\tRESOLVED THAT the Council for the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.
\n\tCarried.<\/p>\n
8.\tL. Hutman \u2013 S. Walmsley
\n\tRESOLVED THAT the Municipality of Minitonas-Bowsman Council does hereby \tagree to enter into an agreement with Louisiana \u2013 Pacific Canada Ltd. for drainage works \tas per the attached.
\n\tBE IT FURTHER RESOLVED THAT Council does hereby authorize the Reeve and \tCAO to sign on behalf of the Municipality.
\n\tCarried.<\/p>\n
9.\tL. Mychalchuk \u2013 L. Hutman
\n\tWHEREAS under the authority of Subsection 252(2) of The Municipal Act, a municipality may collect unpaid fees and utilities in the same manner as a tax may be collected and enforced; and
\n\tWHEREAS sufficient time has been allowed for payment of the outstanding amounts outlined as attached; and
\n\tWHEREAS there has not been any payment arrangements made to date to clear these amounts owing;
\n\tTHEREFORE BE IT RESOLVED THAT Council does hereby agree to move the aforementioned unpaid amounts to the corresponding property taxes and collected in the manner.
\n\tBE IT FURTHER RESOLVED THAT notices shall be sent to the property owners detailing the amount behind added to the taxes, and that interest will accrue on said debt in the same manner as unpaid taxes effective December 1st, 2016.

\n\tRESOLVED THAT the members of the Municipality of Minitonas-Bowsman Council do hereby agree to go \u2018In Camera\u2019 as a Committee of the Whole in accordance with Subsection 152 (3)(b)(ii) of The Municipal Act.

11.\tJ. Caruk \u2013 G. Bartel
\n\tRESOLVED THAT we do agree to return to reopen the meeting to the public in accordance with Subsection 152(4) of the Municipal Act.
\n\tCarried.<\/p>\n
12.\tC. Densen \u2013 S. Walmsley
\n\tRESOLVED THAT the council for the Municipality of Minitonas-Bowsman does hereby agree to continue past curfew by majority of council in accordance with the current Procedures By-Law.
\n\tCarried. <\/p>\n
13.\tL. Mychalchuk \u2013 L. Hutman
\n\tRESOLVED THAT we do hereby agree to place a Christmas Greeting on ValleyBiz at of cost of $100.00.
\n\tCarried.<\/p>\n
14.\tG. Bartel \u2013 L. Mychalchuk
\n\tRESOLVED THAT the Reeve and Chief Administrative Officer by authorized to sign the Municipal Fire Agreement with the Municipality of Swan Valley West on behalf of the Municipality of Minitonas-Bowsman.

\n\tRESOLVED THAT we do now adjourn at 12:25 a.m. to meet again on December 6th, 2016 at 7:00 p.m. for the next regular meeting of council.
