8, Plan 2373 have submitted documents to Dauphin Land Titles \tOffice to combine their two parcels into one;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to submit a letter of support to \tthe Swan Valley Planning District requesting that their Development Application be \tapproved for the construction of a garage on the lot currently adjacent to the lot on \twhich their home is situated, and;<br \/>\nBE IT FURTHER RESOLVED THAT, once the Development Officer has approved the \taforementioned development, they be authorized to move forward with their building \tpermit and then begin construction on said garage once the building permit application \tprocess has been completed.<br \/>\nCarried:<\/p>\n<p>8.\tGLEN FOSTER<br \/>\n\tTERRY NEELY<br \/>\nWHEREAS the Municipality of Swan Valley West has received written notice that the \towners of Lots 4 &#038; 5, Plan 31525 have submitted documents to Dauphin Land Titles \tOffice to combine their two parcels into one;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to submit a letter of support to \tthe Swan Valley Planning District requesting that their Development Application be \tapproved for the construction of a garage on the lot currently adjacent to the lot on \twhich their home is situated, and;<br \/>\nBE IT FURTHER RESOLVED THAT, once the Development Officer has approved the \taforementioned development, they be authorized to move forward with their building \tpermit and then begin construction on said garage once the building permit application \tprocess has been completed.<br \/>\nCarried:<\/p>\n<p>9.\tSTAN POTTEN<br \/>\n\tGLEN FOSTER<br \/>\nWHEREAS a request has been received from the Board for the Benito Recreation Centre Inc. regarding their annual Canada Day Event, and;<br \/>\nWHEREAS they are a non-profit organization and have held a public event in the Benito Urban Area for many years, promoting the celebration of Canada Day for the local community and surrounding area;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West does hereby declare the Canada Day Event being held in Benito on July 1st, 2016 by the Board of the Benito Recreation Centre Inc. a \u2018Significant Community Event\u2019 for the purpose of obtaining an occasional permit from the Liquor &#038; Gaming Authority of Manitoba.<br \/>\nCarried:<\/p>\n<p>10.\tCARRIE BLOSHA<br \/>\n\tSTAN POTTEN<br \/>\nWHEREAS Council has received and reviewed a proposal from the Municipality of Minitonas-Bowsman regarding maintenance of a portion of the boundary road, and;<br \/>\nWHEREAS more discussion is required in order to create a written agreement for said maintenance;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to table a decision until such time as the Superintendent of Public Works and representatives of council are able to meet with the Foreman and representatives from the Council for Minitonas-Bowsman.<br \/>\nCarried:<\/p>\n<p>11.\tTERRY NEELY<br \/>\n\tDAVID MINISH<br \/>\nWHEREAS  Council has received and reviewed a proposal from Manitoba Hydro regarding the proposal to bury cable under the municipal road &#038; right-of-way for the new home on the NE \u00bc of Section 30-36-29WPM, and;<br \/>\nWHEREAS there are no issues currently identified with regards to said proposal;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to allow Manitoba Hydro to undertake the aforementioned project provided that the cable be a minimum of three (3) feet below the ditches on either side of Rd #173W and a minimum of six (6) feet below the surface of the road.<br \/>\nCarried:<\/p>\n<p>12.\tSTAN POTTEN<br \/>\n\tDAVID MINISH<br \/>\nWHEREAS there is a substantial amount of funds required to carry DFA Repairs and \tMajor Capital Projects until such time as the funding can be claimed, reviewed and \tdeposited into the Municipality\u2019s Bank Account;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to increase the current \tOperating Line of Credit by $500,000.00 and shall review this increase at the end of \tthe 2016 Fiscal Year in order to determine the appropriate amount that will be \trequired in future years.<br \/>\nCarried:<\/p>\n<p>13.\tGLEN FOSTER<br \/>\n\tDAVID MINISH<br \/>\nRESOLVED that the signing authorities for the Municipality of Swan Valley West shall be amended, with all cheques, debt instruments, transfers or legal documents to be signed by either one (1) of the following;<br \/>\n &#8211; The Chief Administrative Officer, Carolyn Gordon or the Financial Officer, Angela       Mullin<br \/>\n     Together with either one (1) of the following;<br \/>\n&#8211; The Reeve, Verne Scouten or the Deputy Reeve, Terry Neely<br \/>\nBE IT FURTHER RESOLVED that all cheques, transfers or debt instruments signed by Brian Burick up t o and including May 16th, 2016 shall be authorized for payment and honored under the signing authority previously approved by the Council for the Municipality of Swan Valley West.<br \/>\nCarried:<\/p>\n<p>14.\tGLEN FOSTER<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED that the written notice of retirement shall be received with regrets from the Urban Foreman as submitted to the Council for the Municipality of Swan Valley West, and;<br \/>\nBE IT FURTHER RESOLVED that a letter of sincere appreciation shall be presented to the Foreman in acknowledgement of his years of service to Village of Benito, and most recently during the amalgamation with the Municipality of Swan Valley West.<br \/>\nCarried:\t<\/p>\n<p>15.\tTERRY NEELY<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED that the Public Notice prepared under the direction of Reeve, Verne Scouten on behalf of the Council for the Municipality of Swan Valley West providing for clarification regarding the process of resigning from Council, as well as the ongoing accusations being directed toward certain members of council, shall be approved for public circulation and posting as presented.<br \/>\nCarried:<\/p>\n<p>16.\tDAVID MINISH<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that a committee of the following members of the Council for the Municipality of Swan Valley West shall be struck in order to create a proposal for the handling of Animal Control and By-Law Enforcement for the municipality;<br \/>\n&#8211; Brian Burick<br \/>\n&#8211; Carrie Blosha<br \/>\n&#8211; Glen Foster<br \/>\nCarried:<\/p>\n<p>17.\tBRIAN BURICK<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED that the proposal submitted by the Superintendent of Public Works, after consultation with the Chief Administrative Officer, regarding the position of Interim-Seasonal Mower Operator for the Municipality of Swan Valley West shall be accepted as received.<br \/>\nCarried: <\/p>\n<p>18.\tDAVID MINISH<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that the PROPOSAL SUBMITTED BY THE Superintendent of Public Works, after consultation with the Chief Administrative Officer, regarding the Summer Green-Team Position #1 \u2013 Rural Public Works Labourer for the Municipality of Swan Valley West, shall be accepted as received.<br \/>\nCarried:<\/p>\n<p>19.\tSTAN POTTEN<br \/>\n\tDAVID MINISH<br \/>\nRESOLVED that the Aggregate Levy By-Law changes shall be tabled until such time as \tthe Council Representatives have been able to meet with the CAO to complete all \tnecessary revisions.<br \/>\nCarried:<\/p>\n<p>20. \tCARRIE BLOSHA<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED the Animal Control Reports from the Urban Animal Control Officer and the \tRural Animal Control Officer for the month of April, 2016 shall be received, and that \tpayment for said services shall be approved as submitted.<br \/>\nCarried:<\/p>\n<p>21.\tGLEN FOSTER<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the following payments:<br \/>\nGeneral Cheques #12401 to #12405 in the amount of         $3,008.00<br \/>\nGeneral Cheques #12406 to #12456 in the amount of     $125,098.35<br \/>\nPayroll Cheques #782 to #798 in the amount of                  $22,034.89<br \/>\nFor a Grand Total of      $150,141.24<br \/>\nCarried:<\/p>\n<p>22.\tDAVID MINISH<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby receive the Bank Reconciliation Report for the period ending April 30th, 2016 as presented.<br \/>\n\tCarried:<\/p>\n<p>23.\tSTAN POTTEN<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that the members of the council for the Municipality of Swan Valley West do hereby agree to hold the following Training Sessions;<br \/>\n&#8211; May 30th, 2016 at 7:00 p.m. with presenter Roger Bouvier of Municipal \tSolutions<br \/>\n&#8211; June 14th, 2016 at 5:00 p.m. with presenter Chris Baker of the office of the \tManitoba Ombudsman.<br \/>\nCarried:<\/p>\n<p>24.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that the members of the council for the Municipality of Swan Valley West \tdo hereby agree to continue to accept the animal waste from Benito Premium Meats, \tapproved previously by the Council for the Village of Benito, until such time as a new \tagreement with the Municipality of Swan Valley West can be created and approved, \tand under the following conditions:<br \/>\n&#8211; That the minimum requirements set by the Province of Manitoba are maintained<br \/>\n&#8211; That the Landfill Attendant or a member of the Municipal Staff are present at the \ttime of disposal.<br \/>\nCarried:<\/p>\n<p>25.\tSTAN POTTEN<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that the Superintendent of Public Works shall be authorized to answer \tquestions posed by the local media regarding the reasons for the conditions of the \tmunicipal roads this spring, the reasons for delays in maintenance &#038;
