Minutes of the Regular Council Meeting of the Rural Municipality of Mountain held Wednesday, April 20th, 2016 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.

The meeting was called to order at 10:54 A.M. by Reeve Marvin Kovachik, quorum being present.<\/p>\n

\nBE IT RESOLVED THAT the Agenda for the April 20th, 2016 Regular Meeting of Council be adopted as amended.

\nBE IT RESOLVED THAT the Minutes of the April 5th, 2016 Regular Meeting of Council be adopted as amended, all requirements having been complied with.

\nWHEREAS LGD-Vested Crown-Administered leases become vacant from time to time, and the municipality has been notified the following leases have been surrendered:

\nAND WHEREAS interest has been expressed in re-leasing these parcels for agriculture purposes;
\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby:
\nAuthorize CLPA to continue to administer these parcels and advertise them for lease.

\nBE IT RESOLVED THAT the invoice for tax collection measures presented in Schedule \u2018A\u2019 attached hereto be added to the real property tax account of each account holder.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain renew the Certificate of Insurance with Western Financial Group with the additions and disposals listed in Schedule \u2018A\u2019 attached hereto;

\nWHEREAS Fire Department Purchasing Policy states that all purchases of the Fire Department must be authorized by Council in advance;
\nTHEREFORE BE IT RESOLVED THAT Council of the RM of Mountain approve the purchase requests as per Schedule \u2018A\u2019 attached hereto.

\nBE IT RESOLVED THAT Debbie Soloway hereby be authorized to attend the Tourism Workshop in Swan River, MB on April 21, 2016;

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the RFQ [Request for Quotation] from Northern Rentals, attached hereto as Schedule \u2018A\u2019, to proceed with generator purchase;
\nAND THAT the Reeve and CAO be authorized to sign on behalf of the municipality.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the RFQ [Request for Quotation] from Wolseley, attached hereto as Schedule \u2018A\u2019, to proceed with the purchase of the back-up valves for the utility meter installation;
\nAND THAT the Reeve and CAO be authorized to sign on behalf of the municipality.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby amend the LUD Road Maintenance Contract as requested per Schedule \u2018A\u2019 attached hereto.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby amend the Dust Control Fee to $350.00\/1,000 litres, as per Schedule \u2018A\u2019, attached hereto.

\nWHEREAS The Highway Traffic Act authorizes a traffic authority to restrict the allowable weight of vehicles that use part or all of a highway or structure forming part of it [86(1)(c)], with or without conditions;
\nAND WHEREAS the restriction is for one year or less [86(3)(a)];
\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby order weight restrictions on municipal roads #201N, #192N, 189N as follows:
\nEffective April 20, 2016;
\nSingle axle and axle groups be 65% of normal;
\nTravelling or hauling during this time be reported and authorized by the Municipality;
\nSchool buses and emergency vehicles are exempt;
\nThe Municipality be exempt in emergency situations.

\nWHEREAS Section 152(3) of The Municipal Act authorizes Council to close a meeting to the public to discuss certain matters;
\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain meet as a committee to discuss legal matters and personnel.

\nBE IT RESOLVED THAT the meeting of the committee of the whole be adjourned, and that the regular meeting of Council of the Rural Municipality of Mountain be re-opened to the public.

\nWHEREAS By-Law No. 09\/11 allows Council to extend the time of adjournment after curfew by one half-hour;
\nTHEREFORE BE IT RESOLVED THAT the Regular Meeting of Council of the Rural Municipality of Mountain be extended to 5:00 pm.
