\nWHEREAS the Council for the Municipality of Swan Valley West has advertised for Audit \tTenders and have reviewed the tenders received;
\nTHEREFORE BE IT RESOLVED that we do hereby agree to hire BMP Chartered \tAccountants for Audit Services for the 2016, 2017 and 2018 Fiscal Years.

\nWHEREAS there are extensive repairs required to the Brown Bridge located on \tRd#166W East of the NE \u00bc 8-37-28WPM;
\nTHEREFORE BE IT RESOLVED that the Superintendent of Public Works and the CAO \tshall be authorized to create a Tender Package and advertise as required, with a \tdeadline for submission of Tenders to be set for May 20th, 2016.

With reference to April 6th, 2016 agenda item No.4.10 regarding motion numbers 8 & \t9 Main Landfill Attendant, Reeve Verne Scouten, a member of council, disclosed a \tpersonal interest in the matter before council and withdrew from the meeting at 8:19 \tp.m.<\/p>\n

\nWHEREAS the management of the municipal landfill sites in Durban and Benito has \tbeen restructured and the Main Position of Landfill Attendant has been posted \tinternally to allow existing attendants an opportunity to be considered for the \tposition, and;
\nWHEREAS the Superintendent of Public Works and the CAO have met to review the \tapplications, with a formal recommendation being submitted to Council by the \tSuperintendent dated April 5th, 2016;
\nTHEREFORE BE IT RESOLVED that we do hereby agree to accept the aforementioned \trecommendation as submitted.

\nWHEREAS the position OF Excavator Operator has been advertised and applications \thave been received, and;
\nWHEREAS the Superintendent of Public Works and the CAO have met to review the \tapplications, with a formal recommendation being submitted to the Council as a \twhole by the Superintendent dated April 5th, 2016;
\nTHEREFORE BE IT RESOLVED that we do hereby agree to accept the aforementioned \trecommendation as submitted.

\nRESOLVED that we do hereby approve the attendance of the Urban Assistant Foreman \tat the Water Distribution I & II Course at Red River Community College on May 16th, \t2016 through to May 20th, 2016 and;
\nBE IT FURTHER RESOLVED that all costs associated with the aforementioned course \tshall be paid by the Municipality of Swan Valley West in accordance with current \tmunicipal policies and by-laws.

\nRESOLVED that the members of Council do hereby accept the terms and conditions of \tthe Memorandum of Agreement between the International Union of Operating \tEngineers, Local 987 and the Municipality of Swan Valley West and;
\nBE IT FURTHER RESOLVED that we do hereby authorize CAO, Carolyn Gordon to sign \tsaid agreement on behalf of the Municipality.

\nRESOLVED that CAO, Carolyn Gordon shall be authorized to attend the Human \tResource Management Seminar in Brandon, MB. On May 27th, 2016 and that all \tassociated costs shall be paid by the Municipality in accordance with current policies \tand by-laws.

\nWHEREAS THE Municipality of Swan Valley West has received approval for the funding \tof three Summer Students under the Hometown Green Team Program;
\nTHEREFORE BE IT RESOLVED that the Superintendent of Public Works and the CAO \tshall be authorized to create a proposed schedule, establish the hourly rate of pay, \tand advertise as required, with a deadline for applications to be set for May 31st, \t2016.

\nWHEREAS the Municipality of Swan Valley West has received and reviewed the \tcorrespondence from the Swan Lake Watershed Conservation District regarding the \t2016-2017 levy, which remains unchanged at the total of $35,638.69;
\nTHEREFORE BE IT RESOLVED that we do hereby approve the payment of said levy with \t75% to be paid in November, 2016 and the remaining 25% to be paid in January, 2017.

\nWHEREAS the Municipality of Swan Valley West has received and reviewed the \tcorrespondence from the Swan Lake Watershed Conservation District regarding the \t2017-2018 levy, using the 2015 portioned land assessment, which will result in an \tincrease of $5,798.76 in the annual levy for Swan Valley West;
\nTHEREFORE BE IT RESOLVED that we do hereby approve the method of allocating the \tlevies using this 2015 land assessment as noted in the aforementioned letter for the \tDistrict\u2019s 2017-2018 Fiscal Year and agree that this allocation is acceptable.

\nRESOLVED that By-Law No. 0051-16, being a by-law of the Municipality of Swan Valley \tWest terminating the levying of a Business Tax in the Municipality of Swan Valley \tWest, shall be read a second time this 6th, day of April, 2016.

\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tapprove the purchase of a Municipal GIS & Data Program from CGIS as per the terms \tand conditions of the agreement dated April 6th, 2016;
\nBE IT FURTHER RESOLVED that all costs associated with the aforementioned program \tshall be included in the 2016 operating budget and the CAO shall be authorized to \tbegin the process to create and integrate the program as soon as practical;
\nBE IT FURTHER RESOLVED that the regular package will be purchased at a price of \t$400 monthly as quoted on March 31st, 2016.

\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \treceive the RCMP report for 2015 and shall arrange for a meeting with the local Staff \tSargent later in 2016 to review said reports and discuss local policing.

\nRESOLVED that By-Law No. 0053-16, being a by-law of the Municipality of Swan Valley \tWest authorizing requirement to obtain an aggregate Mining License and Aggregate \tTransport License in the Municipality of Swan Valley West, shall be introduced and \tread a first time this 6th, day of April, 2016.

\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed the \tproposal from the Town of Swan River for costs of the 2016 Shared Services;
\nTHEREFORE BE IT RESOLVED that we do hereby agree to accept the proposal for and \tshall request a meeting of the two councils in June, 2016 at which time the terms, \tconditions and cost sharing will be reviewed for future years.

\nRESOLVED that the Council for the Municipality of Swan Valley West, in accordance \twith Section 162 of The Municipal Act, shall hold Public Hearings for the 2016 \tMunicipal Budget as follows;
\n– Monday, May 9th, 2016 at 7:00 p.m. in the Council Chambers of the Benito Satellite Office
\n– Tuesday, May 10th, 2016 at 7:00 p.m. in the Council Chambers of the Swan River Office
\nAND BE IT RESOLVED that we do hereby authorize the CAO to advertise said hearings \tin the local newspaper in accordance with Section 162 of The Municipal Act.

\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tagree to hold an Open House on April 30th, 2016 at 1:00 p.m. \u2013 5:00 p.m. in order to \tprovide local ratepayers and residents with an informal opportunity to meet with \tmembers of Council and review\/ask questions regarding the Draft Municipal Budget \t2016 & other municipal operations & concerns.

\nTHEREFORE BE IT RESOLVED that we do hereby agree to accept the revised list of \tgrants and memberships as amended on April 6th, 2016 and shall include these \tamounts in the 2016 Municipal Budget.

\nWHEREAS the Council for the Municipality of Swan Valley West has agreed to allow \tbusinesses within the municipality to establish credit accounts through which they \tmay charge landfill levies at the Swan River Landfill Site, and the application for said \tcredit includes approval from the municipality, and;
\nWHEREAS the required areas of the Credit Application received has been completed, \treviewed by the Council, and found to be acceptable for the purpose under which it \thas been submitted;
\nTHEREFORE BE IT RESOLVED THAT we do hereby agree to approve the Credit \tApplication submitted by;
\n– SV Solutions (Dustin Humeniuk) \u2013 dated April 4th, 2016
\nAND BE IT FURTHER RESOLVED that CAO, Carolyn Gordon shall be authorized to sign \tsaid agreement on behalf of the Municipality of Swan Valley West.
