\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed and \tapprove the change in the 2016 Proposed Budget for the Northwest Regional Library \tand the inclusion of the same Per Capital Rate for both member municipalities;
\nTHEREFORE BE IT RESOLVED that we do hereby approve said Budget for 2016 and the \tPer Capita Rate of $19.26 and shall make payment in the amount of $56,296.98 \taccordingly.

\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed and \tapprove the new job description for the Landfill Operator Position and the changes to \tthe job descriptions of the Grader Operator Position and the Excavator Operator \tPosition.
\nTHEREFORE BE IT RESOLVED that we do hereby approve said Job Descriptions and \tshall present them to the respective employees for review and reference.

\nRESOLVED that the Municipality of Swan Valley West shall advertise for the Position of \tGrader Operator in the Star & Times on March 29th & April 5th, 2016 and on ValleyBiz \tfrom March 30th to April 13th, 2016;
\nBE IT FURTHER RESOLVED that we shall set the deadline of April 15th, 2016 at 4:00 pm \tby which persons must submit applications, complete with resumes, for the position.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n

\nRESOLVED that the Council does hereby agree that the Superintendent of Public \tWorks shall be authorized to retain a file with a list of applicants and their resumes for \tuse during emergency \u201cCall-In\u201d situations, allowing the municipality the means by \twhich to locate operators in the occasion when municipal infrastructure or personal \tproperty are at risk due to weather, environmental conditions, or unsafe \tinfrastructure conditions and current operators are either performing other works, \tunavailable or not fully qualified to operate the required equipment.

\nWHEREAS Council for the Municipality of Swan Valley West has reviewed and \tapproves the proposed private drainage works on the land known as the SE \u00bc and the \tNE \u00bc 20-38-27WPM, and have not identified any concerns related to said works;
\nTHEREFORE BE IT RESOLVED that the Reeve and the CAO shall be authorized to sign \tthe Municipal Landowner Agreement & Liability Release Forms on behalf of the \tMunicipality, and shall provide confirmation of said approval to the Province of \tManitoba \u2013 Conservation & Water Stewardship.

\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed and \tapproves the proposed private drainage works on the land known as the NW \u00bc 36-33-\t29WPM, and have not identified any concerns related to said works;
\nTHEREFORE BE IT RESOLVED that the Reeve and the CAO shall be authorized to sign \tthe Municipal Landowner Agreement & Liability Release Forms on behalf of the \tMunicipality, and shall provide confirmation of said approval to the Province of \tManitoba \u2013 Conservation & Water Stewardship.

\n AND WHEREAS Council has not identified any concerns related to said works;
\nTHEREFORE BE IT RESOLVED that the Reeve and the CAO shall be authorized to sign \tthe Municipal Landowner Agreement & Liability Release Forms on behalf of the \tMunicipality, and shall provide confirmation of said approval to the Province of \tManitoba \u2013 Conservation & Water Stewardship.

\nWHEREAS there is currently an informal, verbal agreement for maintenance of 3 \tportions of Rd#174W between the Municipality of Swan Valley West and the Rural \tMunicipality of St. Philips, and;
\nWHEREAS it is necessary to create a more formal, written agreement between the \tmunicipalities to ensure proper maintenance of the roads and fairness in sharing the \tresponsibility and the costs;
\nTHEREFORE BE IT RESOLVED that we do hereby approve the terms and conditions of \tthe proposed agreement and shall authorize the Reeve and CAO to sign said \tagreement on behalf of the Municipality.

\nWHEREAS there was a need to revise the Boundary Road Agreement between the \tRural Municipality of Livingston and the Municipality of Swan Valley West due to \talternate arrangements being made for one section of road covered in the existing \tagreement;
\nTHEREFORE BE IT RESOLVED that we do hereby approve the terms and conditions of \tthe revised agreement and shall authorize the Reeve and CAO to sign said agreement \ton behalf of the Municipality.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n

\nWHEREAS Public rail Safety Week is to be held across Canada from April 25th to May \t1st, 2016 and;
\nWHEREAS it is in the public\u2019s best interest to raise awareness to the need to reduce \tavoidable accidents, injuries and damages caused by collisions at level crossings and \tinvolving trains and citizens and;
\nWHEREAS Operation Lifesaver is a public\/private partnership whose aim is to work \twith the rail industry, governments, public services, the media and other agencies as \twell as the public to raise rail safety awareness;
\nTHEREFORE BE IT RESOLVED that the Municipality of Swan Valley West wishes to \tadopt this resolution in support of the ongoing efforts of Operation Lifesaver to save \tlives and prevent injuries on urban and rural areas of our municipality.

\nRESOLVED that the Council does hereby approve the outstanding transfer of funds \tfrom the Recreation Trust Reserve to the General Chequing Account in the amount of \t$427.42 and the Vested Sick Leave Reserve Account to the General Chequing Account \tin the amount of $9583.13 as allocated in the 2015 Fiscal Year.

\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby set \tthe date of November 8th, 2016 at 7:00 p.m. at which time persons who wish to do so \tmay appeal their 2017 assessments and;
\nBE IT FURTHER RESOLVED that the members of Council shall sit as the Board, the \tReeve shall sit as the Chair and the CAO shall act as the Secretary for the 2016 Board \tof Revision.

\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tapprove the Final Unaudited Financial Statements for the Municipality with a Surplus \tof $16,722.81 in the General Operating Fund and a Surplus of $14,345.07 in the Utility \tOperating Fund;
\nBE IT FURTHER RESOLVED that we do hereby authorize said statements to be released \tto the Province of Manitoba and the Public Utilities Board.

\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tapprove the use of the Turnout Gear by a member of the Benito Fire Department who \twishes to attend the Stair Climb Competition in Calgary, AB. to raise funds for fire \tfighters battling cancer.

\nWHEREAS Roll. No. 310500.000 is in a Tax Sale Position and the owners of the \tproperty have provided written notice to the Municipality that they wish to relinquish \ttheir property to the municipality and;
\nWHEREAS the costs will be over $1000 greater for the municipality, should the council \tchoose to wait and obtain ownership of said property during the Tax Sale Auction, \tshould there not be another party interested in purchasing said property at the \tauction;
\nTHEREFORE BE IT RESOLVED that we do hereby agree to accept said written offer to \ttake possession of the aforementioned property and shall authorize the Reeve and \tCAO to sign all documents related to said acquisition on behalf of the municipality.
