AGM<\/p>\n<p>1.\tSTAN POTTEN<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that the Agenda for the Regular Meeting of Council held this 9th day of \tMarch, 2016 shall be adopted as amended.<br \/>\nCarried:<\/p>\n<p>***Councillor Potten left the meeting at 6:10 p.m. for health reasons***\t\t\t\t\t\t\t<\/p>\n<p>2.\tTERRY NEELY<br \/>\n\tGLEN FOSTER<br \/>\nRESOLVED that pursuant to Section 152(3) of the Municipal Act, the Council as a \twhole shall go into camera and close the meeting to the public to discuss items \tinvolving employees of the municipality.<br \/>\nCarried:<\/p>\n<p>3.\tCARRIE BLOSHA<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that pursuant to Section 152(4) of the Municipal Act, this meeting shall be \tre-opened to the public.<br \/>\nCarried:\t<\/p>\n<p>4.\tBRIAN BURICK<br \/>\n\tCARRIE BLOSHA<br \/>\n\tRESOLVED that the minutes for the Regular Meeting of the Council for the \tMunicipality of Swan Valley West held on February 23rd, 2016 shall be adopted as \tcirculated.<br \/>\nCarried:<\/p>\n<p>5.\tTERRY NEELY<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that, upon review of the quotes collected, the Council for the Municipality \tof Swan Valley West does hereby agree to accept the recommendations of the \tSuperintendent of Public Works, and shall approve the purchase of an annual supply \tof grader blades from Brandt Tractor.<br \/>\nCarried:<\/p>\n<p>6.\tGLEN FOSTER<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that, upon review of the quotes collected, the Council for the Municipality \tof Swan Valley West does hereby agree to accept the recommendations of the \tSuperintendent of Public works, and shall approve the purchase of an annual supply of \tmower blades from Mazer Group.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>7.\tGLEN FOSTER<br \/>\n\tBRIAN BURICK<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has shared concerns \twith local Progressive Conservative candidate, Rick Wowchuk during this evening\u2019s \tdelegation;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to create a report on the \tcomments and concerns brought forward during this time to ensure that the same \tinformation is shared with other candidates, should they request attendance as \tdelegates to future council meetings.<br \/>\nCarried:<\/p>\n<p>8.\tTERRY NEELY<br \/>\n\tDAVID MINISH<br \/>\n\tWHEREAS the Town of Swan River has approached the municipality to assist with \temergency maintenance of the Airport Runway for Life-Flight services, and;<br \/>\n\tWHEREAS the Council agrees that it is essential to assist in the provision of this \tservice;<br \/>\n\tTHEREFORE BE IT RESOLVED that, upon receipt and review of a detailed agreement \tbetween the Town of Swan River and the Municipality of Swan Valley West, we do \thereby authorize the Reeve, Superintendent of Public Works and the CAO to further \texplore said agreement for services, and;<br \/>\nBE IT FURTHER RESOLVED that, should they be satisfied with the terms and conditions \tof said agreement, the Reeve and CAO shall be authorized to sign said agreement on \tbehalf of the municipality.<br \/>\nCarried:<\/p>\n<p>9.\tCARRIE BLOSHA<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED that an ad shall be placed in the Star &#038; Times and on ValleyBiz inviting \tquotes for interior office renovations, with a deadline of March 31st, 2016 for \tsubmission of quotes.<br \/>\nCarried:<\/p>\n<p>10.\tGLEN FOSTER<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that an ad for the position of Seasonal Excavator Operator shall be placed \tin the Star &#038; Times on March 15th &#038; March 22nd, 2016 and on ValleyBiz March 14th to \tMarch 27th, 2016 and;<br \/>\nBE IT FURTHER RESOLVED that the deadline for submission of applications and \tresumes shall be set for April 1st, 2016 at 4:30 p.m. and;<br \/>\nBE IT FURTHER RESOLVED that a meeting to review the resumes and arrange for \tinterviews of selected applicants shall be set for Monday, April 4th, 2016 and shall \tinclude two members of Council, the Superintendent of Public Works and the CAO.<br \/>\nCarried:<\/p>\n<p>11.\tCARRIE BLOSHA<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that the report for the period ending March 8th, 2016 submitted by the \tSuperintendent of Public Works and the report for the period ending February 29th, \t2016 submitted by the Urban Public Works Foreman shall be received by the Council \tfor the Municipality of Swan Valley West.<br \/>\nCarried:<\/p>\n<p>12.\tDAVID MINISH<br \/>\n\tGLEN FOSTER<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tagree to pay out the accumulated overtime recorded for the period of January 1st to \tFebruary 29th, 2016 as per the written request received March 4th, 2016;<br \/>\nBE IT FURTHER RESOLVED that payment of said overtime hours shall be included on \tthe employee\u2019s March 15th payroll.<br \/>\nCarried:<\/p>\n<p>13.\tGLEN FOSTER<br \/>\n\tTERRY NEELY<br \/>\nWHEREAS the position of Animal Control Officer was originally authorized by council \tand advertised with a closing date for applications of March 7th, 2016 and;<br \/>\nWHEREAS no applications have been received to date, requiring and extension to the \tdeadline;<br \/>\nTHEREFORE BE IT RESOLVED that the aforementioned position shall be re-advertised \tin the Star &#038; Times and on ValleyBiz with a new deadline of April 1st, 2016 for \tsubmission of applications.<br \/>\nCarried:<\/p>\n<p>14.\tTERRY NEELY<br \/>\n\tCARRIE BLOSHA<br \/>\nWHEREAS THE Office Clerk was originally hired on a Part Time basis and she has \texpressed a desire to reduce her hours, which were temporarily increased for \tinclusion of the secretary\/treasurer duties for the SVPD and the additional \tamalgamation workload;<br \/>\nTHEREFORE BE IT RESOLVED THAT we do hereby agree to reduce the position of Part \tTime Office Clerk to 4 days per week, Tuesday through Friday, for 7 hours per day \tand;<br \/>\nBE IT FURTHER RESOLVED that the hours for said position shall be reviewed again in \tthe fall of 2016 for consideration going forward.<br \/>\nCarried: <\/p>\n<p>15.\tGLEN FOSTER<br \/>\n\tCARRIE BLOSHA<br \/>\nWHEREAS the Public Hearing for By-Law No. 0050-16 being a By-Law for the purpose \tof Re-Zoning the parcel of property known as Lot 34, Block 5, Plan 64 in Benito was \toriginally set by Resolution No.12 dated February 23rd, 2016 and circumstances \tresulted in a need to change the date;<br \/>\nTHEREFORE BE IT RESOLVED that the date for said Public Hearing shall be changed to \tApril 11th, 2016 at 7:30 p.m. and shall be held in the Benito Satellite Office to allow \tlocal residents a better opportunity to attend.<br \/>\nCarried:<\/p>\n<p>16.\tGLEN FOSTER<br \/>\n\tDAVID MINISH<br \/>\nRESOLVED that the changes to the Boundary Road Agreement have not yet been \tdefined and completed;<br \/>\nTHEREFORE BE IT RESOLVED that Item No.4.10 shall be tabled until the next Regular \tMeeting of Council to be held on March 22nd, 2016.<br \/>\nCarried:<\/p>\n<p>17.\tCARRIE BLOSHA<br \/>\n\tBRIAN BURICK<br \/>\n\tWHEREAS the owners of PT N.E. \u00bc SEC. 24-35-29WPM have made application to \tsubdivide this property, and;<br \/>\n\tWHEREAS the Council for the Municipality of Swan Valley West has reviewed said \tapplication, along with the letter received from Community and Regional Planning \tdated February 29th, 2016 and have no objections to the aforementioned subdivision;<br \/>\nTHEREFORE BE IT RESOLVED we do hereby approve the subdivision of the \taforementioned property, provided all conditions set out in said letter from the \tProvince of Manitoba, Community and Regional Planning Branch are met.<br \/>\nCarried:<\/p>\n<p>18.\tGLEN FOSTER<br \/>\n\tDAVID MINISH<br \/>\nWHEREAS the owners of PT S.W. \u00bc SEC. 30-34-29WPM have made application to \tsubdivide this property, and;<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed said \tapplication, along with the letter received from Community and Regional Planning \tdated February 29th, 2016 and have no objections to the aforementioned subdivision;<br \/>\nTHEREFORE BE IT RESOLVED we do hereby approve the subdivision of the \taforementioned property, provided all conditions set out in said letter from the \tProvince of Manitoba, Community and Regional Planning Branch are met.<br \/>\nCarried:<\/p>\n<p>19.\tTERRY NEELY<br \/>\n\tDAVID MINISH<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed the \trevised job descriptions for the following positions;<br \/>\n&#8211; Chief Administrative Officer<br \/>\n&#8211; Finance Officer<br \/>\n&#8211; Administrative Assistant<br \/>\n&#8211; Part Time Office Clerk<br \/>\n&#8211; Grader Operator<br \/>\n&#8211; Urban Foreman<br \/>\n&#8211; Urban Assistant Foreman<br \/>\n&#8211; Urban Maintenance Labourer<br \/>\n&#8211; Rural Foreman<br \/>\n&#8211; Excavator Operator<br \/>\nTHEREFORE BE IT RESOLVED that the above job descriptions shall be approved by \tCouncil and adopted as part of the Employee Policies for the municipality and \tprovided to each employee as appropriate for review and written acknowledgement \tof receipt and understanding of their job description.<br \/>\nCarried:<\/p>\n<p>20.\tBRIAN BURICK<br \/>\n\tTERRY NEELY<br \/>\n\tWHEREAS the Council for the Municipality of Swan Valley West has reviewed the \tpolicies for employees regarding Harassment, Code of Conduct and Media;<br \/>\n\tTHEREFORE BE IT RESOLVED that we do hereby approve the revisions to the policies \tas presented.<br \/>\nCarried:<\/p>\n<p>21.\tGLEN FOSTER<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that the CAO and a second member of the  Administrative Staff shall be \tauthorized to attend the MMAA Convention in Winnipeg on April 24th to April 27th, \t2016 and that all applicable expenses shall be paid in accordance with current \tmunicipal policies and by-laws.<br \/>\nCarried:<\/p>\n<p>22.\t&#8211; CANCELLED-<\/p>\n<p>23.\tTERRY NEELY<br \/>\n\tGLEN FOSTER<br \/>\nWHEREAS the future of rail service in the Swan River Valley and in Manitoba is \textremely important for area producers and businesses;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to send up to two council \tmembers to represent the municipality at the Hudson Bay Route Association\u2019s 2016 \tAGM in Yorkton, SK.
