Centre Land<\/p>\n<p>Additions to the Agenda:<br \/>\n5.3\tRe-Allocation of MRIP Funding<\/p>\n<p>1.\tSTAN POTTEN<br \/>\nCARRIE BLOSHA<br \/>\nRESOLVED that written notice of absence has been received from Council Member, \tTerry Neely regarding the Regular Meeting of Council held on this 23rd day of \tFebruary, 2016 and shall be accepted by the Council for the Municipality of Swan \tValley West.<br \/>\nCarried:<\/p>\n<p>2.\tGLEN FOSTER<br \/>\n\tDAVID MINISH<br \/>\nRESOLVED that the Agenda for the Regular Meeting of Council held this 23rd day of \tFebruary, 2016 shall be adopted as amended.<br \/>\nCarried:<\/p>\n<p>3.\tBRIAN BURICK<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED that the minutes for the Regular Meeting of the Council for the \tMunicipality of Swan Valley West held on February 9th, 2016 and the Special \tMeetings of Council held on February 2nd &#038; February 4th, 2016 shall be adopted as \tcirculated.<br \/>\nCarried:<\/p>\n<p>4.\tSTAN POTTEN<br \/>\n\tDAVID MINISH<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed and \tapprove the recommended rates for compensation to be paid to the Animal Control \tOfficer for the coming year;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to make payment of said \tcompensation as set out in the recommendation dated February 17th, 2016 effective \tJanuary 1st, 2016 upon receipt of the required reports and approval of said reports by \tresolution of Council.<br \/>\nCarried:<\/p>\n<p>5.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nWHEREAS pricing has been obtained from local companies and other areas of \tManitoba for the purchase of a trailer, and the Superintendent of Public Works has \tmade a recommendation for the most appropriate trailer at the best price;<br \/>\nRESOLVED that we do hereby agree to purchase a 24\u2019 Tandem Dual Trailer TD210 \tfrom Flaman Trailers per their quote dated February 17th, 2016 in the amount of \t$13,500 plus tax and;<br \/>\nBE IT FURTHER RESOLVED that the full amount shall be transferred from the Rural \tMachinery Reserve Account.<br \/>\nCarried:<\/p>\n<p>6.\tGLEN FOSTER<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that we do hereby agree to confirm the appointment of David Minish as the \tCouncil LUD Representative for 2016, and;<br \/>\nBE IT FURTHER RESOLVED that said member of council shall also sit on the Benito Utility \tCommittee for 2016.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>7.\tSTAN POTTEN<br \/>\n\tGLEN FOSTER<br \/>\nRESOLVED we do hereby agree to confirm the date of March 9th, 2016 for a joint \tmeeting of the Benito LUD Committee and the Council for the Municipality of Swan \tValley West, as well as the CAO, Benito Office Manager, Superintendent of Public \tWorks and the Urban Foreman, and;<br \/>\nBE IT FURTHER RESOLVED that said meeting shall be held at 5:30 pm at the Council \tChambers in Swan River.<br \/>\nCarried:<\/p>\n<p>8.\tDAVID MINISH<br \/>\n\tCARRIE BLOSHA<br \/>\nWHEREAS upcoming changes to the regulations for operating waste management \tfacilities are being proposed, resulting in significant changes to the management of \tmunicipal landfill sites;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West \tdoes hereby agree to meet with the CAO, Superintendent of Public Works and the \tlandfill attendants currently working at the municipal sites in Benito and Durban to \tdiscuss proposed changes for 2016.<br \/>\nCarried:<\/p>\n<p>9.\tSTAN POTTEN<br \/>\n\tCARRIE BLOSHA<br \/>\nWHEREAS the Robson family donated the land on which the Benito Recreation \tComplex, Ball Diamonds and Campground are now located, and;<br \/>\nWHEREAS the Council feels it is important to officially honour said donation to Benito;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to commemorate the \tcontribution and shall strike a committee made up of members of the Swan Valley \tWest Council, the LUD Committee and the Benito Recreation Centre Board to further \tplan and organize an appropriate monument and memorial event.<br \/>\nCarried:<\/p>\n<p>10.\tDAVID MINISH<br \/>\n\tGLEN FOSTER<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tagree to provide a grant in the amount of $725.00 to Swan River Lifeline for the \tpurchase of a Lifeline Unit.<br \/>\nCarried:<\/p>\n<p>11.\tBRIAN BURICK<br \/>\n\tSTAN POTTEN<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed and \tapprove the revisions to the Council Media Relations Policy for the purpose of \testablishing a similar policy for all municipal employees.<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to adopt the new Media \tRelations Policy, which will be included in the Swan Valley West \u2013 Employee Policy \tManual.<br \/>\nCarried:<\/p>\n<p>12.\tDAVID MINISH<br \/>\n\tGLEN FOSTER<br \/>\nRESOLVED that By-Law No. 0050-16. Being a by-law of the Municipality of Swan Valley \tWest amending Village of Benito By-Law No. 10, 2004, shall be introduced and read a \tfirst time this 23rd, day of February, 2016;<br \/>\nBE IT FURTHER RESOLVED that the Public Hearing for this By-Law will be set for April \t4th, 2016 at 7:30 p.m. at the Swan Lake Watershed CD Office.<br \/>\nCarried:<\/p>\n<p>13.\tCARRIE BLOSHA<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED that we do hereby agree to renew the MMAA Memberships for the CAO, \tBenito Office Manager and Finance Officer for 2016 and shall make payment for the \tAdministrative Assistant\u2019s new Membership Fee for the MMAA.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>14.\tGLEN FOSTER<br \/>\n\tDAVID MINISH<br \/>\nRESOLVED that By-Law No. 0040-2016, being a by-law of the Municipality of Swan \tValley West for the purpose of governing the organization of the municipality, shall be \tread a third time this 23rd day of February, 2016, signed by the Reeve, and signed &#038; Absent<br \/>\nBrian Burick &#8211; Yes<br \/>\nCarrie Blosha &#8211; Yes<br \/>\nCarried: <\/p>\n<p>15.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nWHEREAS there are conflicting schedules for members of council resulting in the need \tto move the dates of two future council meetings;<br \/>\nTHEREFORE BE IT RESOLVED that the March 8th, 2016 Regular Meeting of Council shall \tbe moved to March 9th, 2016 and the April 12th, 2016 Council Meeting shall be moved \tto April 5th, 2016 with notice of the changes of both meetings to be posted in both the \tSwan River Office and the Benito Office to notify the general public of the changes in \tthe dates of the aforementioned meetings of council;<br \/>\nBE IT FURTHER RESOLVED that both meetings will begin at 7:00 p.m.<br \/>\nCarried:<\/p>\n<p>16.\tGLEN FOSTER<br \/>\n\tBRIAN BURICK<br \/>\nWHEREAS under Section 252(2) of the Municipal Act, the amount of costs set for the \tservices and supplies owing to the municipality can be collected in the same manner \tas a tax may be collected or enforced under this Act;<br \/>\nTHEREFORE BE IT RESOLVED that the attached list of invoices owing to the \tMunicipality of Swan Valley West as of today\u2019s date shall be moved to the tax roll for \tthe appropriate property and a notice shall be sent to all property owners reporting \tthe amount moved to the tax roll and the current outstanding balance as a result of \tthis application of amounts owing to the municipality.<br \/>\nCarried:<\/p>\n<p>17.\tGLEN FOSTER<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tapprove the following payments:<br \/>\nGeneral Cheques #12146 to #12158 in the amount of \t$23,875.15<br \/>\nGeneral Cheques #12159 to #12201 in the amount of\t$38,700.87<br \/>\nPayroll Cheques #639 to #656 for a total of \t\t$21,954.51<br \/>\nFor a Grand Total of \t\t\t\t\t$84,530.53<br \/>\nCarried:<\/p>\n<p>18.\tDAVID MINISH<br \/>\n\tGLEN FOSTER<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby \treceive the Bank Reconciliation Report for the period ending January 31st, 2016 as \tpresented.<br \/>\nCarried:<\/p>\n<p>19.\tDAVID MINISH<br \/>\n\tGLEN FOSTER<br \/>\nWHEREAS there is a surplus of $8,057.30 in the 2014 Municipal Road Improvement \tProject Funding upon completion of the Mullin Crossing Project on Rd#160W;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West \tdoes hereby agree to request that the Province of Manitoba consider the re-allocation \tof said surplus to the Drainage Improvement Project on Rd#164W.<br \/>\nCarried:<\/p>\n<p>20.\tSTAN POTTEN<br \/>\n\tCARRIE BLOSHA<br \/>\nWHEREAS there is a surplus of at least $23,556.85 in the funding allocated to the \tcompleted 2015 Municipal Road Improvement Project #2, #3 &#038; #4;<br \/>\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West \tdoes hereby agree to request that the Province of Manitoba consider the re-allocation \tof said surplus to the Drainage Improvement Projects on Rd#164W and Rd#165W.<br \/>\nCarried:<\/p>\n<p>9.1 COMMITTEE REPORTS &#038;
