\n\tRESOLVED that the minutes for the Regular Meeting of the Council for the \tMunicipality of Swan Valley West held on January 26TH, 2016 and the Special \tMeeting of Council held on January 22nd, 2016 shall be adopted as circulated.

\n\tWHEREAS the purchase of a box liner for the tandem was approved by resolution \tNo.8 dated December 8th, 2015 and;
\n\tWHEREAS the municipality has been unable to obtain the liner quoted at that time, \tand it is important to receive the liner and have it installed before the tandem is \tneeded in the spring;
\n\tTHEREFORE BE IT RESOLVED that we do hereby agree to cancel any arrangement \tmade for the original purchase approved in the 2015 Budget and shall provide \tauthorization to the Superintendent of Public Works to secure new quotes and make \tpurchase of a box liner, with a limit of $800 plus tax, freight and installation costs.

\n\tRESOLVED that the report for the period ending February 5th, 2016 submitted by the \tSuperintendent of Public Works and the report for the period ending January 31st, \t2016 submitted by the Urban Public Works Foreman shall be received by the Council \tfor the Municipality of Swan Valley West.

\n\tWHEREAS an agreement for fire protection services was created and reviewed by the \tCouncil for the Municipality of Swan Valley West and the Benito Fire Chief, and having \tbeen approved, was provided to the Council of the RM of St. Philips for consideration, \tand;
\n\tWHEREAS the Council for the RM of St. Philips has approved the terms and conditions \tof said agreement, and have signed two copies of said document;
\n\tTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West \tdoes hereby agree to authorize the Reeve and CAO to sign the two copies of said \tagreement on behalf of the municipality and shall provide the necessary authorization \tto the Benito Fire Department for fulfillment of the terms and conditions outlined in \tsaid agreement.

\n\tRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tagree to establish a charge account in the amount of $5000.00 at Fort Garry Industries \tfor the purpose of purchasing materials and supplies for municipal works, and;
\n\tBE IT FURTHER RESOLVED that the CAO shall be authorized to sign and submit said \tapplication on behalf of the Municipality.

\n\tWHEREAS the Council for the Municipality of Swan Valley West has received, \treviewed and is in agreement with the contribution being requested by the Swan \tValley Veterinary Services Board for 2016;
\n\tTHEREFORE BE IT RESOLVED that we do hereby agree to include the contribution \tamount of $9,085.69 in the 2016 Financial Plan for the municipality.

\n\tRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tacknowledge receipt of the report dated January 29th, 2016 from the Swan Lake \tWatershed Conservation District regarding Future Levies.

\n\tRESOLVED a letter of support for the Benito School shall be issued by the Council for \tthe Municipality of Swan Valley West in support of their request being sent to the \tMinister of Education and Advanced Learning regarding monetary support from the \tProvince for their playground expansion project.

\n\tRESOLVED that Reeve, Verne Scouten and CAO, Carolyn Gordon shall be approved to \tattend the Mayors, Reeves & CAOs Meeting to be held in Brandon, MB on Tuesday, \tApril 12th, 2016 and that all applicable expenses shall be paid by the Municipality in \taccordance with current municipal policies and by-laws.

\n\tRESOLVED that all members of Council and the CAO shall be approved to attend the \tMunicipal Officials Seminar to be held in Brandon, MB. On April 13th & 14th, 2016 and \tthat all applicable expenses shall be paid by the Municipality in accordance with \tcurrent municipal policies and by-laws.

\n\tWHEREAS By-Law No. 0011-15 regarding the remuneration of Members of Council for \tthe fiscal year 2015 and each year thereafter has been reviewed by the members of \tcouncil, and no changes were found to be necessary.
\n\tTHEREFORE BE IT RESOLVED that we do hereby agree not to provide any increases in \tcouncil indemnities for 2016 and shall adhere to the rates for indemnities paid to \tmembers of council for the 2016 Fiscal Year as set out in By-Law No. 0011-15.

\n\tRESOLVED that By-Law No. 0052-16, being a by-law of the Municipality of Swan Valley \tWest regarding the repeal the repeal of By-Law 0047-15 and the amendments to By-\tLaw No.04\/14 of the former Village of Benito, shall be introduced and read a first time \tthis 9th day of February, 2016.

\n\tWHEREAS the owners of PT N.E. \u00bc SEC.18-34-29WPM have made application to \tsubdivide this property, and;
\n\tWHEREAS the Council for the Municipality of Swan Valley West has reviewed said \tapplication, along with the letter received from Community and Regional Planning \tdated September 11th, 2015 and the follow-up email from the Province regarding the \trequirement for the inclusion of a plan for a public road, and;
\n\tWHEREAS we have no objections to the aforementioned subdivision and agree to \tforward the conditions recommended by the Province for declarations of \u2018Right-of-\tWay\u2019 for all lots impacted by the proposed subdivision;
\n\tTHEREFORE BE IT RESOLVED we do hereby approve the subdivision of the \taforementioned property, provided all conditions set out in said letter from the \tProvince of Manitoba, Community and Regional Planning Branch as well as those set \tout in the aforementioned email are met.

\n\tWHEREAS the Council for the Municipality of Swan Valley West has received written \tnotification that the Rural Animal Control Officer has tendered his resignation and is \twilling to continue with the duties of his position only until such time as a suitable \treplacement can be hired;
\n\tTHEREFORE BE IT RESOLVED that we do hereby accept his letter of intention to retire \twith regrets and shall provide a letter of appreciation for his years of service, and;
\n\tBE IT FURTHER RESOLVED that an ad shall be placed in the newspaper and on the \tinternet inviting applications for the position with a deadline for the submission of \tapplications to be set for Monday, February 29th, 2016.

\nAND BE IT FURTHER RESOLVED that a summary report shall be submitted to the \tCouncil outlining all proposals offered.
