Minutes of the Regular Council Meeting of the Rural Municipality of Mountain held Wednesday, January 27th, 2016 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.

The meeting was called to order at 10:02 A.M. by Reeve Marvin Kovachik, quorum being present.<\/p>\n

\nBE IT RESOLVED THAT the Agenda for the January 27th, 2016 Regular Meeting of Council be adopted as amended.

\nBE IT RESOLVED THAT the Minutes of the January 13th, 2016 Regular Meeting of Council be adopted as presented, all requirements having been complied with.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize the Chief Administrative Officer to destroy Municipal Documents under the Manitoba Regulation 53\/97 as per Schedule \u2018A\u2019 attached hereto.

\nWHEREAS regular council meeting dates conflict with various municipal activities;
\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby schedule March & April regular meeting dates as follows:
\nMarch 9th, 2016 (no change)
\nMarch 22nd, 2016 (from March 23rd)
\nApril 5th, 2016 (from April 13th)
\nApril 20th, 2016 (from April 27th)
\nAND FURTHER BE IT RESOLVED THAT a special budget meeting be held March 2nd, 2016.

\nWHEREAS Fire Department Purchasing Policy states that all purchases of the Fire Department must be authorized by Council in advance;
\nTHEREFORE BE IT RESOLVED THAT Council of the RM of Mountain approve the purchase requests as per Schedule \u2018A\u2019 attached hereto.

Councillor Forbes declared an interest for Res. No. 38\/16 and left the meeting.<\/p>\n

\nBE IT RESOLVED THAT Cheque Nos. 20160081 to 20160137 amounting to $53,691.85 including Direct Deposit Payroll in the amount of $4,837.99, be approved for payment.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the Application(s) for Licence(s) to Construct Water Control Works as attached hereto in Schedule \u2018A\u2019.

\nBE IT RESOLVED THAT Council and CAO of the Rural Municipality of Mountain hereby be authorized to attend the Economic Development Presentation & Workshop in Swan River, MB on Feb 25 \u2013 26th, 2016;
\nAND THAT expenses be allowed for same.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby be authorized to attend the Hudson Bay Route Association AGM\/Convention in Yorkton, SK on March 22\/23rd, 2016;

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby enter into a Rental Agreement for Part SE 31-39-25W, terms and conditions as attached hereto in Schedule \u2018A\u2019;
\nAND THAT the CAO and Reeve be authorized to sign on behalf of the municipality.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountian hereby enter into a Rental Agreement for Lots 23 & 24, Plan 1086 [Roll #300716.000 & 300717.000], Birch River, MB, Terms and Conditions as attached hereto in Schedule \u2018A\u2019;
\nAND THAT the CAO and Reeve be authorized to sign on behalf of the municipality.

\nWHEREAS Section 152(3) of The Municipal Act authorizes Council to close a meeting to the public to discuss certain matters;
\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain meet as a committee to discuss personnel.

\nBE IT RESOLVED THAT the meeting of the committee of the whole be adjourned, and that the regular meeting of Council of the Rural Municipality of Mountain be re-opened to the public.

\nWHEREAS By-Law No. 09\/11 allows Council to extend the time of adjournment after curfew by one half hour;
\nTHEREFORE BE IT RESOLVED THAT the Regular Meeting of Council of the Rural Municipality of Mountain be extended to 5:00 pm.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the recommendation of the Personnel Committee to hire Joan Mosiondz for the positon of Administration Assistant \u2013 Term; wages & terms as set out in Schedule \u2018A\u2019 attached hereto.
