\nRESOLVED that the minutes for the Regular Meeting of the Council for the \tMunicipality of Swan Valley West held on December 8th, 2015 and the Public Hearing \theld on December 8th, 2015 as well as the Special Meetings of Council held on \tDecember 1st, 2015 and December 4th, 2015 shall be adopted as presented.

\nRESOLVED that the Superintendent of Public Works\u2019 report presented this 22nd day of \tDecember, 2015 shall be received.

\nRESOLVED the Council for the Municipality of Swan Valley West does hereby agree to \tprovide all municipal staff with \u00bd day paid holiday on December 24th and shall update \tthe municipal policy accordingly.

\nRESOLVED the Council for the Municipality of Swan Valley West does hereby agree to \tapply for three summer students through the Hometown Green Team Program for \t2016 and do hereby authorize the CAO to submit an application to the Province of \tManitoba for two positions for the Urban Area and one position for the Rural Area.

\n\tWHEREAS the existing agreement between the RM of Swan River and the RM of \tLivingston for maintenance of the boundary road between the municipalities has \tbeen reviewed and approved for renewal;
\nTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West \tdoes hereby agree to enter into an agreement with the RM of Livingston for \tmaintenance of municipal roads that lie on portions of the boundary between the \tprovince of Manitoba and the Province of Saskatchewan as shown on Appendix \u2018A\u2019 of \tsaid agreement, and;
\nBE IT FURTHER RESOLVED that the terms and conditions of the agreement shall be set \tfor 2 year intervals from January 1st, 2016 through to December 31st, 2023 with the \tReeve and CAO being authorized to sign said agreement on behalf of the municipality.

\nRESOLVED that By-Law No. 0048-2015, being a by-law of the Municipality of Swan \tValley West for the purpose of establishing a Public Recreation Commission, shall be \tread a second time this 22nd, day of December, 2015.

\nRESOLVED that the Council for the Municipality of Swan Valley West shall invite \tproposals for Audit Services for the Fiscal Years 2016, 2017, & 2018 with the deadline \tfor submission to be set at 4:30 p.m. on February 26th, 2016.

\nWHEREAS the attached recommendations have been received from the Benito LUD \tCommittee from their meeting on December 15th, 2015 and;
\nWHEREAS the members of the Council for the Municipality of Swan Valley West \tapprove said recommendations as presented;
\nTHEREFORE BE IT RESOLVED that the Ricoh 2500 copier shall be donated to the Benito \tChild Care Centre and;
\nBE IT FURTHER RESOLVED that a grant in the amount of $2000 shall be made to the \tThunderhill Ski Club from the LUD Budget for 2015 to fulfill the prior commitment \tmade by the Village of Benito.

\nWHEREAS the Council for the Municipality of Swan Valley West has received a report \tand recommendations from Stantec Consulting Ltd. regarding the status of Brown\u2019s \tBridge, and;
\nWHEREAS the members of Council feel that it is in the best interests of the residents, \tlandowners and producers to make the necessary repairs to ensure the integrity of the structure for the next 5 to 10 years, until such time as plans and funding are in place to replace the structure;
\nTHEREFORE BE IT RESOLVED that we do hereby agree to utilize the surplus funding from the Burnside Bridge Borrowing to fund the aforementioned project, and shall authorize the CAO to proceed with securing plans, quotes and management of the project.

\nRESOLVED the Council agrees to make payment of the additional costs of the \tSuperintendent\u2019s cell phone bill for the period ending December 4th, 2015 as \trequested, and shall do the same for the period ending December 22nd, 2015 at which \ttime the municipality\u2019s cell phone was made available.

\nRESOLVED the Council for the Municipality of Swan Valley West does hereby agree to \tmake an exception to the policy and allow the Urban Foremen to carry over his \tbanked time for use in January, 2016 and;
\nBE IT FURTHER RESOLVED that any unused banked time from 2015 which remains at \tJanuary 31st, 2016 shall be paid out with the February 15th, 2016 Payroll

\nRESOLVED that in accordance with Subsection 365(2) of the Municipal Act the Council \tfor the Municipality of Swan Valley West does hereby declare the year 2015 as the \tdesignated year, and required all taxes in arrears for the year 2014 and prior, \tincluding any and all interest, to be sold at the Tax Sale Auction to be held on October \t13th, 2016 at 10:00 a.m. in the Council Chambers at 216 Main Street West, Swan River, \tMB. And;
\nBE IT FURTHER RESOLVED that Taxervice shall be hired to manage the Tax Sale for the \tmunicipality during the Fiscal Year 2016 and Scott Tibble shall be appointed as the \tAuctioneer for the aforementioned Tax Sale.

\nWHEREAS By-Law #02\/13 (8) of the Village of Benito states the following with regards \tto Outstanding Utility Bills;
\n-\u201cPursuant to Section 252(2) of the Municipal Act, the amount of all outstanding \tcharges for water and sewer services, including fines and penalties, are a lien and \tcharge upon the land serviced, and shall be collected in the same manner in which \tordinary taxes upon the land are collectible, and with like remedies.\u201d
\n– \u201cWhere charges and penalties pursuant to this by-law are not paid within sixty (60) \tdays from the date when they were incurred, said charges and penalties shall be \tadded to the taxes on the property and collected in the same manner as other taxes.\u201d
\nTHEREFORE BE IT RESOLVED that the attached list of outstanding Utility Bills shall be \tmoved to the taxes for the affected properties on December 31st, 2015 should they \tremain outstanding at that time.

\nRESOLVED that we do hereby approve the purchase of the Budget Extension Program \tfrom Munisoft and the PubWorks 3150 Program, provided the PubWorks 3150 \tProgram is similar to the GIS Program reviewed by the CAO at the December 8th, 2015 \tCouncil Meeting, and;
\nBE IT FURTHER RESOLVED that the municipality shall include the costs for the above \tnoted programs in the 2016 Financial Plan.

\nRESOLVED that, in accordance with Clause 8.5 of By-Law No. 0002-15, the council \tshall extend the curfew by up to one-half hour in order to complete discussions \tregarding In Camera Items.

\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed and \tapprove the job description for the new position of Superintendent of Public Works;
\nTHEREFORE BE IT FURTHER RESOLVED that an ad shall be posted to publicize the \taforementioned position with a deadline for applications to be set at 4:00 pm on \tJanuary 22nd, 2016, and;
\nBE IT FURTHER RESOLVED that the members of Council will meet at 4:30 on January \t22nd, 2016 to review all applications received and set up times for interviews of \tselected candidates.
