Roaring River\/Favel Creek of the Swan Lake \tWatershed Conservation District.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>14.\tDAVID MINISH<br \/>\n\tTERRY NEELY<br \/>\nWHEREAS Kevin Genoway has been appointed as the Interim-Superintendent of \tPublic Works, and will be responsible to manage the Public Works Staff, Municipal \tEquipment and Municipal Works;<br \/>\nTHEREFORE BE IT RESOLVED that all aspects of the aforementioned management shall \tconsist of said responsibilities included in the job description of the Public Works \tForeman, as well as those outlined on the new Draft Job Description of \tSuperintendent of Public Works for the \tMunicipality of Swan Valley West, and;<br \/>\nBE IT FURTHER RESOLVED that the revised Draft Job Description for the \tpositions of \tSuperintendent of Public Works and Public Works Foreman shall be reviewed and \tconsidered for the Council.<br \/>\nCarried: <\/p>\n<p>15.\tTERRY NEELY<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED that Pat Ellingson shall  be appointed as the Assistant Emergency Measures \tCoordinator for the Municipality of Swan valley \tWest as outlined in the Emergency \tPlan, and;<br \/>\nAND BE IT FURTHER RESOLVED that Ms. Ellingson shall receive compensation for said \tservices in accordance with said Emergency Plan and the appropriate costs covered \tunder said Plan.<br \/>\nCarried:<\/p>\n<p>16.\tGLEN FOSTER<br \/>\n\tDAVID MINISH<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed the \trevised Emergency Plan, and are in agreement with the \tcontents and format of said \tplan;<br \/>\nTHEREFORE BE IT RESOLVED we do hereby agree to adopt the Emergency Plan for the \tMunicipality of Swan Valley West as presented, and;<br \/>\nBE IT FURTHER RESOLVED that the Emergency Measures Coordinator Service \tAgreement dated January 1st, 2015 shall be approved as presented and all terms and \tconditions shall consequently be backdated to January 1st, 2015.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>17.\tDAVID MINISH<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED that By-Law No. 0048-15, being a by-law of the Municipality of Swan Valley \tWest for the purpose of establishing a Public Recreation Commission, shall be \tintroduced and read a first time this 8th day of December, 2015.<br \/>\nCarried:<\/p>\n<p>18.\tDAVID MINISH<br \/>\n\tTERRY NEELY<br \/>\nWHEREAS the Council of the Municipality of Swan Valley West has collected, \tresearched and reviewed information regarding Tile Drainage and have found it \tnecessary to establish a policy for handling applications for tile drainage systems \twithin the municipality;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to adopt the new \tpolicy \tregarding the installation and municipal approval of tile drainage systems in the \tMunicipality of Swan Valley West.<br \/>\nCarried:<\/p>\n<p>19.\tSTAN POTTEN<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED the Council for the Municipality of Swan Valley West does hereby agree to \tprovide Municipal Landowner Approval for the \tApplications to Construct Water \tControl Works on the following \tproperties where said works cause surface water to \tenter into the municipal ditches, as indicated on the maps submitted with said \tapplications to the Province of Manitoba;<br \/>\n\t&#8211; N \u00bd 34-38-27WPM<br \/>\n\t&#8211; NE \u00bc 35-37-27WPM<br \/>\n\t&#8211; NE \u00bc 22-35-28WPM<br \/>\n\t&#8211; SE \u00bc 22-35-28WPM<br \/>\nAND BE IT FURTHER RESOLVED that any tile drainage works shall conform with the \tterms and conditions outlined in the Municipality of Swan Valley West \u2013 Tile \tDrainage Policy, and;<br \/>\nBE IT FURTHER RESOLVED that either the Reeve or the CAO shall be authorized to sign \tthe Landowner Approval Sections of the Provincial Applications to Construct Water \tControl Works and the Municipal Landowner Agreement &#038; Liability Release Forms on \tbehalf of the Municipality.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried<\/p>\n<p>20.\tTERRY NEELY<br \/>\n\tCARRIE BLOSHA<br \/>\nWHEREAS THE Council for the Municipality of Swan Valley West has agreed to allow \tbusinesses within the municipality to establish credit accounts through which they \tmay charge landfill levies at the Swan River Landfill Site, and the application for said \tcredit includes approval from the municipality, and;<br \/>\nWHEREAS the required areas of the Credit Application received have been completed, \treviewed by the Council, and found to be acceptable for the purpose under which \tthey have been submitted;<br \/>\nTHEREFORE BE IT RESOLVED THAT we do hereby agree to approve the Credit \tApplication submitted by;<br \/>\n\t&#8211; RSI Construction &#8211; dated December 1st, 2015<br \/>\n\t&#8211; Swan Valley Historical Museum \u2013 dated December November 30th, 2015<br \/>\n\t&#8211; Community Bible Fellowship \u2013 dated November 2nd, 2015<br \/>\n\t&#8211; Peak Performance \u2013 dated November 2nd, 2015<br \/>\nAND BE IT FURTHER RESOLVED that CAO, Carolyn Gordon shall be authorized to sign \tsaid agreements on behalf of the Municipality of Swan Valley West.<br \/>\nCarried:<\/p>\n<p>21.\tSTAN POTTEN<br \/>\n\tGLEN FOSTER<br \/>\nRESOLVED the Council for the Municipality of Swan Valley West does hereby agree to \tenter into a 3 Year Service Contract &#038;
