\nTHEREFORE BE IT RESOLVED that a request shall be submitted to RBC \u2013 Swan River to \tchange the name on the Master Client Agreement under the legal name of the Rural \tMunicipality of Swan River and all associated accounts to the name of the \tMunicipality of Swan Valley West, and;
\nBE IT FURTHER RESOLVED that the signing officers for this account shall \tbe set as \teither one of the Reeve, Verne Scouten or the Deputy Reeve, Brian Burick together \twith either one of the CAO, Carolyn Gordon or the Finance Officer, Angela Mullin.

\nTHEREFORE BE IT RESOLVED that the Reeve and the CAO shall be authorized to sign \tthe Municipal Landowner Agreement & Liability Release Forms on behalf of the \tMunicipality, and shall provide \tconfirmation of said approval to the Province of \tManitoba \u2013 Conservation & Water Stewardship.

\nWHEREAS the required areas of the Credit Application received have been \tcompleted, reviewed by the Council, and found to be acceptable for the purpose \tunder which they have been submitted;
\nTHEREFORE BE IT RESOLVED THAT we do hereby agree to approve the Credit \tApplication submitted by Ladel Construction Ltd. Dated November 16th, 2015 and \tshall authorize CAO, Carolyn Gordon to sign said agreement on behalf of the \tMunicipality of Swan Valley West.

\nWHEREAS the Council for the Municipality of Swan Valley West, after consultation \twith many local agriculture producers, has previously identified impediments to the \tmovement of agriculture products on the Swan Valley road systems, requested a \tmeeting with the Provincial Government to discuss possible solutions to the \taforementioned situation, as it is imperative to include our Provincial Partners as \towners of Provincial Bridges and Roadways that are key to finding a long-term, \tcoordinated solution for our producers, and;
\nWHEREAS it has been determined that the addition of Provincial Road No. 588 would \tallow for better transportation from the Northwestern area of the municipality;
\nTHEREFORE BE IT RESOLVED that an amendment shall be made to the map indicating \tthe desired major grain hauling routes requiring improvement and the proposed \tmeeting with the Province for exploration of a long-term, coordinated solution will be \tpursued in an effort to make much better use of both Provincial and Municipal tax \tdollars as we endeavor to assist local area agriculture producers to find \tmore \tefficient and affordable routes for transportation of their products and supplies.

\nWHEREAS the Province of Manitoba has recently indicated that it would be prudent \tfor municipalities to endeavour to secure affordable resources for future use, \tparticularly materials such as aggregate, and;
\nWHEREAS aggregate is a non-renewable resource and there is limited supply within \tan area that would provide the municipality with affordable application on municipal \troads and field approaches in the future;
\nTHEREFORE BE IT RESOLVED that we do hereby agree to practice responsible \tmanagement of aggregate supplies by securing such materials for the future through \tlong term lease agreements and\/or purchases of land and mineral rights as they may \tbecome available to the municipality for a price that is felt to be practical and \taffordable.

\nWHEREAS a Public Hearing is required under the Planning Act in order for council to \tconsider such a variance;
\nTHEREFORE BE IT RESOLVED that Council of the Municipality of Swan Valley West \tdoes hereby set the date of December 8th, 2015 at 7:00 p.m. for the purpose of \tallowing any person who wishes to do so, an opportunity to speak regarding said \tvariance.

\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed the \tapplication for a zoning variance for the property known as Lot 6, Plan 1180 (800 \tCentennial Drive) to allow for the reduction of the side yard setback distance from 25 feet to 5 feet, and;
\nWHEREAS the setback distance of a building near the proposed site was \tpreviously \tgranted the same variance by the Council for the RM of Swan River;
\nTHEREFORE BE IT RESOLVED that we do not have any objections to the \taforementioned application and authorize the CAO to sign the application as a \tneighboring landowner that does not oppose the requested variance.
