\n\tWHEREAS the Council for the Municipality of Swan Valley West has reviewed the \tproposal for the reorganization and future administration of Swan Valley RISE, and \tare in agreement to remaining involved in the program in 2016 as the new \tprocedures are put in place and allow a full year of operation under this new \tprogram, and;
\n\tWHEREAS it is felt that the provision of funding for economic development is \timportant to the future stability and growth of the Swan Valley;
\n\tTHEREFORE BE IT RESOLVED THAT 50% ($18,011) of the funding allocated to Swan \tValley RISE under the old program and management shall be paid, and the remaining \t50% ($18,011) shall be set aside in a new Economic Development Reserve for future \tuse.

\nWHEREAS the Council for the Municipality of Swan Valley West has received and \treviewed the revised agreement for the Swan Valley Airport Commission and approve \tthe content of said agreement;
\nTHEREFORE BE IT RESOLVED that we do hereby support the continued membership in \tthe Swan Valley Airport Commission under the terms and conditions of said agreement \tand authorize the Reeve and Interim-Acting CAO to sign and seal the documents on \tbehalf of the Municipality.

\n\tRESOLVED that Merv Werbicki shall be hired to install a new door for the \tAdministrative Area of the Municipal Office, as per the quote dated October 30th, \t2015 will be called upon for routine maintenance and repair tasks as required for the \tremainder of the 2015 Calendar Year.

\nWHEREAS the Council has taken steps to advertise the position of CAO for the \tMunicipality of \tSwan Valley West and accepted applications for the position, and;
\nWHEREAS, upon review of the qualifications, experience and performance of the \tInterim-Acting CAO a decision has been made that they believe to be in the best of \tthe municipality;
\nTHEREFORE BE IT RESOLVED that Carolyn Gordon shall be hired as the Chief \tAdministrative Officer (CAO) for the Municipality of Swan Valley West effective \timmediately, and;
\nBE IT FURTHER RESOLVED that the terms and conditions of said appointment as CAO \tshall be agreed to by the Municipality and Ms. Gordon as set out in the Employment \tContract dated November 10th, 2015.

\nWHEREAS THE Council for the Municipality of Swan Valley West has agreed to allow \tbusinesses within the municipality to establish credit accounts through which they \tmay charge landfill levies at the Swan River Landfill Site, and;
\nWHEREAS the application for said credit includes the requirement for approval from \tthe municipality, and;
\nWHEREAS the required areas of the Credit Application have been completed, \treviewed by the Council, and found to be acceptable for the purpose under which \tthey have been submitted;
\nTHEREFORE BE IT RESOLVED THAT we do hereby agree to approve the Credit \tApplication submitted by Nykolaishen Farm Equipment Ltd. Dated November 9th, \t2015 and shall authorize CAO, Carolyn Gordon to sign said agreement on behalf of \tthe Municipality of Swan Valley West.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n

\nWHEREAS the owners of PT N.W. \u00bc SEC.23-35-27WPM have made application to \tsubdivide this property, and;
\nWHEREAS the Council for the Municipality of Swan Valley West has reviewed said \tapplication, along with the letter received from Community and Regional Planning \tdated October 26th, 2015 and has no objections to the proposed subdivision;
\nTHEREFORE BE IT RESOLVED we do hereby approve the subdivision of the \taforementioned property, provided all conditions set out in said letter from the \tProvince are met and the property taxes have been paid in full.

\nWHEREAS several new sites have been identified as being damaged during the 2014 \tflood, and Site Reports have now been received for the repairs of these sites, along \twith a revised report for the repairs to Site #65-2014;
\nTHERFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West \tdoes hereby agree to request an extension from the Province of Manitoba \u2013 \tEmergency Measures Organizations until December 31st, 2016 by which time they \thope to be able to complete plans, award tenders, complete repairs and submit the \tfinal claims for the costs to repair the remainder of the sites damaged in the 2014 \tFlood.

\nWHEREAS the Council for the Municipality of Swan Valley West has been informed \tthat there is an imminent need to perform a Level 2 \u2013 Detailed Inspection of \u201cBrown\u2019s \tBridge\u201d as soon as possible;
\nTHEREFORE BE IT RESOLVED that we do hereby authorize the CAO to order the \taforementioned inspection be done by Stantec Consulting Inc. and sign the \tagreement for said services on behalf of the Municipality.

\nTHEREFORE BE IT RESOLVED that we do hereby authorize the CAO to request \tassistance from Manitoba Water Services for planning, management and financial \tassistance as may be necessary and appropriate.
