Minutes of the Special Planning Council Meeting of the Rural Municipality of Mountain held Wednesday, December 2nd, 2015 in the R.M. of Mountain Douncil Chambers in Birch River, Manitoba.

Councillor Larocque was absent with notice.
\nCouncillor Nadolney left the meeting at 3:40 p.m.
\nCAO Robin Wiebe was present and acted as secretary.<\/p>\n
The meeting was called to order at 10:52 A.M. by Reeve Marvin Kovachik, quorum being present.<\/p>\n

\nBE IT RESOLVED THAT the Agenda for the December 2nd, 2015 Special Meeting of Council be adopted as presented.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the RFQ [Request for Quotation] from Wolseley attached hereto as Schedule \u2018A\u2019.

\nWHEREAS Manitoba Housing and Community Development is receiving applications for the 2015\/2016 Community Places Program available to non-profit community organizations for facility construction, upgrading, expansion or acquisition projects providing sustainable recreation and wellness benefits;
\nAND WHEREAS grant requests cannot exceed 50% of the first $15,000 of eligible project costs;
\nTHEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby support the application made by the LUD of Pine River for construction of a new all-weather cook shelter by funding ineligible costs;
\nAND THAT project expenses be fully funded by the Municipality [CDI funds] in the event the grant application is unsuccessful.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby contract Louis Delaurier for Building Inspection Services in 2016, terms and conditions as attached hereto in Schedule \u2018A\u2019;
\nAND THAT the CAO and Reeve be authorized to sign on behalf of the municipality.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby contract Wilson McQuay for Noxious Weed Inspection Services in 2016, terms and conditions as attached hereto in Schedule \u2018A\u2019;
\nAND THAT the CAO and Reeve be authorized to sign on behalf of the municipality.

\nBE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby contract Carol Dutchak for Animal Control Services in 2016, terms and conditions as attached hereto in Schedule \u2018A\u2019;
\nAND THAT the CAO and Reeve be authorized to sign on behalf of the municipality.

\nWHEREAS Council of the Rural Municipality of Mountain held a Public Hearing on December 2, 2015 to present the Sigfusson Northern Ltd. Conditional Use Application #CU1-2015 for the property legally described as Lot 22, Plan 820;
\nAND WHEREAS there were no objections;
\nTHEREFORE BE IT RESOLVED THAT the Zoning Conditional Use Order #CU1-2015 be approved as per Schedule \u2018A\u2019 attached hereto.

\nWHEREAS By-Law No. 09\/11 allows Council to extend the time of adjournment after curfew by one half hour;
\nTHEREFORE BE IT RESOLVED THAT the regular meeting of Council of the Rural Municipality of Mountain be extended to 5:00 pm.
