shall go into camera and close the meeting to the public to discuss Human Resource Issues.<br \/>\nCarried:<\/p>\n<p>2.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that pursuant to Section 152(4) of the Municipal Act, this meeting shall be re-opened to the public.<br \/>\nCarried:<\/p>\n<p>3.\tCARRIE BLOSHA<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED the Agenda for the Regular Meeting of Council held this 13th day of October, 2015 \tshall be adopted as amended.<br \/>\nCarried:<\/p>\n<p>4.\tDAVID MINISH<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED that the Minutes for the Regular Meeting of the Council for the Municipality of Swan Valley West held on September 22nd, 2015 and the Special Meetings held on October \t2nd, 2015 and October 5th, 2015 shall be adopted as presented.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:\t<\/p>\n<p>5.\tGLEN FOSTER<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that the Rural Foreman\u2019s Report submitted to council on Tuesday, October 13th, 2015 and the Urban Foreman\u2019s Report submitted to council for the month of September, 2015 \tshall be accepted as received.<br \/>\nCarried:<\/p>\n<p>6.\tGLEN FOSTER<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED that, after discussion with Mr. Schure regarding the conditions placed on his \tsubdivision application, al letter will be issued to Community and Regional Planning \u2013 \tDauphin Branch expressing said concerns, and;<br \/>\nBE IT FURTHER RESOLVED that the meeting previously set to be organized with local area \tlandowners regarding a public access road shall be cancelled.<br \/>\nCarried:<\/p>\n<p>7.\tSTAN POTTEN<br \/>\n\tGLEN FOSTER<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve \tthe Land Owner Agreements for Drainage Works on the following properties;<br \/>\n&#8211; NE \u00bc 33-36-29WPM<br \/>\n&#8211; E \u00bd 10-36-28WPM<br \/>\n&#8211; NW \u00bc 1-37-29WPM<br \/>\nAND BE IT FURTHER RESOLVED that the Reeve and Interim-Acting CAO shall be authorized to sign said agreements on behalf of the Municipality.<br \/>\nCarried:<\/p>\n<p>8.\tDAVID MINISH<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve \tthe recovery of the 2014 deficit realized in the Benito Utility Fund from the Utility Operating \tSurplus.<br \/>\nCarried:<\/p>\n<p>9.\tSTAN POTTEN<br \/>\n\tTERRY NEELY<br \/>\nRESOLVED that the Swan River Fire Department \u2013 September Fire Response Report shall be \treceived.<br \/>\nCarried:<\/p>\n<p>10.\tGLEN FOSTER<br \/>\nBRIAN BURICK<br \/>\nRESOLVED that Urban Animal Control Officer\u2019s Report for the month of September, 2015 \tshall be received, and the payment of expenses related to said services shall be approved as \tsubmitted, a copy of which is attached hereto.<br \/>\nCarried:<\/p>\n<p>11.\tCARRIE BLOSHA<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that the Council of the Municipality of Swan Valley West shall adopt the attached \u2018Formal Report \u2013 Employee Performance\/Behavior Concerns\u2019 and shall include said form as \tpart of the new HR Management Policy.<br \/>\nCarried:<\/p>\n<p>12.\tTERRY NEELY<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED that the Council of the Municipality of Swan Valley West does hereby approve the attendance of the CAO at the MMAA Seminar regarding the pursuit of administrative\/political alignment to be held in Winnipeg on December 11th and 12th, 2015 \tand that all applicable costs shall be paid in accordance with the current municipal policies \tand by-laws.<br \/>\nCarried:<\/p>\n<p>13.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that the Council of the Municipality of Swan Valley West shall hold a Public \tHearing on November 17th, 2015 at 7:00 p.m. regarding the Zoning Amendment application \tsubmitted for Part of NE \u00bc 18-36-27WPM, and will cause notice to be issued in accordance with the Planning Act.<br \/>\nCarried:<\/p>\n<p>14.\tGLEN FOSTER<br \/>\n\tBRIAN BURICK<br \/>\nRESOLVED that the Council of the Municipality of Swan Valley West shall advertise the \tposition of Chief Administrative Officer with a deadline for applications to be set for October \t30th, 2015, and shall hold a meeting to review applications on November 3rd, 2015 at which \ttime they will arrange interviews.<br \/>\nCarried:<\/p>\n<p>15.\tTERRY NEELY<br \/>\n\tDAVID MINISH<br \/>\nRESOLVED By-Law No. 0042-2015, being a by-law of the Municipality of Swan Valley West for the purpose of establishing the positions of designated officer for the Municipality, shall be \tintroduced and read a first time this 13th day of October, 2015.<br \/>\nCarried:<\/p>\n<p>16.\tCARRIE BLOSHA<br \/>\n\tSTAN POTTEN<br \/>\nRESOLVED By-Law No. 0042-2015, being a by-law of the Municipality of Swan Valley West for \tthe purpose of establishing the positions of designated officer for the for Services \u2013 Northern Specialties, Councillor David Minish, a member of council, disclosed a personal interest in the matter before council.<\/p>\n<p>***Council Member David Minish withdrew that the Request for Vacation Leave submitted by the Benito Office Manager \tdated October 8th, 2015 shall be approved by Council.<br \/>\nCarried:<\/p>\n<p>18.\tBRIAN BURICK<br \/>\n\tSTAN POTTEN<br \/>\n\tRESOLVED that mileage claim submitted by the Urban Assistant PW Forman shall be \tapproved on a one-time basis.<br \/>\nCarried:<\/p>\n<p>19.\tGLEN FOSTER<br \/>\n\tDAVID MINISH<br \/>\nRESOLVED that the Council for the Municipality of Swan Valley West approves the purchase \tof a pump for the Benito Well from M&#038;M Drilling and the travel and labor costs associated \twith the delivery and installation of said pump as per the quote submitted October 13th, \t2015.<br \/>\n\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>20.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\n\tRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve \tthe following payments:<br \/>\n\tGeneral Cheques #11722 to #11782 for a total of $86,652.56<br \/>\n\tPayroll Cheques #389 to #407 for a total of $26,499.65<br \/>\n\tCouncil Indemnity Cheques #408 to #414 for a total of $9,326.82<br \/>\n\tFor a Grand Total of $122,479.03<br \/>\nCarried:<\/p>\n<p>21.\tBRIAN hereby agree to hire the services of the Swan River Fire Chief to \tperform a home inspection on the property known as SE \u00bc 16-37-28WPM.<br \/>\nCarried:<\/p>\n<p>24.\tGLEN FOSTER<br \/>\n\tDAVID MINISH<br \/>\nWHEREAS the Manitoba Wildlife Federation has presented that night lighting is a dangerous hunting practice and;<br \/>\nWHEREAS the Municipality of Swan Valley West agrees with the contents of Resolutions No. 1 and 2 sent January 30th, 2015, by MBP;<br \/>\nTHEREFORE BE IT RESOLVED that the Council does hereby agree to offer a letter of support for the MWF in its efforts to lobby the Province of Manitoba to ban all night lighting and \tbetter define those areas where night lighting is dangerous.<br \/>\nCarried:<\/p>\n<p>25.\tGLEN FOSTER<br \/>\n\tSTAN POTTEN<br \/>\nWHEREAS the Council for the Municipality of Swan Valley West believes the SVSFE Program \tenhances the Swan River Valley in many ways;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to
