{"id":26646,"date":"2015-11-16T23:32:17","date_gmt":"2015-11-17T05:32:17","guid":{"rendered":"http:\/\/swanriver.valleybiz.ca\/news\/?p=26646"},"modified":"2015-11-22T13:43:39","modified_gmt":"2015-11-22T19:43:39","slug":"town-of-swan-river-minuted-november-3-2015","status":"publish","type":"post","link":"https:\/\/swanriver.valleybiz.ca\/news\/2015\/11\/16\/town-of-swan-river-minuted-november-3-2015\/","title":{"rendered":"Town of Swan River Minutes &#8211; November 3, 2015"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/swanriver.valleybiz.ca\/news\/wp-content\/uploads\/2011\/04\/Town-of-Swan-River1.jpg\" alt=\"\" title=\"Town of Swan River\" width=\"236\" height=\"144\" class=\"alignleft size-full wp-image-1057\" srcset=\"https:\/\/swanriver.valleybiz.ca\/news\/wp-content\/uploads\/2011\/04\/Town-of-Swan-River1.jpg 236w, https:\/\/swanriver.valleybiz.ca\/news\/wp-content\/uploads\/2011\/04\/Town-of-Swan-River1-100x61.jpg 100w\" sizes=\"auto, (max-width: 236px) 100vw, 236px\" \/>The Council of the Town of Swan River met on Tuesday, November 3rd, 2015, at 7:30 p.m. in the Town Council Chambers with Mayor McKenzie presiding and Councilors, Jacobson, Moriaux, Friesen, Whyte, Delaurier &#038; Sakal present.<br \/>\n<\/br>Delegations:  <\/p>\n<p><strong>Fire Chief Fedorchuk presented his report.<\/strong><br \/>\nIn the months of September and October the SRFD responded to 15 calls.<br \/>\n10 responses were within Town limits, 3 responses were in the Municipality of Swan Valley West, 2 responses were in the Municipality of Minitonas-Bowsman.<br \/>\nCurrently the SRFD has responded to a combined 80 calls at a total of 1467 man hours.<br \/>\nLast year at this time the SRFD responded to 75 calls for a total of 1159 man hours.<br \/>\nTraining is ongoing and to date SRFD firefighters have a combined 1674.50 hours of training which includes online, MESC and in house sessions. Upcoming sessions include scenario based response training in which firefighters respond to simulated scenarios testing skills and response procedures. These include simulated structure and vehicle fires along with responses to preplanned locations.<br \/>\nAlso on the training agenda is a peer driven course offered by the Canadian Association of Fire Chiefs to be held in Dauphin in November. Beyond Hoses to Helmets is an officer development program with topics in Leadership, Training, Recruitment, Retention, Branding\/Marketing and is delivered by active fire chiefs from across the provinces.<br \/>\nDepartment members have recently concluded the annual October fundraising drive for cancer with the Pink Shirt sales and Boot Drive and are just starting the Movember campaign.<br \/>\nWith our district partners in the SVMAD we are currently engage in budget exercises, discussions for response tactics and public education opportunities.<br \/>\nFire inspections are ongoing with the required annual inspections starting this month.<br \/>\nThe old Kinsman Pool pump building is now in use with some minor changes yet to be completed.<\/p>\n<p><strong>Primary Care Centre \u2013 Megan Gray and Lisa Lukie<\/strong><br \/>\n4 full time physicians: 3 are accepting new patients<br \/>\n3 are in training in cancer care.<br \/>\nThis is not considered a walk-in clinic<br \/>\nStill dealing with parking issues<br \/>\nThe clinic has a couple of new services \u2013A person from The Alzheimer\u2019s Society and a person from Cancer Care MB comes in regularly to provide support services<br \/>\nPMHA is assisting in getting the clinic set up on their website.<br \/>\nThe nurse practitioner is still in training.<\/p>\n<p>Minutes:<br \/>\n1.\tRESOLVED that the minutes of the October 20th, 2015 regular meeting of Council be \tadopted as received.<br \/>\nCarried:<\/p>\n<p>2.\tRESOLVED that the Agenda for the November 3rd, 2015 regular meeting of Council be             \treceived.<br \/>\nCarried:<\/p>\n<p>3.\tWHEREAS the Town of Swan River is creating a new by-law to establish a public recreation \tcommission:<br \/>\nTHEREFORE BE IT RESOLVED that By-Law No. 20\/97 being a by-law of the Town of Swan River establishing a Parks and Recreation Commission be hereby rescinded.<br \/>\nCarried:<\/p>\n<p>4.\tRESOLVED that Brian Hunter be appointed to the Northwest Regional Library Board as the \tTown of Swan River at large representative.<br \/>\nCarried:<\/p>\n<p>5.\t\tRESOLVED that the Swan River Fire Department October 2015 Call Report be received.<br \/>\nCarried:<\/p>\n<p>6. RESOLVED that the letter of resignation from the position of RCMP Clerk Stenographer \t(attached as Schedule \u201cA\u201d) submitted by Lisa Lintick be received.<br \/>\nCarried:<\/p>\n<p>11. RESOLVED that the Superintendent of Works Report be received.<br \/>\nCarried:<\/p>\n<p>12.\tWHEREAS the UV disinfection Is a primary component in the Town of Swan River Water \tTreatment process and the control screen for this component has broken down and is \tpreventing operators from accessing the controls, settings and readings;<br \/>\nTHEREFORE BE IT RESOLVED that the Public Works Department accept the quotation from  \tB.A. Robison and Associated Engineering for replacement  of the TP270 UV control screen in \tthe amount of $11,726.80.<br \/>\nCarried:<\/p>\n<p>13.\tRESOLVED that By-Law No. 14\/2015 being a By-Law of the Town of Swan River to establish a \tpublic Rec recreation commission to be read a first time.<br \/>\nCarried:<\/p>\n<p>14.\tRESOLVED that the Handi Van Report for October 2015 be received.<br \/>\nCarried:<\/p>\n<p>15.\tRESOLVED that Crystal Fawcett be hired for the RCMP Clerk Stenographer position with \temployment to commence on November 5th, 2015.<br \/>\nCarried:<\/p>\n<p>16. RESOLVED that the accounts as follows be hereby approved for payment:<br \/>\n(1)  General Accounts from Cheque No. 17777 to No 17855 for a total of $213,424.51<br \/>\n(2)  Payroll Account from Cheque No. 3656 to No.3662 for a total of $85,473.74.<br \/>\nCarried:<\/p>\n<p>17.  RESOLVED that, pursuant to Section 152(3) of The Municipal Act, Council go into Committee \t and close the meeting to the public.<br \/>\nCarried:<\/p>\n<p>18. RESOLVED that pursuant to Section 152(4) of The Municipal Act this meeting be reopened to \tthe public.<br \/>\nCarried:<\/p>\n<p>19. RESOLVED that By-Law No. 15\/2015 being a By-Law of the Town of Swan River to amend \tBy-Law No. 4\/2015 to provide for the expenditure and borrowing for the Richardson \tRecreation and Wellness Centre be read a first time.<br \/>\nCarried:<\/p>\n<p>20.
