Leisure Guide<\/p>\n<p>1.\tGLEN FOSTER<br \/>\nDAVID MINISH<br \/>\nRESOLVED that pursuant to Section 152(3) of the Municipal Act, the Council as a whole shall go into camera and close the meeting to the public to discuss pending legal issues.<br \/>\nCarried:<\/p>\n<p>2.\tSTAN POTTEN<br \/>\n\tCARRIE BLOSHA<br \/>\n\tRESOLVED that pursuant to Section 152(4) of the Municipal Act, this meeting shall be \tre-opened to the public.<br \/>\n\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>3.\tTERRY NEELY<br \/>\n\tCARRIE BLOSHA<br \/>\n\tRESOLVED that the Agenda for the Regular Meeting of Council held this 11th day of August, \t2015 shall be adopted as amended.<br \/>\nCarried:<\/p>\n<p>4.\tGLEN FOSTER<br \/>\n\tDAVID MINISH<br \/>\n\tRESOLVED that the Public Works Foreman\u2019s Report presented on August 11th, 2015 shall be \taccepted as received, a copy of which is attached hereto.<br \/>\nCarried:<\/p>\n<p>5.\tBRIAN BURICK<br \/>\n\tTERRY NEELY<br \/>\n\tRESOLVED that in accordance with Sections 300 and 326 of the Municipal Act, the changes to \tthe 2015 assessment roll for the Municipality of Swan Valley West shall be accepted by the \tCouncil and applied to that portion of the 2015 taxes as described on the attached reports \treceived from Manitoba Municipal Government \u2013 Assessment Services, Swan River Office \tdated July 24th 2015, a copy of which is attached hereto.<br \/>\nCarried:<\/p>\n<p>6.\tCARRIE BLOSHA<br \/>\n\tBRIAN BURICK<br \/>\n\tRESOLVED that we do hereby agree to rent small equipment for the maintenance of the \tDurban Landfill Site as attached hereto.<br \/>\nCarried:<\/p>\n<p>7.\tGLEN FOSTER<br \/>\n\tCARRIE BLOSHA<br \/>\nRESOLVED the Council for the Municipality of Swan Valley West does herby agree to collect \tscrap metal at both the Benito Landfill Site and Durban Landfill Site until such time as there is \ta sufficient amount to advertise for quotes from local scrap metal dealers, and;<br \/>\n\tBE IT FURTHER RESOLVED that no scrap metal shall be removed from either of the \taforementioned landfill sites without written authorization from Council.<br \/>\nCarried:<\/p>\n<p>8.\tGLEN FOSTER<br \/>\n\tSTAN POTTEN<br \/>\n\tWHEREAS the owners of PT S.W. \u00bc Sec 33-34-28 WPM have made application to subdivide \tthis property, and:<br \/>\n\tWHEREAS the Council for the Municipality of Swan Valley West has reviewed said application, \talong with the letter received from Community and Regional Planning dated July 30th, 2015 \tand has no objections to the proposed subdivision;<br \/>\n\tTHEREFORE BE IT RESOLVED that we do hereby approve the subdivision of the \taforementioned property and shall notify the Office of Manitoba Community and Regional \tPlanning, Dauphin in writing along with confirmation of the status of taxes.<br \/>\nCarried:<\/p>\n<p>9.\tGLEN FOSTER<br \/>\n\tTERRY NEELY<br \/>\n\tWHEREAS advertisements were made in the various forms of local media and the Council for \tthe Municipality of Swan Valley West has received tenders for the purchase of the Municipal \tShop &#038; Property located at 700 Church Avenue in Kenville, MB;<br \/>\n\tTHEREFORE BE IT RESOLVED that we do hereby agree to accept the offer submitted by John \tMachan to purchase the above noted property under the terms and conditions of the \tagreement attached hereto.<br \/>\nCarried:<\/p>\n<p>10.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\n\tRESOLVED that the attached request for vacation shall be approved by the Council as \tsubmitted.<br \/>\n\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>11.\tGLEN FOSTER<br \/>\n\tDAVID MINISH<br \/>\n\tRESOLVED that a refund for the attached payment for private dust control shall be approved \tby the Council, since the private application was not applied due to the application by the \tmunicipality under an agreement with the Province for a special haul route for a capital \tproject on PTH #10.<br \/>\nCarried:<\/p>\n<p>12.\tSTAN POTTEN<br \/>\n\tBRIAN BURICK<br \/>\n\tWHEREAS the Council for the Municipality of Swan Valley West desires to enter into an \tagreement to purchase aggregate from Paul Frank and has reviewed and approve the terms \tand conditions of the attached agreement;<br \/>\n\tTHEREFORE BE IT RESOLVED that we do hereby agree to enter into said agreement for the \tFiscal Years 2015-2018 and authorize the Reeve and Interim-Acting CAO to sign said \tagreement on behalf of the municipality.<br \/>\nCarried:<\/p>\n<p>13.\tDAVID MINISH<br \/>\n\tTERRY NEELY<br \/>\n\tRESOLVED that the Weed Inspector\u2019s Reports for July 2015 shall be received by Council.<br \/>\nCarried:<\/p>\n<p>14.\tBRIAN BURICK<br \/>\n\tCARRIE BLOSHA<br \/>\nWHEREAS there have been significant discussions regarding the Committees of Council and \tthe Communication Flow Chart, and;<br \/>\nWHEREAS there is a need to ensure effective management of municipal works and provide \tprompt and efficient management of employment issues for both the council and the \temployees;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree to dissolve the current Transportation \tCommittee and the Human Resources Committee and shall approve said changes in the 2015 \tAppointments to Committees of Council as attached hereto, handling all related aspects of \tboth these committees as \u201cCouncil as a Committee of the Whole\u201d.<br \/>\nCarried:<\/p>\n<p>15.\tBRIAN BURICK<br \/>\n\tTERRY NEELY<br \/>\n\tRESOLVED that, due to the change in the Human Resources Committee, the policy for \tdealing with HR issues shall be set as attached hereto.<br \/>\nCarried:<\/p>\n<p>16.\tGLEN FOSTER<br \/>\n\tSTAN POTTEN<br \/>\n\tRESOLVED that the attached letter of resignation shall be accepted as submitted by Mandy \tStaples, who is accepting a permanent position elsewhere.<br \/>\n\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>7.\tCARRIE BLOSHA<br \/>\n\tTERRY NEELY<br \/>\n\tRESOLVED that the Council for the Municipality of Swan Valley West does hereby approve \tthe following payments;<br \/>\n\tGeneral Cheques #11558 to #11582 for a total of $225,393.15<br \/>\n\tPayroll Cheques #289 to #309 for a total of $26,250.62<br \/>\n\tCouncil Indemnity Cheques #310 to #319 for a total of $11,433.00<br \/>\n\tFor a Grand Total of \t$263,076.77.<br \/>\nCarried:<\/p>\n<p>18.\tCARRIE BLOSHA<br \/>\n\tTERRY NEELY<br \/>\n\tWHEREAS the Council for the Municipality of Swan Valley West has discussed the business \ttax previously charged in the Rural Area and the implication of such a tax on business in both \tthe Rural Area and Urban Area in the future, and;<br \/>\n\tWHEREAS it is difficult to maintain a fair process of applying a Business Tax in the entire \tmunicipality due to the number of small businesses that operate independently and the \tdifficulty in stipulating what type of agriculture operations should be classified as a business;<br \/>\nTHEREFORE BE IT RESOLVED that we do hereby agree not to charge a Business Tax in the \tfuture, and shall only tax businesses for real property and personal property as appropriate, \taccording to their portioned assessment and based on the mill rates set out in the annual \tFinancial Plan for the Municipality.<br \/>\n\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>19.\tDAVID MINISH<br \/>\n\tTERRY NEELY<br \/>\n\t WHEREAS the Council for the Municipality of Swan Valley West has submitted a proposal to \tImperial Oil regarding their property in the LUD of Benito, and;<br \/>\n\tWHEREAS it is in the best interest of the municipality to make a thorough review of the \tenvironmental study and proposed purchase agreement;<br \/>\n\tTHEREFORE BE IT RESOLVED that we do hereby agree to enlist the services of our legal \tcounsel to make such a review and provide legal advice to the municipality.<br \/>\nCarried:<\/p>\n<p>20.\tGLEN FOSTER<br \/>\n\tSTAN POTTEN<br \/>\n\tRESOLVED that we do hereby agree to place the attached ad in the 2015\/2016 Swan Valley \tRec &#038; Leisure Guide.<br \/>\n\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>21.\tSTAN POTTEN<br \/>\n\tGLEN FOSTER<br \/>\n\tWHEREAS the Council for the Municipality of Swan Valley West has received the attached \tletter from concerned landowners regarding the problem flooding which has occurred over \tthe past several years, and;<br \/>\n\tWHEREAS there has been little action taken by various levels of government to alleviate the \tproblem of overgrown ditches and insufficient drainage systems to take water away from \tfarmlands and into the river systems;<br \/>\n\tTHEREFORE BE IT RESOLVED that we do hereby agree to send a letter of support for the local \tlandowners and agree to support a meeting with these landowners along with \trepresentatives of the Swan Lake Watershed CD, Manitoba Conservation, Manitoba \tInfrastructure and Transportation and the Federal Government to hear the concerns and \tassist in the exploration of a solution.<br \/>\n\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>22.\tGLEN FOSTER<br \/>\n\tBRIAN BURICK<br \/>\n\tRESOLVED that we do hereby receive the Fire Call Reports for the months of January to July, \t2015 for shared services with the Swan River Fire Department as submitted.<br \/>\n\tCarried:<\/p>\n<p>23.\tGLEN FOSTER<br \/>\n\tTERRY NEELY<br \/>\n\tRESOLVED that pursuant to Section 152(3) of the Municipal Act, the Council as a whole shall \tgo into camera and close the meeting to the public to discuss Human Resource issues.<br \/>\nCarried:<\/p>\n<p>24.\tGLEN FOSTER<br \/>\n\tTERRY NEELY<br \/>\n\tRESOLVED that pursuant to Section 152(4) of the Municipal Act, this meeting shall be re-\topened to the public.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>25.\tGLEN FOSTER<br \/>\n\tCARRIE BLOSHA<br \/>\n\tRESOLVED that the starting wage for the part-time Urban Public Works Labourer shall be set \tas per Schedule \u201cA\u201d attached hereto.<br \/>\n\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>26.\tDAVID MINISH<br \/>\n\tBRIAN BURICK<br \/>\n\tRESOLVED that this meeting shall now adjourn at 11:15 p.m.<br \/>\nCarried:<\/p>\n<p>DELEGATIONS:\tNONE<\/p>\n<p>ITEMS FOR DISCUSSION:<br \/>\nRural Signs with GPS Coordinates<br \/>\nSV RISE \u2013 Manager resigned.
