Municipal Roads<br \/>\nReserve Transfers<br \/>\nHR Committee Organization<\/p>\n<p>Present:<br \/>\nReeve:\t\t\tVerne Scouten<\/p>\n<p>Councillors:\t\tCarrie Blosha, Brian Burick, Glen Foster, David Minish<br \/>\n\t\t\tStan Potten, Terry Neely<\/p>\n<p>Interim-Acting CAO;\tCarolyn Gordon<\/p>\n<p>Delegates:\t\tKevin Genoway \u2013 Job Interview<br \/>\n\t\t\tEileen Hadiken &#038; Louis Delaurier \u2013 Swan River Landfill Contract<\/p>\n<p>1. \tGLEN FOSTER<br \/>\n        \tTERRY NEELY<br \/>\n\tRESOLVED that the Agenda for the Special Meeting of Council held on Tuesday, \tJune 29th, 2015 shall be adopted as presented.<br \/>\n\t\t\t\t\t\t\t\t\t\tCarried<\/p>\n<p>2. \tCARRIE BLOSHA<br \/>\n       \t BRIAN BURICK<br \/>\n\tRESOLVED that the Council for the Municipality of Swan Valley West does hereby \tagree to hire Kevin Genoway for the position of Spare Equipment Operator \tunder the terms and conditions outlined in the Job Description and Employment \tOffer attached hereto, and;<br \/>\n\tBE IT FURTHER RESOLVED that the starting date of employment shall be July 6th, \t2015 or as soon as can be mutually agreed.<br \/>\n\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>3. \tTERRY NEELY<br \/>\n        \tDAVID MINISH<br \/>\nRESOLVED that the Council does hereby approve a transfer from the RM of Swan \tRiver \u2013 Paved Road Reserve Account to the General Chequing account for the \tMunicipality of Swan Valley West in the amount of $25,980.00 which include the \t$25,000.00 set out in the Budget for pavement Repairs as well as the Sweeping \tRequired as part of the Crack Sealing Process.<br \/>\nCarried:<\/p>\n<p>* Councillor Foster left the meeting at 9:25 a.m. for municipal business *<\/p>\n<p>4. \tDAVID MINISH<br \/>\n       \tSTAN POTTEN<br \/>\n\tWHEREAS the Council for the Municipality of Swan Valley West, after \tconsultation with many local agriculture producers, has identified the following \timpediments to the movement of agriculture products on the Swan Valley road \tsystems;<br \/>\nThe loss of all but 1 delivery point, creating a situation where over 75% of the grain produced locally must be transported by truck up to 200km to the next nearest delivery point.<br \/>\nThis distance makes it necessary for trucks to be loaded to R-Tack Weights, which are heavier than many of the Swan Valley Roads were originally designed to handle.<br \/>\nMany producers are left with no reasonable way to legally transport their products to market.<br \/>\n\tTHEREFORE BE IT RESOLVED THAT we do hereby agree to request a meeting with \tthe Provincial Government to discuss possible solutions to the aforementioned \tsituation, as it is imperative to include our Provincial Partners as owners of \tProvincial Bridges and Roadways that are key to finding a long-term, coordinated \tsolution for our producers, and;<br \/>\n\tBE IT FURTHER RESOLVED that said long-term, coordinated solution would make \tmuch better use of both Provincial and Municipal tax dollars.<br \/>\n\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>5. \tSTAN POTTEN<br \/>\n       \tCARRIE BLOSHA<br \/>\n\tRESOLVED that pursuant to Section 152(3) of the Municipal Act, the Council as a \twhole shall go into camera and close the meeting to the public to discuss the \toperation &#038; contract for the Swan River Landfill Site.<br \/>\n\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>* Councillor Foster returned to the meeting as part of the \u201cIn Camera\u201d discussion at 9:40 a.m. *<\/p>\n<p>6. \tSTAN POTTEN<br \/>\n       \tBRIAN BURICK<br \/>\n\tRESOLVED that pursuant to Section 152(4) of the Municipal Act, this meeting \tshall be re-opened to the public.<br \/>\n\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>* Councillor Burick left the meeting at 10:45 a.m. *<\/p>\n<p>7. \tCARRIE BLOSHA<br \/>\n       \tTERRY NEELY<br \/>\n\tRESOLVED that this meeting shall now adjourn at 11:55 a.m.<br \/>\nCarried:<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Special Meeting of the Council of the Municipality of Swan Valley West, held in the Council Chamber at 216 Main Street, West Swan River, Manitoba this 29th day of June, 2015 at 8:30 a.m. The Purpose of the meeting is to;
