Mayor McKenzie was absent.  <\/p>\n<p>Public Hearing:<\/p>\n<p>Variation Order No. 3\/2015<\/p>\n<p>To allow the construction of a 24ft x 8ft deck and 2nd fire escape on the front of the house located on Lot 5, Block 28, Plan 370 being 113 8th Ave S.  No persons attended.<\/p>\n<p>Delegation:<br \/>\nFire Department Report \u2013 presenting was Chief Darren Fedorchuk<br \/>\nIn the month of June the SRFD was toned out for 12 incidents<br \/>\nTo date the SRFD has attended 45 calls for a total of 887 man hours<br \/>\nAverage attendance to calls is 15 firefighters.<br \/>\nSRFD has made 2 mutual aid responses to assist Bowsman Fire Department and one response to assist Benito Fire Department. Minitonas Fire has responded to one call for aid from SRFD.<\/p>\n<p>To date firefighters have a combined 353 training hours with an average of 18 firefighters attending sessions. Training has included Pump operations, response tactics and pre-planning, live fire training, ventilation, CPR\/First aid, emergency vehicle operation among others.  These hours do not include NFPA 1001 Level One Firefighting certification training 5 firefighters have taken. This course is a commitment of 200 training hours with the addition of a 40 hour Hazardous Materials Operation course. In total with testing each firefighter committed over 250 hours not including home study time. Firefighters B Fedorchuk, J Fedorchuk, K Rewerts and T Stephen have acquired their International Certification. Firefighter D Rucks has completed his Firefighting portion of testing a will complete the Hazardous Materials Operation portion in the near future.  Currently the department has 18 out of 23 firefighters with Level one or better status.  SRFD members are currently working on the fall training schedule.  Work at the training site is being arranged which would allow the use of the district burn container for additional live fire training.<\/p>\n<p>Fire inspections continue: to date 13 out of 20 mandatory annual inspections have been completed for 2015.  10 of the 27 required three year inspections have been completed with the remaining to be finished in rotation.  Currently there are 9 active inspections open.<\/p>\n<p>In co-operation with the Office of the Fire Commissioner the Swan Valley Mutual Aid District has purchase a fire hose tester. Since testing of fire hose is a required annual requirement the department will be checking the condition, and testing hose throughout the summer saving the cost of exporting the hose out for testing.<\/p>\n<p>Fire department members continually promote fire safety utilizing tours at the hall, the district public education trailer, and events like Canada Day.<\/p>\n<p>Department policy is currently being review with the goal of being completed by September<\/p>\n<p>Work continues on the old Kinsmen pool building and should baring any additional issues be placed at the hall by the weekend.<br \/>\nCurrently the department has 1 application on file with 2 pending in September.<\/p>\n<p>Minutes:<\/p>\n<p>1.\tRESOLVED that the minutes of the June 16th regular meeting and the June 22nd, 2015 special meeting of Council be adopted as received.<br \/>\nCarried:<\/p>\n<p>2\tRESOLVED that the Agenda for the July 7th, 2015 regular meeting of Council be received.<br \/>\nCarried:<\/p>\n<p>\t3.\tRESOLVED that the Superintendent of Works Report be received.<br \/>\nCarried:<\/p>\n<p>4. RESOLVED that By-Law No. 3\/2015 being a By-Law of the Town of Swan River to amend the Town of Swan River Zoning By-Law No. 9\/2004 reclassifying Lot 52, Plan 1017 DLTO from \u201cRS-5\u201d Residential Single \u2013Family Zone to \u201cRM\u201d Residential Multiple-Family Zone be read a            second time.<br \/>\nCarried:<\/p>\n<p>5.
