\n\tWHEREAS Conditional Approval has been granted by the Province of Manitoba, Community \tand Regional Planning for the subdivision of PT S.E. \u00bc Sec. 18-36-27 WPM, File No. 4-193-14-\t7176 and;
\n\tWHEREAS the Council for the Municipality of Swan Valley West has reviewed the terms and \tconditions of the attached Development Agreement between the municipality and the \tlandowner, and are satisfied that it covers all recommendations provided by the Province of \tManitoba;
\n\tTHEREFORE BE IT RESOLVED that we do hereby agree to enter into the aforementioned \tagreement with Lance Delaurier and authorize the Reeve and Interim-Acting CAO to sign \tsaid agreement on behalf of the municipality.

\n\tRESOLVED that, after a careful review of the proposed \u2018Media Relations Policy\u2019, we do hereby \tagree to adopt said policy for the Municipality of Swan Valley West as amended, a copy of \twhich is attached hereto.

\n\tWHEREAS the Owners of PT S.E. \u00bc SEC. 31-35-28WPM have made application to subdivide an \tapproximately 8.6 acre parcel which is surplus property and not necessary for their farm \toperation, and intended for sale as a rural residence, and;
\n\tWHEREAS the subject property is zoned \u201cAG\u201d Agricultural General according to the R.M. of \tSwan River Zoning By-Law #2383-04 and conforms with all minimum requirements, and;
\nWHEREAS Manitoba Infrastructure and Transportation has made a recommendation and the \tcurrent owners and prospective purchasers be advised of the flood hazard, and that all future \tdevelopment at this location should proceed in strict accordance with Policies 2.3.6 regarding \tSensitive Lands, Flooding, and Erosion Policies of the Swan Valley Planning District \tDevelopment Plan;
\n\tTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West does \thereby approve said subdivision application with the aforementioned condition suggested by \tManitoba Infrastructure and Transportation as noted in their report dated May 21st, 2015 a \tcopy of which is attached hereto.

\n\tWHEREAS the owners of PT S.W. \u00bc SEC.20-37-28WPM have made application to subdivide \tthe parcel along the existing waterway that divides the land and sell the West portion of the \tparcel to an interested buyer, retaining ownership of the East portion, and;
\n\tWHEREAS the aforementioned subdivision has received \u2018Conditional Approval\u2019 provided that \tthe requirements and conditions are met as set out in the letter issued May 25th, 2015 by \tManitoba Community and Regional Planning, a copy of which is attached hereto;
\n\tTHEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West does \thereby approve said subdivision application with the attached requirements and conditions \tas set by Manitoba Community and Regional Planning.

\n\tRESOLVED that the following council members and employees are hereby authorized to \tattend the MGRA Gravel Road Design & Maintenance Seminar being held in Swan River on \tJune 25th and June 26th, 2015;

\n\tRESOLVED that the attached 1\/8 page ad shall be approved by council, congratulating the \t2015 graduates.

\n\tRESOLVED that we do hereby agree to work with the Town of Swan River on a project to \tperform \u2018crack sealing\u2019\/ pavement repairs on the following roadways in the municipality;

\n\tBE IT FURTHER RESOLVED that the costs of said project shall be paid as set out in the 2015 \tFinancial Plan, up to a maximum of $25,000.00 and covered by funding from the Municipal \tPaving Reserve.

\n\tWHEREAS the Council has reviewed their membership in the Swan Valley Recreation District \tand have agreed to retain their membership in the District;
\n\tTHEREFORE BE IT RESOLVED that we do hereby agree to enter into the new agreement with \tthe Province of Manitoba, the Town of Swan River and the Municipality of Minitonas-\tBowsman for the years 2015, 2016, 2017 & 2018 and authorize the Reeve and Interim-Acting \tCAO to sign said agreement on behalf of the Municipality of Swan Valley West.

\n\tRESOLVED that, in accordance with the Manitoba Employment Standards, the Council for the \tMunicipality of Swan Valley West does hereby agree to pay out the overtime incurred up to \tMarch 31st, 2015 as per the report attached hereto.

\n\tRESOLVED that the Council for the Municipality of Swan Valley West does hereby agree to \taccept the Animal Control Reports for May, 2015 and shall make payment to the Animal \tControl Officers as attached hereto.

\n\tWHEREAS the Council for the Municipality of Swan Valley West wishes to work with the \tProvince of Manitoba and Nelson River Construction Inc. to provide access to Municipal \tRoadways for hauling materials required for Provincial Highway Contract No. 6404, and;
\n\tWHEREAS the best route from the gravel pit to Provincial Road #279 has been determined to \tbe the 4.4 kilometers of Road #166W from Road #219N to Road #222N;
\n\tTHEREFORE BE IT RESOLVED that we do hereby agree to enter into an agreement with Nelson \tRiver Construction Inc. as follows;
\nNelson River Construction Inc. shall be responsible for the Municipal Transportation levy of $.24\/cubic yard
\n Cook Brothers Cartage Ltd. Shall be responsible for the Municipal Aggregate Levy of $.19\/cubic yard
\n Nelson River Construction Inc. shall be responsible for gravel, road maintenance, and application of dust control suppressant on the above noted 4.4 Kilometers of municipal roadways for the duration of the project
\nMunicipality of Swan Valley West will assist with maintenance of said road at the same level as normally required
\nNelson River Construction Inc. shall be responsible to return the aforementioned roadway to its original pre-project condition once all materials have been transported for Provincial Highways Project No.6404, and they no longer require use of the roadway<\/p>\n
\tBE IT FURTHER REOLVED that the Interim-Acting CAO shall be authorized to sign the \tMunicipal Haul Road agreement on behalf of the Municipality, a copy of which is attached \thereto.

\n\tRESOLVED that Council has reviewed the attached Procedures for the Request Forms and \tWork Orders and shall adopt them for use as part of the Municipality of Swan Valley West \tProcedures Manual.

\n\tRESOLVED that Municipality of Swan Valley West shall apply for a MasterCard in the amount \tof $15,000.00 under the signing control of the Chief administrative Officer or Reeve for \tpurchases made in accordance with municipal policies and by-laws, and as approved by \tcouncil when required and;
\n\tBE IT FURTHER RESOLVED that an Agline Account in the amount of $15,000.00 shall be \tauthorized under the signing control of the Public Works Foreman for purchases made in \taccordance with municipal policies and by-laws, and as approved by council when required.\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n

\n\tCouncil Indemnity Cheques #192 to #201 for a total of $12,546.00

\n\tRESOLVED that the Council for the Municipality of Swan Valley West does hereby receive the \tBank Reconciliation Report for the Period ending May 31st, 2015, a copy of which is attached \thereto.

\n\tWHEREAS it is necessary to continue with the operation of the Benito Fire Department \tunder the Village of Benito Policies until such time as the Fire Committee has reviewed said \tpolicies and procedures and presents their recommendations for adoption by the \tMunicipality of Swan Valley West;
\n\tTHEREFORE BE IT RESOLVED that the attached Wage Schedule and List of Fire Fighters shall \tbe approved by Council until such time as a new policy is adopted by the municipality.
\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n

\n\tRESOLVED that the request from the Benito Fire Department to enter their Rapid Response \tUnit in the Rodeo Parade and to offer Fire Truck Rides at the Benito Canada Day Celebrations \tshall be approved by the Council.
