RESOLVED that the minutes of the January 20th, 2015 regular meeting and the January 27th, 2015 special meeting of Council be adopted as received.<br \/>\nCarried:<\/p>\n<p>2. RESOLVED that the Agenda for the February 3rd, 2015 regular meeting of Council be received.<br \/>\nCarried:<\/p>\n<p>3. RESOLVED that the 2015 Schedule of Fees, Rates and Charges as per Schedule \u201cA\u201d attached be hereby approved.<br \/>\nCarried:<\/p>\n<p>4. RESOLVED that the 2015 Equipment &#038; Labour Rates Fee Schedule as per Schedule \u201cA\u201d attached be hereby approved.<br \/>\nCarried:<\/p>\n<p>5. RESOLVED that Request\/Concern Report for January 2015 be received.<br \/>\nCarried:<\/p>\n<p>6. RESOLVED that the Town of Swan River Council adopt the Shop Use Policy attached as Schedule \u201cA\u201d and that this policy will be in effect on February 4th, 2015.<br \/>\nCarried:<\/p>\n<p>7. RESOLVED that the Birchwood Cemetery Fee Schedule as per Schedule \u201cA\u201d attached be hereby approved and that these fees take effect on February 4th, 2015.<br \/>\nCarried:<\/p>\n<p>8. RESOLVED that the Superintendent of Works Report be received.<br \/>\nCarried:<\/p>\n<p>9. RESOLVED that the following Building Permit Applications be received:<br \/>\n1\/15 &#8211; 359 Kelsey Tr &#8211; Sign<br \/>\n2\/15 &#8211; 410 2nd St N &#8211; Renovation<br \/>\n3\/15 &#8211; 460 9th Ave N -Demo<br \/>\n4\/15 -1506 3rd St N &#8211; Sign<br \/>\n5\/15 &#8211; 1506 3rd St N &#8211; Sign<br \/>\n6\/15 &#8211; 1506 3rd St N &#8211; Sign<br \/>\n7\/15 &#8211; 804 Main St &#8211; Demo<br \/>\nCarried:<\/p>\n<p>10.  RESOLVED that Mayor McKenzie be authorized to attend the Association of Manitoba Municipalities 2015 Mayors, Reeves and CAO\u2019s meeting being held in Winnipeg, MB on March 16th, 2015<br \/>\nCarried:<\/p>\n<p>11. RESOLVED that Mayor McKenzie, Councillors Moriaux, Whyte &#038; Sakal be authorized to attend the Association of Manitoba Municipalities (AMM) 2015 Municipal Officials Seminar and MTCML Trade Show being held in Winnipeg, Manitoba on March 17th and 18th, 2015.<br \/>\nCarried:<\/p>\n<p>12. RESLOVED that the Swan River Fire Department January 2015 Call Report be received.<br \/>\nCarried:<\/p>\n<p>13. RESOLVED that the 2015 Budget for the Veterans Community Hall be approved.<br \/>\nCarried:<\/p>\n<p>14. RESOLVED that the Council of the Town of Swan River does hereby agree to provide funding to Swan Valley Settlement and Immigrant Services Inc. in the amount of $10,037.00 for 2015\/16.<br \/>\nCarried:<\/p>\n<p>15. RESOLVED that the 2015 Budget for the Swan Valley District Recreation Commission be approved.<br \/>\nCarried:<\/p>\n<p>16. RESOLVED that the Town of Swan River contract the services of Ron Lewicki as Building Inspector effective February 1st, 2015 as per Schedule \u201cA\u201d attached.<br \/>\nCarried:<\/p>\n<p>17. RESOLVED that Ken Kokot be appointed as Municipal Weed Inspector for the Town of Swan River.<br \/>\nCarried:<\/p>\n<p>18. RESOLVED that the accounts as follows be hereby approved for payment:<br \/>\n(1) General Accounts from Cheque No. 16351 to No. 16429 for a total of $97,010.55.<br \/>\n(2) Payroll Accounts from Cheque No. 3500 to No.3507 for a total of $98,171.87.<br \/>\nCarried:<\/p>\n<p>19. RESOLVED that By-Law No. 2\/2015 being a By-law of the Town of Swan River to regulate building within the Town be read a first time.<br \/>\nTabled:<\/p>\n<p>20. RESOLVED that Resolution No. 19 be tabled until the next council meeting.<br \/>\nCarried:<\/p>\n<p>21. RESOLVED that the following permit fee be added to taxes:<br \/>\nRoll#241900.000\t\tBP #4\/14 &#038; PP #3\/14<br \/>\nCarried:<\/p>\n<p>22. RESOLVED that the Town of Swan River accept the Waterworks Assessment Study     Proposal from AECOM for a fixed fee of $7,800;<br \/>\nFURTHER BE IT RESOLVED that the Town will submit an application to the Water Services Board for a 50% grant to help offset the cost of this study.<br \/>\nCarried:<\/p>\n<p>23. RESOLVED that By-Law No. 1\/2015 being a By-law of the Town of Swan River to establish school zones with a reduced maximum speed for vehicles be read a first time.<br \/>\nCarried:<\/p>\n<p>24. RESOLVED that the Town of Swan River Council adopt the Snow Removal Policy attached as Schedule \u201cA\u201d and that this policy will be in effect on February 4th, 2015.<br \/>\nCarried:<\/p>\n<p>25. WHEREAS Canada Post and the Conservatives are taking an axe to long-treasured postal services-killing good jobs, eliminating door-to-door delivery, drastically increasing postage rates and closing, downsizing and reducing hours at post offices;<br \/>\nWHEREAS Canada Post did not properly consult on these changes, effectively eliminating any opportunity for input from the people who will be most affected; and<br \/>\nWHEREAS closing and downsizing post offices, reducing post office hours, and eliminating door-to-door delivery will reduce service and eliminate thousands of jobs in communities throughout our country;<br \/>\nWHEREAS Canada Post offers a public service that needs to be protected;<br \/>\nBE IT RESOLVED THAT the Town of Swan River write a letter to the Minister responsible for Canada Post that calls on the government to reverse the changes to services announced by Canada Post, and to look instead for ways to increase service and revenues in areas such as postal banking;<br \/>\nBE IT FURTHER RESOLVED THAT the Town of Swan River ask the Federation of Canadian Municipalities to request that the federal government consult with the public about what kind of postal service they need before allowing Canada Post to make such major changes to public postal service.<br \/>\nMcKenzie  \tno<br \/>\nFriesen\tno<br \/>\nJacobson\t\tno<br \/>\nDelaurier\tno<br \/>\nSakal\t\tno<br \/>\nWhyte\t\tno<br \/>\nMoriaux\t\tno<br \/>\nDefeated:<\/p>\n<p>26. RESOLVED that the Town of Swan River provide a $300.00 grant to the Swan Valley   Association for Community Living.<br \/>\nCarried:<\/p>\n<p>27. RESOLVED that the 2014 Yearly R.C.M.P. Crime Stats Report be received.<br \/>\nCarried:<\/p>\n<p>28. RESOLVED that, Pursuant to Section 152(3) of The Municipal Act, Council go into Committee and close the meeting to the public.<br \/>\nCarried:<\/p>\n<p>29.
