be read a first time.<br \/>\nCarried:<\/p>\n<p>TERRY NEELY<br \/>\nSTAN POTTEN<br \/>\nRESOLVED that By-Law No. 0002-15, being a by-law of the Municipality of Swan Valley West to regulate the proceedings and conduct of Council and the Committees thereof, be read a first time.<br \/>\nCarried:<\/p>\n<p>GLEN FOSTER<br \/>\nSTAN POTTEN<br \/>\nRESOLVED that By-Law #0005-15, being a By-Law of the Municipality of Swan Valley West to govern the organization of the Municipality of Swan Valley West and the Committees thereof, be read a first time.<br \/>\nCarried:<\/p>\n<p>BRIAN BURICK<br \/>\nSTAN POTTEN<br \/>\nRESOLVED that By-Law No. 0006-15, being a by-law of the Municipality of Swan Valley West authorizing the establishment of Designated Officer Positions, be read a first time.\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>GLEN FOSTER<br \/>\nSTAN POTTEN<br \/>\nRESOLVED that By-Law No. 0009-15, being a by-law of the Municipality of Swan Valley West establishing the Position of Chief Administrative Officer, be read a first time.<br \/>\nCarried:<\/p>\n<p>TERRY NEELY<br \/>\nBRIAN BURICK<br \/>\nRESOLVED that, as stated in the amalgamation plan submitted to the Province of Manitoba, Debbie Reich will be appointed as the designated Chief Administrative Officer for the Municipality of Swan Valley West.<br \/>\nCarried:<\/p>\n<p>GLEN FOSTER<br \/>\nSTAN POTTEN<br \/>\nRESOLVED that Brian Burick be appointed as the Deputy Reeve for the Municipality of Swan Valley West, for the four year term of council.<br \/>\nCarried:<\/p>\n<p>BRIAN BURICK<br \/>\nSTAN POTTEN<br \/>\nRESOLVED that Marion Meadows with Glen Foster as an alternate be appointed as the Council Representative on the Benito LUD Committee for 2015.<br \/>\nCarried:<\/p>\n<p>BRIAN BURICK<br \/>\nSTAN POTTEN<br \/>\nRESOLVED that TAXervice be hired to process the 2015 Tax Sale, that 2014 be the designated year for tax arrears, that the Tax Sale be held on October 15, 2015 and the Reeve be appointed the Designated Officer to bid on behalf of the Municipality of Swan Valley West.<br \/>\nCarried:<\/p>\n<p>BRIAN BURICK<br \/>\nSTAN POTTEN<br \/>\nRESOLVED that Rhodel Ferriss of Burnside &#038; Reeve, Verne Scouten, Deputy Reeve, Brian Burick, Chief Administrative Officer, Debbie Reich, and Finance Officer, Angela Mullin, be authorized to sign agreements, cheques, and other negotiable instruments.<br \/>\nCarried:<\/p>\n<p>STAN POTTEN<br \/>\nTERRY NEELY<br \/>\nRESOLVED that the (RM of Swan River) Swan Valley School Division Education Levy to December 31, 2014 be paid in the amount of $346,255.42.<br \/>\nCarried:<\/p>\n<p>TERRY NEELY<br \/>\nBRIAN BURICK<br \/>\nRESOLVED that the (R.M. of Swan River) Provincial Education Levy to December 31, 2014 be paid in the amount of $25,640.14.<br \/>\nCarried:<\/p>\n<p>BRIAN BURICK<br \/>\nTERRY NEELY<br \/>\nRESOLVED that the elected Council for the Municipality of Swan Valley West, acting as the \u201cTransition Committee\u201d, will be reimbursed for all Transition Committee meetings at a rate of $20.00 per hour and .50 km and that these amounts shall be calculated and added to the Municipality of Swan Valley West 2015 Financial Plan.\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tCarried:<\/p>\n<p>STAN POTTEN<br \/>\nBRIAN BURICK<br \/>\nWHEREAS The Municipal Amalgamation Act, Regulation 134\/2014, being the Village of Benito and the Rural Municipality of Swan River Amalgamation Regulation, states that \u201cOn January 1, 2015, the Village of Benito and the Rural Municipality of Swan River are amalgamated to establish the Municipality of Swan Valley West\u201d and that \u201cmunicipal office\u201d means the office located at 216 Main Street, West, Swan River, Manitoba; and<br \/>\nWHEREAS it is prudent and necessary that the business of the municipality be conducted at the municipal office;<br \/>\nTHEREFORE BE IT RESOLVED that Box 369, Benito, Manitoba shall be closed effective January 31, 2015 and that all mail for the amalgamated municipalities shall be forwarded to the Municipality of Swan Valley West, Box 610, Swan River, Manitoba.<br \/>\nCarried:<\/p>\n<p>GLEN FOSTER<br \/>\nBRIAN BURICK<br \/>\nRESOLVED that the Municipality of Swan Valley West will open a new Mail Box at the Post Office in Benito for use by the Benito Utility Supervisor for the purpose of processing water samples.<br \/>\nCarried:<\/p>\n<p>GLEN FOSTER<br \/>\nSTAN POTTEN<br \/>\nRESOLVED that Resolution no. 24 to \u201cGo into Camera and close the meeting to the public\u201d, be suspended until further notice.<br \/>\nCarried:<\/p>\n<p>ITEMS FOR DISCUSSION:<br \/>\nSubdivision Application \u2013 Lester &#038;
