Present: Mayor Meadows; Deputy Mayor Scouten, Councilor Zebinski; Councilor Schneider
\nAbsent: Councilor Offenberger<\/p>\n

Chief Administrative Officer ~ Pat Ellingson.<\/p>\n

Mayor Meadows called the meeting to order at 7:00 pm<\/p>\n

1. \tSCHNEIDER
\n\t\tSCOUTEN
\nRESOLVED that the minutes of the Regular Meeting of Council held on November 18, 2014 be adopted as presented.
\n\tCarried.<\/p>\n

2. \t\tZEBINSKI
\n \tSCHNEIDER
\nRESOLVED that the agenda for the Regular Meeting held on December 9, 2014 be amended as presented.
\n\t\t\t\t\t\t\t\t\t\t\t\tCarried.<\/p>\n

3.\t \tSCHNEIDER
\n \t\t\tSCOUTEN
\nRESOLVED that By-Law #05\/14, being a By-Law of the Village of Benito to provide for the fixing and recovery of a charge related to false fire alarms be read a third time and passed this 9th day of December, 2014 A.D., signed by the Mayor and signed and sealed by the Chief Administrative Officer.

\nRESOLVED that By-Law #06\/14, being a By-law of the Village of Benito appoint designated Officers to Manage the operations of the Benito Fire Department be read a third time and passed this 9th day of December, 2014 A.D., signed by the Mayor and signed and sealed by the Chief Administrative Officer.

\nRESOLVED that accounts numbered 25752 to 25805 in the amount totaling $76,860.11 be ratified as paid.
\n\t\t\t\t\t\t\t\t\t\t\tCarried.<\/p>\n

6. \tSCHNEIDER
\n \t\t\tSCOUTEN
\nRESOLVED that Financial Statement and the Bank Reconciliation to November 30, 2014 be accepted as presented.
\nCarried.<\/p>\n

7. \t\tSCOUTEN
\n\t \t\t\tZEBINSKI
\nWHEREAS the utility operations of the Village of Benito incurred a deficit in 2013; and
\nWHEREAS the Public Utilities Board requires that an application of the aforesaid deficit be submitted for approval;
\nTHEREFOR BE IT RESOLVED that the Village of Benito request that the deficit be recovered by a transfer from Accumulated Surplus.
\nCarried.<\/p>\n

\t\t8. \t\tSCOUTEN
\n\t\tZEBINSKI
\nRESOLVED that the December Animal Control Report be accepted as presented by the Animal Control Officer.
\nCarried<\/p>\n

9.\t\tSCOUTEN
\n\t\t\tSCHNEIDER
\nRESOLVED that the Benito Fire Department Wages Summary for the period from July to December 2014 attached hereto as Schedule \u201cA\u201d be accepted and approved for payment as presented.
\n\t\t\t\t\t\t\t\tCarried.<\/p>\n

10.\t\tZEBINSKI
\n\t\t\tSCOUTEN
\nResolved that the Village of Benito transfer funds from General Reserve to the G.O.F and funds from the G.O.F to the Recreation Trust Fund as per Schedule \u201cA\u201d attached hereto.
\n\t\t\t\t\t\t\t\tCarried.<\/p>\n

\t11.\t\tZEBINSKI
\n\t\tSCOUTEN
\nRESOLVED that the Village of Benito authorize payment of Invoices as attached hereto as Schedule \u201cA\u201d.
\nCarried.<\/p>\n

12.\t\tSCHNEIDER
\n\t\t\tSCOUTEN
\nWHEREAS the Village of Benito has accounts that are deemed to be uncollectable;
\nTHEREFORE BE IT RESOLVED that the accounts as listed as per Schedule \u201cA\u201d attached be written off.
\n\t\t\t\t\t\t\t\tCarried.<\/p>\n

13. \t\tSCHNEIDER
\n\t\t\tZEBINSKI
\nWHEREAS Section 250, Subsection (2), Clause(E) gives authority to municipalities to use municipal equipment to carry out private works on private property;
\nAND WHEREAS Section 252 Subsection (2) gives authority to municipalities to collect unpaid accounts in the same manner as property taxes;
\nAND WHEREAS the Village of Benito has used municipal equipment to carry out private works on private properties;
\nAND WHEREAS the said accounts are unpaid to date;
\nTHEREFORE BE IT RESOLVED that the accounts receivable as set out in Schedule \u201cA\u201d affixed hereto and totaling $510.00 be added to the respective Tax Rolls.

\t14. \t\tZEBINSKI
\n\t\t\tSCOUTEN
\nRESOLVED that the annual Village of Benito Christmas Greeting be authorized for publication in the Star & Times and with the SV Community Foundation.
\nCarried.<\/p>\n

15.\t\tSCOUTEN
\n\t\t\tSCHNEIDER
\nWHEREAS the November employee overtime reports have been received and reviewed by council;
\nBE IT RESOLVED that the overtime hours recorded be accepted as presented and be approved for payment as attached hereto.
\n\t\t\t\t\t\t\t\t\t\t\tCarried.<\/p>\n

\t16.\t\tZEBINSKI
\n\t\t\tSCOUTEN
\nRESOLVED that the Regular Meeting of Council scheduled for Tuesday December 23, 2014 be hereby rescheduled to Monday December 22, 2014
\n\t\t\t\t\t\t\t\t\t\t\tCarried.<\/p>\n

\n\tRESOLVED that we do adjourn the Regular Meeting of Council at 9:40pm.
