Councilor\u2019s  Whyte and Sakal were absent.<\/p>\n<p>Minutes:<br \/>\n1. RESOLVED that the minutes of the November 4th, 2014 regular meeting of Council be adopted as received.<br \/>\nCarried:<\/p>\n<p>2. RESOLVED that the amended Agenda for the November 18th, 2014 regular meeting of Council be received.<br \/>\nCarried:<\/p>\n<p>3. WHEREAS the CAO of the Town of Swan River is away on leave.<br \/>\nTHEREFORE BE IT RESOLVED that the Assistant CAO, Julie Fothergill, be made acting CAO for the duration of the leave of the CAO, effective immediately.<br \/>\nCarried:<\/p>\n<p>4.\tRESOLVED that the Swan River Fire Department October 2014 Call Report be received.<br \/>\nCarried:<\/p>\n<p>5.\tRESOLVED that the accounts as follows be hereby approved for payment.<br \/>\n(1) General Accounts from Cheque No. 15982 to No. 16035 for a total of $ 102,844.26<br \/>\n(2) Payroll Account from Cheque No. 3447 to No. 3455 for a total of $ 98,623.26<br \/>\n Carried:<\/p>\n<p>6.WHEREAS Manitoba Crime Stoppers operates throughout rural Manitoba to provide residents a safe, effective and convenient way to report a crime to the authorities while remaining anonymous and becoming eligible for an award of up to $2,000.00;<br \/>\nAND WHEREAS this service also extends to children who are able to safely report bulling and other inappropriate behavior occurring in schools or the community anonymously and are not subject to reprisal;<br \/>\nAND FURTHERMORE having Manitoba Crime Stoppers in our community provides local law enforcement an additional tool in combating crime by being a source of valuable information derived from tipsters in our community;<br \/>\nTHEREFORE BE IT RESOLVED that the Town of Swan River contribute ten cents per resident ($390.70) to Manitoba Crime Stoppers to assist with operating costs.<br \/>\nCarried:<\/p>\n<p>7.\tRESOLVED that the October, 2014 R.C.M.P. Report be received.<br \/>\nCarried:<\/p>\n<p>8.  RESOLVED the By-Law No. 11\/2014 being a By-law of the Town of Swan River to regulate  building within the Town be read a first time.<br \/>\nCarried:<\/p>\n<p>9    RESOLVED that the Superintendent of Works Report be received.<br \/>\nCarried:<\/p>\n<p>10. RESOLVED that the Financial Statement for the month ended October 31st, 2014 be adopted as received.<br \/>\nCarried:<\/p>\n<p>11. RESOLVED that, pursuant to Section 152(3) of The Municipal Act, Council go into Committee and close the meeting to the public.<br \/>\nCarried:<\/p>\n<p>12.\tRESOLVED that pursuant to Section 152(4) of The Municipal Act this meeting be reopened to the public.<br \/>\nCarried:<\/p>\n<p>13. RESOLVED that By-Law No. 6\/2014 being a By-law of the Town of Swan River to amend the    Town of Swan River Zoning By-Law by zoning an area described as PT NE \u00bc Sec. 16-36-27 WPM to \u201cRS-5\u201d Residential Single Family Zone and \u201cAUR\u201d Agricultural Urban Reserve Zone be read a third time and be passed.<br \/>\nGlen McKenzie\t\tyes<br \/>\nDavid Moriaux\t\tyes<br \/>\nPhylis Friesen\t\tyes<br \/>\nJason Delaurier\t\tyes<br \/>\nLance Jacobson\t\tyes<br \/>\nJason Sakal\t\tabsent<br \/>\nDuane Whyte\t\tabsent<br \/>\nCarried:<\/p>\n<p>14.
