1. \tS. Windsor \u2013 J. Caruk
\n\tRESOLVED THAT the Agenda be adopted as presented.
\n\t Carried.\t<\/p>\n

2.\tS. Windsor \u2013 D. Bartel
\n\tRESOLVED THAT the minutes of the Regular Meetings of the Council of the Town of Minitonas held on September 3rd, 2014 and September 17th, 2014 shall be \tadopted as circulated.
\n\tCarried.<\/p>\n

3.\tJ. Caruk \u2013 S. Windsor
\n\tRESOLVED THAT the Council of the Town of Minitonas do hereby authorize \tthe Transfers from the Municipality\u2019s General Operating Account to the Reserve \tAccounts in accordance with the 2014 Budget.
\n\tCarried.<\/p>\n

4.\t J. Caruk \u2013 D. Bartel
\n\tRESOLVED THAT the attached quote for repairs on the Public Works Truck \tshall be authorized by the Minitonas Town Council as attached hereto.
\n\tCarried.<\/p>\n

5.\t S. Windsor \u2013 D. Bartel
\n\tWHEREAS there have been no written appeals received prior to the deadline of \tSeptember 15th, 2014 regarding the 2015 Assessments for property owners in the \tTown of Minitonas;
\n\tTHEREFORE BE IT RESOLVED THAT the Board of Revision scheduled for October 1st, 2014 is hereby cancelled and a letter of notification shall be sent to the Municipal Assessor with regards to the aforementioned cancellation;
\n\tBE IT FURTHER RESOLVED THAT the 2015 Assessment Roll for the Town of Minitonas shall be adopted as presented.
\n\tCarried.<\/p>\n

6.\tS. Windsor – J. Caruk
\n\tWHEREAS the date for the Tax Sale for all properties in the Town of Minitonas \twith taxes owing for the year 2012 has been set for November 21st, 2014 and;
\n\tWHEREAS the municipality has the authority under Section 372 of The Municipal \tAct to appoint a designated officer to bid on their behalf, and to set a minimum bid \ton said properties;
\n\tTHEREFORE BE IT RESOLVED THAT the minimum bid for any property \tbeing auctioned shall be set at the full amount owing tax arrears, interest on those \tarrears, and costs incurred as a direct result of the Tax Sale process;
\n\tBE IT FURTHER RESOLVED THAT the CAO for the Town of Minitonas shall be appointed as the \u2018Designated Officer\u2019 to bid on any properties to be sold by auction on behalf of the municipality.

7.\t D. Bartel \u2013 J. Caruk
\n\tWHEREAS the Council of the Town on Minitonas do hereby approve the transfers of $1744.20 from the Joint Fire Fighting Retainer \u2013 Capital Equipment Reserve Account to the General Operating Account for the purchase of a new paging system for the fire department, and;
\n\tWHEREAS the withdrawal of funds must also be approved by the Council of the \tRural Municipality of Minitonas;
\n\tTHEREFORE BE IT RESOLVED THAT the aforementioned transfer of funds \tshall be proposed to the RM of Minitonas Council for approval at their October 8th, \t2014 Council Meeting, and;
\n\tBE IT FURTHER RESOLVED THAT once both councils have provided \tapproval of said transfer by resolution, the Mayor & CAO shall be authorized to \tsign on behalf of the municipality and funds in the amount of $1744.20 shall then \tbe moved from the joint Fire Fighting Retainer \u2013 Capital Equipment Reserve \tAccount to the Town\u2019s General Chequing Account.
\n\tCarried.<\/p>\n

8.\tJ. Caruk \u2013 S. Windsor
\n\tWHEREAS the Minitonas Town Council has approval for borrowing in place for \tthe Minitonas Lagoon Expansion Project under By-Law No. 3\/2010;
\n\tAND WHEREAS there is a need to extend the temporary borrowing until such \ttime as the final costs have been determined and long term borrowing can be \testablished;
\n\tTHEREFORE BE IT RESOLVED THAT we do hereby agree to apply to the \tSwan Valley Credit Union for an extension of the existing temporary borrowing in \tthe amount of $30,000 until December 31st, 2014 or until such time as the project \thas been paid in full and the amount of long term borrowing has been determined.
\n\tCarried.<\/p>\n

9.\tS. Windsor \u2013 D. Bartel
\n\tRESOLVED THAT the Council of the Town of Minitonas does hereby agree to \trenew the contract agreement with Merv Leslie as attached hereto.
\n\tCarried.<\/p>\n

10.\tJ. Caruk \u2013 S. Windsor
\n\tWHEREAS the Minitonas Town Council believes that it is in the best interest of \tthe municipality to make plans and obtain quotes for upgrades that will assist in \tmaintaining the integrity of the Minitonas Community Hall and will provide \tinterior renovations that will allow for a Senior Centre, increased capacity and \tincreased usage, and;
\n\tWHEREAS the receipt of funds from Manitoba Hydro through the Community \tDevelopment initiative will provide a substantial amount of funding required to \tcover the municipality\u2019s portion of the project, thereby making the project more \taffordable to local ratepayers;
\n\tTHEREFORE BE IT RESOLVED THAT we do hereby agree to submit an \tapplication to the Province of Manitoba under the Community Places Program for a \tfinancial contribution to the Minitonas Community Hall Enhancement Project.

11.\tD. Bartel – J. Caruk
\n\tRESOLVED THAT the Public Works Report for the month of September, 2014 \tshall be accepted as submitted by the Town Foreman, a copy of which is attached \thereto.
\n\tCarried.<\/p>\n

12.\tS. Windsor \u2013 J. Caruk
\n\tWHEREAS the Public Works Employee Overtime Reports have been received & \treviewed by Council;
\n\tTHEREFORE BE IT RESOLVED THAT all applicable overtime hours \trecorded for the month of September, 2014 shall be approved and either paid out \twith the October 15th, 2014 payroll or booked for future use as indicated on the \taforementioned reports, copies of which have been attached hereto.
\n\tCarried.<\/p>\n

13.\tD. Bartel \u2013 S. Windsor
\n\tWHEREAS an application is being submitted to Province of Manitoba under the \tCommunity Places Program to assist with the costs of upgrades that will assist in \tmaintaining the integrity of the Minitonas Community Hall and provide interior \trenovations that will allow for increased capacity and usage, and;
\n\tWHEREAS there will still be a substantial amount of funding required to cover the \tmunicipality\u2019s portion of the project;
\n\tTHEREFORE BE IT RESOLVED THAT we do hereby agree to submit an \tapplication to the Community Foundation of Swan Valley for a financial \tcontribution to the Minitonas Community Hall Enhancement Project.

14. \tD. Bartel \u2013 S. Windsor
\n\tWHEREAS to commemorate the centennial anniversary of 4-H in Canada and the \tmany years it has been part of the local communities;
\n\tTHEREFORE BE IT RESOLVED THAT the Council of the Town of Minitonas \tdoes hereby designate Lot 1, Block 5, Plan 314 as the \u2018Minitonas 4-H Centennial \tPark\u2019, and;
\n\tBE IT FURTHER RESOLVED THAT a celebration shall be held at the park on \tFriday, October 17th, 2014 at 4:30 pm to officially announce the naming of the park \tand to acknowledge the importance of history of 4-H in the Town of Minitonas and \tthe RM of Minitonas.
\n\tCarried.<\/p>\n

15.\tS. Windsor \u2013 D. Bartel
\n\tRESOLVED THAT we do now adjourn at 11:05 pm to meet again for the next \tregular meeting of Council to be held on the 25th day of October, 2014 A.D. at 7:00 \tpm.
