\n\tRESOLVED THAT the minutes of the Regular Meetings of the Council of the Town of Minitonas held on April 2nd, 2014 & April 16th, 2014 the Public Hearing held on April 16th, 2014 and the Special Meeting held on April 25th, 2014 shall \tbe adopted as circulated.

\n\tWHEREAS the Town of Minitonas has received a New Municipal Gas Tax Agreement from the Province of Manitoba under their Administrative Agreement with the Government of Canada, allowing for the transfer of federal gas tax dollars \tto Manitoba municipalities, and;
\n\tWHEREAS the contents of the agreement, including the Question & Answer \tDocument enclosed with said agreement, have been reviewed by council;
\n\tTHEREFORE BE IT RESOLVED THAT the Council of the Town of Minitonas \tdoes hereby agree to the terms and conditions of the new agreement, and;
\n\tBE IT FURTHER RESOLVED THAT the Mayor and CAO shall be authorized \tto sign the New Municipal Gas Tax Agreement for the years 2014\/15 through to \t2023\/24 on behalf of the municipality.

\n\tRESOLVED THAT the Town of Minitonas Council does hereby receive the 2013 \tYearend Audited Financial Statement for Swan Valley RISE as submitted.
\n\tCarried.<\/p>\n
5.\t S. Windsor \u2013 J. Caruk
\n\tWHEREAS the attached recommendation was received from the Town & RM of \tMinitonas Fire Protections Committee for the transfer of funds from the Joint Fire \tFighting Retainer \u2013 Capital Equipment Reserve, and;
\n\tWHEREAS, in accordance with the By-Law 2\/2009, the councils of the Town of \tMinitonas and the RM of Minitonas must both approve any withdrawals from the \taforementioned joint reserve account;
\n\tTHEREFORE BE IT RESOLVED THAT we do hereby approve the transfer of \t$5000 from said reserve account as recommended and shall hold the actual transfer \tof funds pending receipt of the resolution of the RM of Minitonas Council in \tagreement of said transfer, and;
\n\tBE IT FURTHER RESOLVED THAT the Mayor and CAO shall be authorized \tto sign the aforementioned transfer on behalf of the municipality once both \tcouncils have passed their resolutions agreeing to the transfer.

\n\tWHEREAS the attached petition has been received and reviewed by the Minitonas \tTown Council, and;
\n\tWHEREAS, an informative presentation has been received from Tracy Burick at \tthis evening\u2019s meeting, resulting in significant concerns for the safety of \tpedestrians and motor vehicle operators at the intersection of PTH#10N and 3rd St. \tN. which currently has no traffic control system in place, and;
\n\tWHEREAS this area of the Town of Swan River, having a higher volume of \tpedestrian and vehicle traffic, is continually developing, including the opening of \tthe new aquatic centre, gym, housing and a daycare centre;
\n\t THEREFORE BE IT RESOLVED THAT the Council of the Town of \tMinitonas does hereby agree to write a formal letter in support of the petition and \tthe mission to establish safer vehicle and pedestrian traffic as soon as possible.

\n\tWHEREAS the Public Works Employee Overtime Reports have been received & \treviewed by Council;
\n\tTHEREFORE BE IT RESOLVED THAT all applicable overtime hours \trecorded for the month of April, 2014 shall be approved and either paid out with \tthe May 15th, 2014 payroll or booked for future use as indicated on the \taforementioned reports, copies of which have been attached hereto.

\n\tRESOLVED THAT the Public Works Report for the month of April, 2014 \tshall be accepted as submitted by the Town Foreman, a copy of which is attached \thereto.
\n\tCarried.
\n9.\tJ. Caruk – S. Windsor
\n\tWHEREAS the Minitonas Town Council has determined that, under the terms of \tBy-Law No. 2\/2007, the condition of the attached list of properties has become \tunsightly, a nuisance and possible danger to the public;
\n\tTHEREFORE BE IT RESOLVED THAT the owner of the aforementioned \tproperties shall be given written notice advising them that the condition of said \tproperty must be rectified by the deadline of May 28th, 2014 and;
\n\tBE IT FURTHER RESOLVED THAT, should the condition of the property not \tbe corrected by the aforementioned date, the Minitonas Town Council shall provide \tauthorization for the work to be completed and the associated costs of said work \tshall be billed to the property owners accordingly.

\n\tRESOLVED THAT the Minitonas Town Council will hold a Public Meeting on \tTuesday, May 27th, 2014 at 7:00 pm in the Minitonas Town Hall for the purpose of \tgathering concerned citizens from the community to discuss issues regarding \tvandalism protection and the possible development and promotion of a Community \tWatch Program.

\n\tRESOLVED THAT the Council of the Town of Minitonas does hereby approve \tthe attached request for unpaid leave as submitted.

\n\tWHEREAS the Council of the Town of Minitonas has reviewed and revised \tSchedule \u2018B\u2019 to By-Law No. 5\/2002 \u2013 Notice of Impound to better inform pet \towners when dogs have been impounded for breach of the Animal Control By-Law \tfor the municipality;
\n\tTHEREFORE BE IT RESOLVED THAT we do hereby agree to adopt the new \tNotice of Impound as revised, a copy of which is attached hereto.

\n\tRESOLVED THAT the Minitonas Town Council agrees to submit the attached \treport to Manitoba Water Services Board reflecting the priority infrastructure \trenewal projects facing the community.

\n\tWHEREAS the Minitonas Town Council has established an award to recognize \tspecial volunteer efforts in the Town of Minitonas;
\n\tTHEREFORE BE IT RESOLVED THAT the Council shall make available \tapplications for nominations for the \u2018Town of Minitonas Volunteer Award\u2019 \tbeginning May 15th, 2014, and;
\n\tBE IT FURTHER RESOLVED THAT the deadline for submission shall be set at \tJune 16th, 2014 and shall be presented at the July 1st \u2018Canada Day\u2019 Pancake \tBreakfast.

\n\tWHEREAS the Minitonas Town Council received a letter from the Town of Swan \tRiver for consideration of the funding of a portion of the operating costs of the \tSVCU Aquatic Centre, and;
\n\tWHEREAS the public who attended the 2014 Budget Public Hearing, and many \tcitizens around the community, were against making a financial contribution to a \tfacility outside of the municipality from taxation;
\n\tTHEREFORE BE IT RESOLVED THAT the Minitonas Town Council agrees \tto decline the offer of financial participation and shall submit the attached letter to \tthe Town of Swan River explaining their position and the reasons for rejecting the \trequest for funding of said operating costs.

\n\tRESOLVED THAT we do now adjourn at 11:05 pm to meet again for the next \tregular meeting of Council to be held on the 21st day of May, 2014 A.D. at 7:00 \tpm.
