\n\tRESOLVED THAT the Agenda be adopted as presented.

\n\tRESOLVED THAT the minutes of the Regular Meetings of Council held on December 4th & December 20th, 2013 and the minutes of the Special Meetings of Council held on December 4th, 2013 & December 30th, 2013 shall be adopted \tas circulated.

\n\tRESOLVED THAT the Bank Reconciliation for the period ending December 31st, 2013 shall be approved as presented.

\n\tRESOLVED THAT the Animal Control Officer\u2019s Report for the month of \tDecember, 2013 shall be accepted as presented, a copy of which is attached hereto, \tand;
\n\tBE IT FURTHER RESOLVED THAT payment for contract services for Animal \tControl shall be made as per the aforementioned report.

\n\tRESOLVED THAT approval of payment be made for the List of Accounts \tnumbered 5738 to 5781 inclusive, amounting to $88,517.86.

\n\tWHEREAS the Public Works Employee Overtime Reports have been received & \treviewed by Council;
\n\tTHEREFORE BE IT RESOLVED THAT all applicable overtime hours \trecorded for the month of December, 2013 shall be approved and paid out with the \tJanuary 15th, 2014 payroll or booked for future use as indicated on the \taforementioned reports, copies of which have been attached hereto.

\n\tRESOLVED THAT the Public Works Report for the month of December, 2013 \tshall be accepted as submitted by the Town Foreman, a copy of which is attached \thereto.

\n\tWHEREAS the Minitonas Town Council has reviewed and approves the \tAgreements for Animal Control, Building Inspection Services, Library Cleaning \tand Town Hall Laundry as attached hereto;
\n\tTHEREFORE BE IT RESOLVED THAT we do hereby agree to renew said \tcontracts for services under the terms and conditions outlined in the aforesaid \tdocuments, and authorized CAO, Carolyn Gordon to sign said documents on behalf \tof the municipality.

\n\tWHEREAS Manitoba Infrastructure &Transportation has approved a financial contribution for a portion of the costs to apply a dust control solution to 700m of 7th Avenue, and to make improvements to the Bridge on 2nd Avenue East;
\n\tTHEREFORE BE IT RESOLVED THAT the Statutory Declaration and copies of all applicable invoices shall hereby be approved for submission to the Province \tof Manitoba for payment as per the report attached hereto.

\n\tWHEREAS current Workplace Safety & Health Standards require that employees \tare responsible to ensure that all employees have proper \u2018Personal Protective \tEquipment\u2019 including extreme temperatures when they are required to work \toutdoors;
\n\tTHEREFORE BE IT RESOLVED THAT the Council of the Town of Minitonas \tdoes hereby agree to purchase the attached PPE for the Foremen & Assistant \tForeman to ensure compliance with the regulations and the safety of their \temployees.

\n\tRESOLVED THAT the Town of Minitonas agrees to support the Tent Town \tGarden Club with a donation of $400.00 for garden maintenance in 2014 and will \toffer the \u2018Minitonas Marketplace\u2019 free of charge for evening meetings.

\n\tWHEREAS the Minitonas Town Council wishes to encourage development within \tthe community;
\n\tTHEREFORE BE IT RESOLVED THAT the Town Council does hereby agree \tto continue to offer the 50% discount on the regular rates for Water\/Sewer Hook-\tups for all new connections in the 2014 Calendar Year as per the terms and \tconditions attached hereto.

\n\tWHEREAS the Town of Minitonas currently has a Liquor Vendor in the \tcommunity, and;
\n\t WHEREAS the Manitoba Liquor Control Commission has requested a resolution \tof council supporting the continuation of off sale liquor in the Town of Minitonas;
\n\tTHEREFORE BE IT RESOLVED THAT the Minitonas Town Council does \thereby agree to support the continued off sale of liquor in the community and \tauthorize CAO, Carolyn Gordon to issue a letter to MLCC expressing their \tapproval.

\n\tWHEREAS the Town of Minitonas Council believes that each and every business \tin the Town of Minitonas is critical for the survival and growth of the community;
\n\tAND WHEREAS Nemetchek Enterprises currently owned and operated by Kevin \tSims, has been a business in our community for over 60 years;
\n\tTHEREFORE BE IT RESOLVED THAT the Council does hereby agree to \tissue a letter of support for Mr. Sims noting the importance of his current business \tin the community.

\n\tWHEREAS under Bill 33 of the Province of Manitoba, \u2018The Municipal \tModernization Act\u2019, the Town of Minitonas must seek out a partner municipality \twith a common boundary to reach a total permanent population of over 1000, and;
\n\tWHEREAS the Minitonas Town Council has attended a meeting with the councils \tof the Rural Municipality of Minitonas and the Village of Bowsman regarding the \tcompletion of the \u2018Draft Amalgamation Plan\u2019 regarding the Structure of Council;
\n\tTHEREFORE BE IT RESOLVED THAT the members of the Council of the \tTown of Minitonas do hereby agree that it is in the best interest of their ratepayers \tto propose \u2018Elections at Large\u2019 as noted in the attached \u2018Amalgamation Plan\u2019 and;
\n\tBE IT FURTHER RESOLVED THAT we do hereby support the original \tproposal of \u2018Service Areas\u2019 under current municipal boundaries for 2-4 year \tterms (total of 8 years) in order to provide a smooth tax transition during the \tamalgamation process, and;
\n\tBE IT FURTHER RESOLVED THAT the attached Amalgamation Plan shall be \tsubmitted to the Minister of Local Government as approved.

\n\tRESOLVED THAT the Building Permits issued in 2013 shall be accepted as \tattached hereto.
