RESOLVED that the minutes of the regular meeting of Council held on May 22, 2012 be adopted as presented.

RESOLVED that By-Law #03\/12, being a By-Law of the Village of Benito to appoint Designated Officers to manage the operations of the Benito Fire Department be read a third time and passed this 12th day of June 2012 A.D., signed by the Mayor and signed and sealed by the Chief Administrative Officer.<\/p>\n

RESOLVED that the Financial Statement to the month ending April 30, 2012 be accepted as presented.

WHEREAS a request for usage of the Benito Recreation grounds from August 15th to 19th of 2012 to host a public event has been received;<\/p>\n
THEREFORE BE IT RESOLVED that approval be granted with the understanding that the individual making the request is responsible for the overall management of the grounds and participants during the event from 7 p.m. until 11:30 p.m. each evening and cleanup of the grounds following the event.

7.\t\tSCOUTEN
\nSCHNEIDER<\/p>\n
WHEREAS the proposed subdivision of Parcel 1 Plan 1734 N.W. \u00bc Sec 17-34-29W in the Village of Benito includes an easement to accommodate a MTS fiber optic line; and<\/p>\n
WHEREAS it is in the best interest of the Village to optimize the land use within the proposed subdivision;<\/p>\n
THEREFORE BE IT RESOLVED that the Village of Benito approve the redesigned plan of the subdivision to include the easement and optimize development as per the \u201cProposed Subdivision\u201dattached hereto as Schedule \u201cA\u201d.<\/p>\n

8.\t\tOFFENBERGER
\nSCOUTEN<\/p>\n
WHEREAS the Manitoba Round Table for Sustainable Development recommends that the Province of Manitoba establish a full ban on the sale and use of pesticides for cosmetic purposes for residential, institutional and recreational facilities near water
\nand urban and rural area; and<\/p>\n
WHEREAS the regulatory body for pesticides in Canada is Health Canada\u2019s Pesticide Management Regulatory Agency which runs a rigorous scientific assessment process on the safety of pesticides; and<\/p>\n
WHEREAS the study most often quoted with regards to human health and cancer is the Ontario College of Family Physicians report fo April 23, 2004 which has been refuted by the scientific community; and<\/p>\n
WHEREAS invasive and noxious weeds in Manitoba have escaped from urban areas and cause economic losses on agriculture lands, public lands and to Municipalities today. A cosmetic pesticide ban would adversely affect municipalities in Manitoba by increasing the cost of noxious weed control required under the Noxious Weeds Act as urban areas act as a wealthy seed bank to infest surrounding sports fields, parks, native landscapes, agricultural lands and other public property; and<\/p>\n
WHEREAS an increase in weeds would adversely affect municipalities in Manitoba by potentially reducing the assessed value of properties, putting an economic value to something deemed cosmetic; and<\/p>\n
WHEREAS municipal nuisance mosquito control programs using pesticides could be affected which would result in the loss of nuisance mosquito programs in some communities and affect the enjoyment of residents during the summer; and<\/p>\n
WHEREAS the increase in weed populations will increase the amount of pollen in urban areas which can cause allergies and affects people with asthma also potentially impacting the health care system of the province; and<\/p>\n
WHEREAS in other provinces cross border importation of pesticides has increased the potential use of unregistered pesticides and the additional cross border trips will have
\nan economic impact on Manitoba communities;<\/p>\n
THEREFORE BE IT RESOLVED THAT the Village of Benito is opposed to the Province of Manitoba implementing a ban of cosmetic use pesticides in Manitoba.

9.\t\tZEBINSKI
\nSCOUTEN<\/p>\n
WHEREAS the Village of Benito has requested quotes to conduct a utility rate study as required by the Public Utilities Board; and<\/p>\n
WHEREAS the Village has received and reviewed the quotes from two separate entities who are interested and qualified to perform the work as requested;<\/p>\n
THEREFORE BE IT RESOLVED that the Village of Benito authorize Way to Go Consulting Inc. to proceed with the work as per Schedule \u201cA\u201d attached hereto.

10.\t\tSCHNEIDER
\nOFFENBERGER<\/p>\n
BE IT RESOLVED that the Village of Benito hire Dennis Podolski to construct two sculptures for the \u201cWelcome to Benito\u201d sign to replace the current deteriorating structure ; and<\/p>\n
BE IT FURTHER RESOLVED that the aforementioned structures be constructed for the sum of $4200.00 as per our letter dated May 22, 2012.

\nZEBINSKI<\/p>\n
RESOLVED that the June Animal Control Report be accepted as presented by the Animal Control Officer.

12.\t\tSCHNEIDER
\nOFFENBERGER<\/p>\n
WHEREAS the province of Manitoba has discontinued the Community Loans Program and has requested repayment of all outstanding loans sponsored through said program, and;<\/p>\n
WHEREAS the Village of Benito was a member of the Swan Valley Enterprise Centre Community Development corporation and as such, have a direct interest in the repayment of said loan;<\/p>\n
THEREFORE BE IT RESOLVED THAT the Village of Benito Council does hereby support the reinstatement of the \u2018Swan Valley Enterprise Centre Community Development Corporation\u2019 for the purpose of repaying the outstanding loan in the amount of $20,000.00 to the province of Manitoba.

RESOLVED that the Benito Fire Department Wages Summary for the period from January to June 2012 attached hereto as Schedule \u2018A\u2019 be accepted and approved for payment as presented.

RESOLVED that the sum of $6000.00 be hereby authorized for transfer from the Utility Reserve Fund to the General Operating Fund as per budget.

RESOLVED that sum of $150.00 be hereby authorized for transfer from the Recreation Trust Fund to the Village of Benito General Operating Fund.
